As people in Handong Province began their holidays, Zhang Wen was no exception. He visited various scenic spots in Jingzhou, starting with the Confucius Temple-Qinhuai Scenic Area, a 5A-level scenic area in Jingzhou. It features five famous attractions: Zhonghua Gate Castle, Taiping Heavenly Kingdom History Exhibition Hall, Confucius Temple Dacheng Hall, Wang Dao and Xie An Memorial Hall, and Jiangnan Examination Hall.

Afterwards, Zhang Wen and his group visited the Zhongshan Scenic Area, which includes must-see attractions such as the Mausoleum of the Father of the Nation and the Ming Xiaoling Mausoleum. Earlier this year, in order to vigorously develop the economy, Zhang Wen proposed that the Mausoleum of the Father of the Nation be opened to the public free of charge, resulting in a significant increase in visitor numbers. The newly opened Zilanli neighborhood and the completed 23-kilometer greenway around Zishan Mountain also attracted many tourists.

After visiting these scenic spots, Zhang Wen went to Xuanwu Lake Park, the largest royal garden lake in China. It was also proposed by Zhang Wen this year to be opened to the public free of charge. Visitors can cycle around the lake, row boats, and watch birds on Liangzhou Island.

Zhang Wen's last stop was the municipal forest park and wetland park in Jingzhou. He visited seven forest parks, including Baitou Mountain, Xianren Bridge, and Ganquan Lake.

Back at the provincial government, Zhang Wen began writing about some issues he observed during his visit that day. First, traffic restrictions and congestion were common on scenic area roads during peak hours: During holidays and other peak tourist seasons, roads around Xuanwu Lake, such as Xuanwumen Road and Dongting Road, would have a midnight traffic restriction from 8:00 AM to 5:00 PM, prohibiting motor vehicles from entering. Parking spaces near the Confucius Temple food street had been removed, and traffic restrictions were implemented at midnight when the area was full. Parking was also prohibited on Jimingsi Road and Huanhu Road around Xuanwu Lake. When the Xuanwumen intersection was congested, vehicles had to detour through the Xinmofan Road intersection, which affected traffic efficiency to some extent.

II. Inadequate Supporting Roads in Some Scenic Areas: The newly unveiled 23-kilometer Zishan Greenway has potential traffic hazards. As a connecting road linking several scenic spots around Zishan, approximately 8 kilometers of the route utilizes the fast lane, resulting in mixed pedestrian and vehicle traffic. For example, on sections from Shuixie to Linggusi Road, and from Linggusi to the Sports Park, motor vehicles speed by, posing safety risks to cyclists and pedestrians exploring the scenic area. Furthermore, unclear signage in some sections of the greenway also makes it difficult for pedestrians to find their way.

As soon as the holiday ended, Zhang Wen convened a simple work meeting. The meeting consisted only of the departments under his supervision and Sun Liancheng, the mayor of Jingzhou.

"Comrades, during the Mid-Autumn Festival holiday, I visited some famous scenic spots in Jingzhou. These scenic spots are very beautifully built and well-planned, which makes me very happy. However, I discovered a very serious problem: our traffic conditions are a mess, and many places are extremely congested."

"Mayor Sun, I have a few questions for you to note. Jingzhou, as the ancient capital of six dynasties, has a profound cultural heritage and a very developed tourism industry. I've noticed that our existing road sections are no longer suitable for accommodating more tourists. Your Jingzhou Municipal Party Committee should quickly come up with a reasonable road widening plan."
