I was a general in South America

Chapter 9 Is Drug Prohibition a Good Idea?

Herrera had just started work in the morning and was having lunch with his two brothers in a corner of the cafeteria.

"Hyena's done for, have you heard?" the officers at the two tables in front whispered, quickly attracting the attention of their colleagues who had gathered around to watch.

"Really! ...I cleaned the floor in Hasana yesterday, you can go ask them if they responded to the police last night."

"Holy crap, when did Manizales get such a ruthless person who even dared to mess with the North Valley Hyena? Tell me what happened."

The police officer who participated in the cleanup, seeing the surprised expressions on the audience's faces, glanced around before covering his mouth with his hand and whispering...

"When we got there yesterday, Hasana Nightclub was blown up. Hyena was found with only one arm and one leg left. I heard that our director was having fun at the nightclub, and Hyena refused to give him face and insisted on charging him. In the end, he paid this amount to get revenge."

The police officer raised his hand, spread his fingers, and mouthed the words "Wan".

"Have someone get rid of the hyenas."

hiss....

They all gasped in surprise, while the other knowledgeable guy realized he was about to be completely exposed.

"My cousin used to park for Kitani in Hasana. What happened last night was done by the military."

Herrera and his two companions, who were sitting in the back engrossed in preparing the meal, looked up at each other upon hearing this.

You said that?

I don't...

Did you say that?

I really didn't say that...

"Hiss... They've even dragged the military into this."

"My cousin went to inquire and found out that Hyena and Pablo's mistress's affair was discovered. What kind of rank does our bureau chief have that the military would do things for him?"

"Cough cough..."

A sudden cough interrupted the enthusiastic discussion. When everyone turned around and saw Herrera, their expressions changed drastically. They awkwardly greeted him and left immediately.

It's like there's a ghost in the cafeteria...

The rumors grew increasingly outrageous, and recalling the time Lucas smashed Andrei's mouth, his molars in his cheeks inexplicably ached.

I'm the victim here...!

Was it wrong for me to go and rescue my men when Andrei kidnapped them?

Lucas came to kill people, not because I notified him...!

Herrera knew that Kitani hadn't come knocking on their door yet only because of his father-in-law.

Now Andrei is lying in bed in a vegetative state, and the situation at Hasana Nightclub is completely unclear.

"The present does not represent the future..." He pondered for a long time and asked his two trusted confidants very seriously.

"Louis, let me ask you this: is there no future in drug enforcement in Manizales?"

The two of them stared wide-eyed, and immediately shook their heads like rattles.

"Would it be worthwhile for the military to join the anti-drug campaign?"

The two looked at each other, hesitated for a long time, and then shook their heads.

"So, Lieutenant Lucas plus the army plus the anti-drug squad, is that a good fit?"

Memories of bloodshed and violence flooded their minds, and the two nodded like chickens pecking at rice.

"We're doing it, we're doing it to combat drugs."

Herrera seemed encouraged, his expression becoming increasingly determined, as he took out his phone and held it to his ear.

"Lieutenant Lucas, my father-in-law met with the Einar brothers yesterday, and I have some information I'd like to report to you."

.......

At 3 p.m., the area under the jurisdiction of the Cato branch was called the Castomo Commune.

It represents the slums and grassroots culture of Colombia.

When a Colombian says, "I'm from Commune 13 in Medellín," it not only indicates his address but also reveals what kind of person he is.

There is one in Commune No. 13, the Pablo Escobar community.

It was used to commemorate the place where he hid in his early years.

The houses on both sides of the street are built against the mountain, most of them are constructed with corrugated iron sheets and old wooden planks, and the roofs are covered with a layer of red and blue plastic sheeting.

Some even used cardboard to create a space between two houses, building wherever they wanted.

Occasionally, a few brick-and-mortar houses would appear, but their exterior walls were covered with patches of corrugated iron.

Lucas sat in the car smoking, while Herrera beside him looked nervous, constantly glancing at the two-story building with its doors tightly shut on the side of the road.

"Don't lose your composure, Wao... this is only the third one."

Thump..Thump.Thump.

The rapid, intense gunfire tightened Herrera's nerves, which had been somewhat relieved.

He swore that he hadn't seen as many corpses in a year working at the police station as he had in the past two days under Lucas's command.

"After the Ainar brothers took control of the Manisales market, the large processing plants in the commune moved to the rainforest, leaving only these small gang workshops. I'm not too sure about the location of the North Valley processing plant."

His original intention was to report Kita's movements to Lucas, but he didn't expect that the other party would ask him to act as a guide and wipe out all the drug processing plants in the Cato branch's jurisdiction.

Herrera figured the Kitakani processing plant wasn't in the commune, so he'd just consider those few small gangsters a gift for Lucas.

But the impatient Lucas immediately pulled him along.

"Sizzle... sizzle"

As the gunshots faded away, Lucas's walkie-talkie began to make noise.

"Report: 23 dead, 5 downed, 2 surrendered. Requesting instructions."

Another twenty-three... no, thirty died.

What kind of deep-seated hatred could there be...!

"Kill them all."

"receive."

I knew exactly how it would end!

Herrera stole a glance at Lucas, who was wearing the warmest smile but uttering the cruelest words, and couldn't help but shiver.

Why thirty? Because in the first two processing plants, no one survived.

"Herrera, why are you shaking?"

"The car's air conditioning was a bit too cold, and I've had a slight cold recently."

"Is 28 degrees Celsius still low?"

Lieutenant, please stop talking... it's too cold.

A few minutes later, the door of the small building was pushed open from the inside, and Moreno led his soldiers out.

"Thirty criminals were killed, none escaped, and 100 kilograms of cocaine were seized."

"They threw the body into the car and took all the stolen goods with them."

"receive."

Soldiers began systematically carrying the bodies out of the building and then throwing them into a covered truck.

If someone mischievously climbs up to take a look, they'll find it's piled high with white slips of paper.

I don't know if the commotion was too loud, but a group of children ran out from the utility pole on the roadside more than ten meters away and kept looking in our direction.

Six or seven children, their upper bodies bare, the oldest no more than seven or eight years old, squatted there barefoot, gnawing on their blackened fingers, their eyes fixed on the convoy.

Herrera seemed to have noticed this as well, and then spoke up to explain.

"Lieutenant, there aren't many factories in Manizales. Most families in the commune work in drug processing plants, or they have to go to the Marmoto mines. Maybe they heard the gunshots and came looking for their parents."

One pound of rice costs $1.

Working for drug dealers earns you $5 a day.

Lucas remembered what the old lady had said.

"When you first came, you were cracking down on drug dealers, but each time all that was left was burned land. The drug dealers would come back after you left. But at least we can still eat if we grow coca."

In a chaotic and impoverished country, life is the cheapest commodity.

But fate will force you to make choices in order to survive.

"The operation is over for today, Herrera... Go and inform the Manizales Police Station that the Rapid Reaction Force will be holding a press conference at the station at 5 PM. Also, contact the media for me. Any questions?"
