For Latvians, especially in areas where Croats and Albanians, Serbs and Albanians live together, survival is not an inherent right, but a social concept attached to humanity as individual productivity increases due to social and technological development, education, and the spread of knowledge. Even though the emperor's army has confiscated all weapons, and the resulting peace, schools, and factories have been restored, the concepts of religion and superstition erased with blood and death, and politicians and war criminals who fueled hatred with their own selfish desires have been punished by law, the poison has seeped into the very bones and can only be healed by a long period of time. Even if no one can remember who committed the first massacre, how politicians incited the perpetrators, or who directed the politicians, the toxins of nationalism continue to multiply like a virus in the veins. Even young children will use vicious language they don't understand to attack their peers of other races who are also living in poverty and suffering, simply because that's how they grew up. Stephanie Malik, who had just returned to Latvia from Oxfordshire, was summoned to the Regent's office despite her preoccupation. She saw an empty plastic thermos on the Regent's desk. "Karadžić deserves to die, but he must die on the execution ground in Latvinia. Slobodan Praliak also needs to be tried, but not in The Hague. He must stand on this land alongside the Bosnian war criminals and receive a fair trial to determine whether he protected his people or condoned malice. Only in this way can the wounds of the Yugoslav Wars be healed by law and order. The Emperor's speech in Sarajevo made it clear that fairness and justice would be returned to this land, and the Bosnians who support the Emperor are willing to accept the trial he gives them because they only want peace."
The Regent blinked hard, his eyes filled with exhaustion. He gestured to the high-backed chair for visitors in front of his desk, gesturing for Stephanie Malik to sit down. On the desk lay a file bearing the insignia of the Royal Guard, classified as Crimson. Stephanie Malik quietly glanced at the first two pages, a dossier concerning a mysterious operation in Peru. The first two pages mentioned the dispatch of the First Warband and the Royal Guard inspector. Clearly, before her return to Latvinia, the Regent was busy with another matter. Wherever the Royal Guard and the knights went, it inevitably meant war and logistical support. The two pages she had read had become several thick stacks of production requirements documents at the Ministry of the Interior.
Stephanie took out a pack of cigarettes from her pocket, took one out, and lit it.
"I need a press conference. The courts we used to try war criminals need to be expanded, and the legal code needs to be revised and supplemented. If The Hague doesn't hand them over, we will respond by trying the American war criminals in Afghan prisons; otherwise, we will have no advantage in the public sphere." The Regent paused, enduring the smoke from Stephanie's actions. "And there's the special forces operation. The First Class Secret Service will bring all the suspects back to Latvia."
“You want to escalate the conflict, which will provoke hostility from international public opinion. The news media controlled by the Malik family foundation cannot openly support Latvia,” Stephanie Malik sighed. “And it will also expose our military operations in Afghanistan and the Middle East. Is that what the Emperor wants?”
"Are they no longer hostile now? No one can interfere with our military operations in Afghanistan. It's a training ground for genetically modified soldiers. The majority of the expanded court staff are Hungarians and Latvians, and I need you to communicate with each judge to ensure they are of one mind. Constantine and the War Council are now prepared to bomb Berlin, The Hague, and Washington. We are in a state of total war every day. If NATO dares to interfere in Kosovo, we will immediately launch a nuclear war. But they dare not, because Latvia has the capability to launch undefendable missiles, and they are all afraid of them falling on their own heads."
"I understand," Stephanie Malik said listlessly. "It will take about four days to coordinate all departments, select suitable judges, and produce a first draft of the new legislation. This is the fastest possible pace, and it means at least seven departmental meetings."
"What did he say to you?"
"What?"
"If he tells you to relay those words to your father, just do as he says. Whether it's persuading him not to get involved in the Secretary of State's deals or to gain more control of the Foreign Relations Committee, that's the Malik family's business, not yours," the Regent cautioned. Stephanie had no idea when Victor von Doom knew about her conversation with the Emperor, nor how efficient the secret communication channels between the Regent and the Emperor were. "You remain indispensable to Latvinia and him, otherwise he wouldn't have reminded you. He values you, not the Malik family. I know him; to him, the entire Hydra is worth less than you."
"Thank you for your lie, Victor," Stephanie Malik laughed awkwardly. "Isn't he going to get involved in this? If the Foreign Office spokesperson's voice isn't loud enough, the whole world is whispering the name of a tyrant, not to mention we have the wreckage of the USS Bush. Isn't he going to demonstrate his power and violence?"
"You've seen this file too; it's just a table of contents and a summary." Victor von Doom pointed to the crimson-level file on the table and the storage chip on it. "Now I authorize you to read the information on the chip here. After leaving the office, you must forget what you've seen. What's in this file is what he needs to care about. I've said it before, Latveria is merely a means for him to achieve his ideals; power is just one component. It's not that he needs power, but that power needs him."
