Chapter 15 Alyosha the Two-Faced and Shanks the Red-Haired
The East Sea, a remote coastline of the Goa Kingdom.

This means that even if the Navy launches an attack, as long as they don't find the Red-Haired Pirates' core ship, the Red-Haired Pirates, capturing any number of affiliated pirate crews won't count as a blow to the Red-Haired Pirates.
Unlike the other three Sea Emperors, they all have core members managing their pirate crews.
Because of the fame that Shanks, along with his core crew and affiliated pirate crew, has made in the New World, he is regarded by both pirates and the Navy as the future fourth Emperor of the Sea in the New World.
"Damn it! Why is Shanks, the Red-Haired Shanks, showing up in a nobody like Windmill Village?!"
Smoker picked up his "Ten-Handed Sword," a unique weapon made of Seastone, which is derived from the sea and can counter Devil Fruit users, looking as if he were facing a formidable enemy.

Because he stole the Paramecia-type Devil Fruit, the Gum-Gum Fruit, brought by Shanks, he became a Devil Fruit user rejected by the sea, a rubber man, and could no longer learn to swim.

Then, during his acquaintance with Shanks, Luffy ate a Devil Fruit and became a rubber man. Shanks lost an arm, handed his straw hat to Luffy, entrusted him with his dream, and set sail again.
Later, Luffy met Sabo through Ace, and the three became sworn brothers. Then, Sabo was bombarded by the Celestial Dragons at sea and was seriously injured, fell into a coma, and lost his memory. Luffy and Ace thought he was dead, and then made a vow that even for the sake of the dead Sabo, they would go to sea and become pirates.
These events are very likely to happen within a year, so it seems these three guys are quite busy.

Alyosha's voice was gentle, yet everyone in the tavern could hear it and looked at the strange pair of Alyosha and the fishman Arlong behind him.
Alyosha, with a gentle smile on his face, politely greeted Shanks, who was reprimanding Luffy.
