Zhang Wen's name

After concluding his inspection tour of Lüzhou, Zhang Wen returned to the provincial government and immediately reviewed the economic reports of various cities for the first half of the year. He discovered that the economically strong cities in Handong Province were exceptionally strong, while the weakest cities had not even reached one-third of the level of the strong ones.

I. Economic growth slowed significantly; Affected by the aftermath of the 2008 global financial crisis and the waning effect of the domestic "four trillion yuan" stimulus plan, the national economic growth rate shifted.

As a city with a highly developed export-oriented economy, Lincheng has been hit by both weak external demand and domestic overcapacity. Its GDP growth rate has declined significantly from its previous high growth rate (which was usually above 10%). II. The pressure of transformation of traditional industries is enormous; the bottleneck of the "Hannan Model": Lincheng is a representative of the "Hannan Model". The traditional manufacturing industry (such as textiles, clothing, chemicals and general machinery manufacturing) that was mainly based on township collective economy and foreign investment was once very strong, but it generally faces problems such as low technology content, low added value, high resource consumption and environmental pollution.

• Heavy industry structure: The industry's heavy chemical and traditional manufacturing sectors account for a large proportion of its economy, making it less resilient to changes in the macroeconomic environment. Some sectors are experiencing overcapacity, leading to declining corporate profits.

III. The stark constraints of the environment and resources become apparent: the aftermath of the Crescent Lake algae crisis: The Crescent Lake algae crisis of 2007 served as a wake-up call for Lincheng, exposing the severe damage caused to the water environment by extensive development. Subsequently, environmental protection became a hard constraint, and many energy-intensive and highly polluting traditional enterprises faced closure or restructuring, putting pressure on economic growth and employment in the short term.

Fourth, emerging driving forces have not yet formed strong support: Although Lincheng has laid out emerging industries such as the Internet of Things, new energy, and integrated circuits relatively early, most of these industries are still in the cultivation and growth stage this year. Their scale and competitiveness are not yet sufficient to completely replace the gap left by the decline of traditional industries, resulting in a situation of "generation gap".

Fifth, intensified regional competition: Within the province, it faces strong competition from Luzhou and Beijing; outside the province, it is affected by the siphon effect of cities such as Shanghai, Hangzhou, and Shenzhen in terms of talent, capital, and innovation resources. Lincheng is relatively weak in high-end service industries and headquarters economy.

In summary, it can be said that "the pacesetter is getting further and further ahead, while the pursuers are getting closer."
