Lord of All: I Created the Eternal Immortal Realm

Chapter 146 The Nine Eternal Departments

When Zhao Yun invited them earlier, he briefly explained the Endless Star Sea, the Eternal Immortal Realm, and their future.

Having witnessed the vastness of the endless starry sea, they no longer valued their own world.

In their view, their world is but a small corner compared to the endless sea of stars.

Besides, following Ye Yu, there is a chance to live forever and be immortal. Even the emperor of their world could not resist the temptation of immortality, let alone them.

Moreover, the future of many of them is a tragedy.

Now, having the opportunity to change their tragic future and embark on the path to immortality or godhood, they are wise and naturally know how to choose.

Seeing this, Ye Yu's lips curled up slightly, and he said gently, "Everyone, please rise!"

After saying that, Ye Yu waved his right hand.

The next moment, everyone felt an invisible force lift them up to their feet.

Next, Ye Yu asked Zhao Yun's elder brother, Zhao Feng, to stay here to settle the more than two hundred villagers of Zhao Family Village, as well as the families of a group of talented people. Then, he took Zhao Yun, Guo Jia and others and flew to the Lord's Mansion in the center of the territory on the Sky Treasure Ship.

In less than three breaths, the Sky Treasure Ship landed on the open ground in front of the Eternal Dao Palace gate.

Ye Yu immediately jumped off the Sky Treasure Ship.

Upon seeing this, Zhao Yun and the others jumped off the Sky Treasure Ship and followed Ye Yu into the Eternal Palace.

Upon entering the main hall of the Eternal Dao Palace, Ye Yu said to Wulan Maiduo, who was sitting in the hall, "Maido, go and inform the higher-ups of the Eternal Immortal Realm to come for a meeting."

As if he had just thought of something, Ye Yu added, "Oh, by the way, also call Qiu Shi, your father, and Nanji Xing from your village over."

"Yes, Lord!"

Ulan Maiduo immediately got up and came out, followed closely by Huang Rong.

Ye Yu first asked Zhao Yun and the others to sit down, then walked to the high platform of the main hall and sat cross-legged on the purple futon in the center of the platform.

Ye Yu looked at Zhao Yun on the first golden futon to his right and smiled, "Zilong, I plan to establish nine eternal ministries: the Ministry of Personnel, the Ministry of Revenue, the Ministry of Rites, the Ministry of War, the Ministry of Justice, the Ministry of Works, the Ministry of Education, the Ministry of Commerce, and the Ministry of Finance. What do you think?"

Then he explained the powers and responsibilities of the nine departments.

The Ministry of Personnel is in charge of the appointment, dismissal, performance evaluation, and conferment of honors of civil officials in the Eternal Immortal Realm.

The Ministry of Revenue is in charge of the population, land, taxes, and finances of the Eternal Immortal Realm.

The Ministry of Rites was in charge of the rites, sacrifices, and imperial examinations of the Eternal Immortal Realm;

The Ministry of War is in charge of the selection of military officers and military administration in the Eternal Immortal Realm;

The Ministry of Justice is in charge of the judicial administration of the Eternal Immortal Realm;

The Ministry of Works is in charge of all engineering projects, artisans, land reclamation, water conservancy, and transportation in the Eternal Immortal Realm.

The Ministry of Education is in charge of education in the Eternal Immortal Realm, including the appointment and dismissal of teachers;

The Ministry of Commerce oversees commerce in the Eternal Immortal Realm.

The Medical Department is in charge of medical care in the Eternal Immortal Realm.

After a moment's thought, Zhao Yun respectfully replied, "My lord, I believe this division is excellent."

The others nodded in agreement.

A moment later, Wulan Maiduo led Chen Ergou, Ou Tie, and others in.

The group arrived at the center of the hall and respectfully bowed to Ye Yu on the high platform, saying, "Greetings, Lord!"

Ye Yu waved his hand and said authoritatively, "No need for formalities!"

He then asked everyone to take their seats.

After everyone was seated, Ye Yu glanced at everyone and said leisurely, "Gentlemen, today I will establish the Nine Eternal Ministries, namely the Ministries of Personnel, Revenue, Rites, War, Justice, Works, Education, Commerce, and Medicine."

"The Ministry of Personnel is in charge..."

After speaking, Ye Yu looked at Zhao Yun and said authoritatively, "Zhao Yun, step forward to receive your appointment!"

As soon as Ye Yu finished speaking, Zhao Yun rose and walked to the center of the hall, clasped his hands in a respectful salute to Ye Yu on the high platform, and said, "Your subordinate is here!"

Ye Yu: "Zhao Yun, since you followed me, you have made many great contributions to the Eternal Immortal Realm. I now appoint you as Minister of War, and I hope you will not disappoint me!"

Zhao Yun: "Thank you, my lord. I will certainly not let you down!"

Ye Yu nodded, and then appointed Cai Yong as Minister of Rites, Xun Huo as Minister of Revenue, Guo Jia as Minister of Justice, Ou Tie as Minister of Works, Nanji Xing as Minister of Commerce, Qiu Shi as Minister of Education, Xia Tianlai as Minister of Medical Affairs, and Wulan Maiduo as Minister of Personnel and Vice Minister of War.

It is worth mentioning that, in addition to the position of minister, Ye Yu also established two deputy ministers in the nine departments.

Moreover, Ye Yu also implemented a system of "separation of military and political affairs".

The "Nine Eternal Departments" established by Yu the Great combined the ancient official system with the modern official system.

Guo Jia and the others did not expect that they would be entrusted with important tasks by Ye Yu as soon as they joined the Eternal Immortal Realm. Their loyalty to Ye Yu soared and all of them reached the "die-hard" level.

Upon hearing Xingling's suggestion, Ye Yu remained outwardly calm but inwardly delighted.

Ye Yu looked at Xu Chu and Dian Wei, and said gently, "Xu Chu, Dian Wei, I hereby appoint you two as the commander and deputy commander of the Eternal Holy Guard. The Eternal Holy Guard is my personal guard. I will temporarily give you two 100 positions. You can choose your subordinates later!"

"Thank you, my lord!"

Xu Chu and Dian Wei were overjoyed and quickly thanked Ye Yu.

With a wave of his right hand, Ye Yu used his divine sense to instill the top-tier ninth-order "Sun True Scripture" and the top-tier ninth-order "Moon True Scripture" into Guo Jia and the other newcomers.

Guo Jia and the other newcomers were immediately stunned.

"Handle the minor matters yourselves, and report back to me if there are any major issues."

After everyone had recovered from their shock, Ye Yu said, "Mai Duo and Zi Long, stay behind. The rest of you can go."

Seeing Ye Yu simply wash his hands of the matter, Guo Jia, Xun Yu, and the other newcomers exchanged glances, all looking at each other in bewilderment.

However, they didn't say anything.

The crowd bowed respectfully to Ye Yu on the high platform, then turned and walked out of the main hall.

In less than a minute, only Zhao Yun and his apprentice, along with Ye Yu, remained in the spacious hall.

Ye Yu looked at Zhao Yun and said gently, "Zilong, apart from the Eternal Holy Guard that I just established, all the troops in the Eternal Immortal Realm are under your command."

"Remember, the Divine Phoenix Legion only recruits women."

Zhao Yun nodded.

Ye Yu then said, "Zilong, the monsters for today have not yet descended. I am entrusting today's monsters to you. I will not interfere with your actions, but I have one request: I want you to annihilate all the monsters without taking any damage."

Zhao Yun clasped his hands in a fist salute and said, "Your Majesty, I will certainly annihilate today's monster without suffering any casualties!"

Ye Yu waved his hand, "Go and get ready!"

"promise!"

Zhao Yun respectfully bowed to Ye Yu, then turned and walked out of the main hall.

Ulan Maiduo also left with his master Zhao Yun, leaving Ye Yu all alone in the spacious hall.

Watching the backs of Zhao Yun and his apprentice, Ye Yu stroked his chin with his right hand and murmured softly, "The framework of my Eternal Immortal Realm is complete, and the talent pool is ready. Next, I will focus all my efforts on developing and building the Eternal Immortal Realm."
