Duke Huan frowned and said, "These three are all acceptable, but can we still achieve hegemony over the feudal lords?"

Guan Zhong replied, "The only things that a ruler cannot do are being overly virtuous or incompetent. Being overly virtuous will lead to the loss of his followers, while being incompetent will prevent him from accomplishing his tasks.
