Chapter 146 Land Approval Scandals Uncover a Big Tiger

Ghost Hand's efficiency was even faster than Liu Ming had imagined.

Just two days.

A vast, complex, and shocking network of vested interests in Ningzhou High-tech Zone was presented on Liu Ming's computer screen in the form of a three-dimensional diagram.

Looking at the intricate web of relationships on the screen, like a spider's web, where a single thread could affect the whole situation.

Even someone like Liu Ming, who has seen it all and has even raided the hideout of a transnational drug trafficking group, couldn't help but gasp in shock.

shocking!

It's absolutely shocking!

That so-called "Jinxiu Tiandi" unfinished land plot is not a simple case of "financial fraud" at all.

It's a trap!

A shocking scheme orchestrated by Wang Dawei and Executive Vice Mayor Li Jianguo, involving illegal fundraising, collusion between officials and businessmen, rent-seeking, and money laundering!

They first used their power to sell that priceless prime land to a shell company that had already been registered, without any legal procedures, for a price that was practically "gifted" to them.

Then, under the guise of a "key commercial project in the high-tech zone," they made grand promises and attracted hundreds of unsuspecting citizens and some small business owners who wanted to speculate, who invested hundreds of millions of yuan in "fundraising funds."

At last.

After the project had only laid its foundation, they immediately announced that the developer had "broken its cash flow" and absconded with the money.

The 300 million yuan raised was channeled through dozens of complex "front-door" accounts and flowed into the Municipal Charity Federation, where it was transformed into a "charitable donation" from an "anonymous person".

Then, this "donation" was allocated to several so-called "private schools" and "greening companies" controlled by Li Jianguo and Wang Dawei's relatives and friends under various high-sounding names such as "supporting local education" and "improving the urban environment".

Ultimately, after this series of flawless "legal" operations,

That huge sum of money, stained with the blood and sweat of ordinary people, flowed cleanly into their own pockets.

All that remains for Ningzhou City is an unfinished building, a scar on the city, and hundreds of victims who have lost everything and are still petitioning the authorities.

"Good tactic."

Liu Ming stared at the clear chart of fund flows on the screen and the signatures behind each transfer, her eyes as cold as the Siberian chill.

"One fish, three ways."

"Using state land to cheat ordinary people out of their money, and in the end, they even managed to gain a reputation as 'philanthropists'."

"Wang Dawei, Li Jianguo..."

"You guys, you really are... damned."

……

"Boss, this is just the tip of the iceberg."

Through the earphones came Ghost Hand's equally furious voice.

"Following this lead, I discovered some even more interesting things."

"explain."

"This Li Jianguo is not clean. He is extremely unclean."

Ghost Hand's voice became serious.

"His wife Wu Xiufang's good nephew, Wang Ergou, is just a front man. Li Jianguo used his power to help Wang Ergou secure almost all the landscaping and sanitation projects in the High-tech Zone. But in reality, Wang Ergou is just a middleman; he subcontracts the projects layer by layer, taking a cut for himself. His annual income from this alone is as high as tens of millions!"

"And most of this money ended up in the account of Li Jianguo's son who was studying abroad."

"And Wang Dawei."

"His precious nephew, Zhang Xiaolong, isn't just a useless gamer. He's registered over a dozen so-called 'high-tech' companies, all of which are empty shells. Every year, the various 'research subsidies' and 'rent reductions' he swindles from the High-tech Zone amount to an astronomical sum!"

"And the power to approve these subsidies is in the hands of his uncle, Wang Dawei."

……

Clues, one by one.

One piece of evidence after another.

Like a tidal wave, it flooded into Liu Ming's mind!

He finally understood why the work style in the High-tech Zone was so rotten to the core!

If the upper beam is crooked, the lower beam will be crooked too!

From the top leader to the deputy mayor in charge, they're all a bunch of parasites sucking the blood of the country and the people!

"Where's the evidence?"

Liu Ming's voice was icy cold and devoid of any emotion.

"Everything's ready for you, boss!"

Ghost Hand chuckled.

"Wang Dawei and Li Jianguo, those two old foxes, are incredibly cautious. All the shady records have no paper copies; they're all hidden on a encrypted, physically isolated hard drive. And that hard drive is hidden in…"

"In the basement of that unfinished building, 'Jinxiu Tiandi,' right?" Liu Ming casually took over the conversation.

"Holy crap! Boss! How...how did you know?" Ghost Hand was completely stunned!

"It's very simple."

Looking out the window at the abandoned building that looked particularly eerie in the setting sun, Liu Ming's lips curled into a cold smile.

"The most dangerous place is the safest place."

"They thought that no one would expect them to hide their incriminating evidence in that mass grave that everyone avoids like the plague."

"pity……"

"They met me."

"Boss, should we take men and raid their house now?" Ghost Hand asked impatiently.

"No."

Liu Ming shook her head.

"Going now would only alert the enemy."

"Furthermore, the hard drive is password protected. If it's forcibly cracked, the data inside will be automatically destroyed."

"What we want is to catch them red-handed."

"Then... what do we do?"

"wait."

A glint of hunter-like cunning flashed in Liu Ming's eyes.

"Let them bring the evidence to us themselves."

He picked up the red secure phone on the table and dialed Mayor Lu Chen's number.

"Senior brother, it's me."

"The fish has been caught in the net."

"Okay, let's close the net."

……

The next morning.

A strongly worded announcement, jointly issued by the Municipal Commission for Discipline Inspection and the Municipal Procuratorate, appeared on the internal website of the Ningzhou Municipal Government.

—Notice on the establishment of a special investigation team for the unfinished "Jinxiu Tiandi" building project.

The notice announced that the Municipal Commission for Discipline Inspection, in conjunction with the Procuratorate, the Audit Bureau, and the Public Security Bureau, will conduct a thorough investigation into all issues related to the "Jinxiu Tiandi" project, from its inception to its eventual abandonment over a period of five years!

Furthermore, a sentence was added at the end of the notice.

—Liu Ming, Deputy Director of the Ningzhou High-tech Zone Management Committee, will participate in and supervise this investigation as a “specially invited consultant”.

This announcement is like a depth charge!

In an instant, a huge wave swept through the officialdom of Ningzhou!

Everyone knows!

This is serious!

This is the first shot fired by Mayor Lu Chen against the "local interest group" led by Li Jianguo, after receiving the tacit approval of the provincial party secretary!

And Liu Ming is the sharpest... dagger in his hand!

The news reached Wang Dawei and Li Jianguo immediately.

The two of them completely panicked!

They knew that once the investigation team actually started investigating, it would be a disaster.

Their dirty secrets hidden behind the unfinished buildings can no longer be concealed!

The only way is to wait until then.

Destroy all the evidence!

Especially that hard drive that held all their incriminating evidence!

Liu Ming, this is exactly the effect I wanted!

He knew that once this message was released...

Wang Dawei and Li Jianguo will definitely resort to desperate measures!

We will definitely move or destroy that hard drive as soon as possible!
