Magic? My Iron Torrent will sweep it all away!

Lin Mo took the list, read a few lines, and couldn't help but raise his eyebrows.

The names at the beginning listed the age, workshop, and specialty, but towards the end, the handwriting became noticeably messy, with some even drawing a hammer next to their names, as if afraid of being missed.

"Didn't they come along?"

"No, I told them to wait for further notice."

As Thorin spoke, he leaned forward slightly.

"After you become a citizen, could you immediately arrange for a group of people to learn about your mechanical, metallurgical, and energy technologies?"

"If there aren't enough classrooms, we'll bring our own chairs. We don't need to be picky about where we live; we're easy to take care of."

"Looks like you guys are planning to bring hammers into the classroom?"

"You can bring it if needed!"

Lin Mo was amused by his unhesitating answer and then laid the list out on the table.

"Preparations can be made in advance, but the arrangement cannot be based solely on the order of registration. After all, we need to understand the students' literacy level, cultural background, abilities, and practical skills before assigning them to classes."

Thorin was taken aback: "There's another test?"

"It's not that you can't learn if you can't pass the exam, but rather that we should see where to start teaching."

Lin Mo picked up a pen and wrote a few items next to the list.

"Some people have been forging for a hundred years, but they've never even seen our blueprints."

"Some people are young and have studied the Bactrian script, but they are not proficient in its practical application."

"If you put them all in one class, what do you think the teacher should say first?"

Thorin thought for a moment, then nodded and said:

"That makes sense. When teaching apprentices, you have to consider how much they actually know."

Zhao Gang began by saying:

"These aren't urgent. Let's do them in batches. We can't stop all your existing production."

"We will discuss a training plan with you to ensure that production is not disrupted and that the next generation can take over."

"Okay, I'll go back and rearrange it!"

Thorin put away the list and readily agreed.

Lin Mo looked at Zhao Gang.

"Brother Zhao, the takeover of the dwarves and orcs needs to be coordinated together."

"We need to make clear arrangements for their future after they join."

Zhao Gang opened the terminal and brought up an incomplete worksheet.

"That's exactly what I was thinking. The two groups have different circumstances, so we can't just copy one plan."

"Many orc settlements lack schools and clinics, some tribes are still migrating, and roads are not yet built, making subsequent construction quite difficult."

"Dwarves have towns and workshops, but mines, furnace areas, and residences are all mixed together, and the registration of people and assets is equally complicated."

Upon hearing this, Thorin also became serious.

"What do you need us to do?"

"First, organize the existing data. Population, settlements, workshops, mines, warehouses, resources, and so on, as well as the people in charge of management." Zhao Gang paused for a moment.

"If there are no complete records, please indicate them truthfully. The working group will assist in verification. Do not submit an estimate just to make up the numbers."

Thorin stroked his beard, looking somewhat embarrassed.

"We have a rough idea of the population, but how many people live underground in some places is something even the local elders probably don't know."

"Therefore, it is even more important to conduct on-site investigations."

Lin Mo was not surprised.

Even the population of a half-orc tribe can change with a single migration; simply sitting in a meeting room looking at reports won't solve the problem.

"He Qinglan is in charge of preparing the population registration, Xu Zhiyuan is in charge of the finance and asset verification, and Chen Li is in charge of the construction assessment," Zhao Gang added as he took notes.

"The medical team also needs to coordinate with Liu Qinghe in advance, and cannot directly apply the medicines and dosages prepared for the people of Daxia to the two races."

Lin Mo nodded:

"First, we need to list out the most urgently needed food, water, and medical care. We can't wait until all the procedures are completed before we start to consider the issues of hunger and medical treatment for both ethnic groups."

As Thorin listened to these arrangements, his initial focus on technical aspects gradually subsided.

He brought an application, but Lin Mo and Zhao Gang were already considering how the people in each city and workshop should live.

"And the elderly," Thorin suddenly spoke up.

"Some of the older craftsmen can no longer hold a hammer properly, but they can't bear to leave the furnace. When there's work, they can still earn some income, but when there's no work..."

He lowered his voice as he said this.

Zhao Gang wrote this down.

"They've been included in the initial survey. How exactly we'll ensure their livelihoods will depend on the number of people and the actual situation; we won't miss anyone."

Thorin looked at the newly added words and slowly nodded.

After seeing Sorin off, several more pages of to-do items had appeared on the conference table.

Lin Mo picked up the information on the two races, placed them side by side, and couldn't stop smiling as he said:

"Two massive ethnic groups on the scale of two nations, Brother Zhao."

"Yes, there are many households." Zhao Gang closed his notebook.

"This is a huge project."

Lin Mo remained silent for a moment, then reached out and pulled up the map.

Orc settlements are scattered, while dwarf towns are clustered around mountains and mining areas.

Schools, hospitals, roads, and factories cannot be placed arbitrarily by pointing to blank spaces on a map.

........

Less than a day after the news of the two races joining the Great Xia spread, the joint conference room for combat and construction in the administration building was already piled high with documents that needed to be re-verified.

Zhao Gang stood at the end of the long table and raised his hand to open the terminal.

Dozens of light screens rose simultaneously, displaying the settlements of the Orc Alliance, the mining towns of the Dwarf Kingdom, and the distribution of existing roads and water sources, layer by layer, above the conference table.

"Let's look at the population first."

Zhao Gang moved the information on the two ethnic groups to the top.

"The Orc Alliance reported a registered population of 108.6 million, distributed across 286 settlements, of which 73 are still in a state of migration."

"The Dwarf Kingdom has a registered population of 93.17 million, mainly concentrated in the underground fortress of the Dwarf Mountain City, with some also in the surrounding mountains and mining areas. There are a total of six towns, 113 workshops and 187 mines of various sizes."

Lin Mo looked at the map, his brows gradually furrowing.

The map is densely marked, but most of the markings have dotted lines around their edges.

Zhao Gang noticed his gaze and said with a wry smile:

"The dotted line represents the area that cannot be confirmed at present."

"To what extent is it impossible to confirm?"

"Some places are only known to be near a certain mountain, some places are only known to belong to a certain tribe, and some settlements are migrated with the seasons."

"On a map from six months ago, it was still in the east, but the latest news is that it has moved to the west."

Lin Mo was speechless.

He originally thought that after the two races joined the Great Xia, the first thing to do would be to draw up a list of schools, hospitals, roads and factories to be built, and then proceed with them one by one according to their importance and urgency.

But the map before him told him that even the Great Xia Dynasty had not fully figured out where the people actually lived.

Zhao Gang continued:

"That's not the worst part."

"The total population reported by the Dwarf Kingdom is 93.17 million, but food consumption records have already exceeded that."

"The orcs have a similar problem. The register lists 286 settlements, but the patrol team has only confirmed 186 so far. The exact locations of the remaining 100 are still unknown."
