Even a large, academically powerful organization like Kamar-Taj is unable to handle the material world when dealing with external dimensions. Only by utilizing the national power of Latvinia can this problem be completely solved. Therefore, the development of Latvinia's psionic department must be put on the right track. The Emperor and Regent do not have time to teach all those with potential, using rituals and drugs to awaken them. Relying on the small-scale, refined education of the Immortal City, mechanical implants, and long-term use of mood-suppressing drugs is not entirely applicable to all situations. Therefore, the support team from Kamar-Taj is particularly important.
The primary purpose of this department is to regulate and control potential spellcasters worldwide and to protect the safety of human society from such threats. The various schools of thought scattered across the globe are also subject to the management of Kamar-Taj and this department.
Essentially, it was a joint effort between Latvinia and Kamar-Taj to establish a department that provided the Venerable One and the Latvinian Emperor with the legal basis to mobilize the armed forces of the material universe, such as arcane sorcerers, the First Secret Service, and genetically modified warriors, to manage other schools of magic. At the same time, Kamar-Taj and Latvinia (primarily the latter) also intended to rely on these schools to bypass secular governments as much as possible to gather potential spellcasters, avoiding diplomatic problems, and bringing them back for education before they caused such serious trouble that everyone had to kill them.
This is also the olive branch that the Latvian emperor will extend to those schools of thought at the Temple of Vatum.
For those declining schools of thought, an opportunity to teach a large number of students and continue their lineage is a rare and precious one; for those ambitious schools of thought, this department will be the only research institute and magical political institution on Earth that is deeply integrated with secular affairs in the future. Even if Kamar-Taj is still the main power behind the scenes, the establishment of this department represents a once-in-a-lifetime opportunity.

"While I don't know why Salomon would involve the King, I trust him. Wu Guiyue has other work, Daniel is too old, and there are still many problems to solve in the New York Temple."
