Chapter 1337 A Messy Debt (First Update)

Regent Victor von Doom orchestrated the prison break.

Latvinia will reopen its investigation into the Srebrenica massacre during the Bosnian War, in which Slobodan Medic, commander of the paramilitary Serbian armed Scorpions, and his key accomplice Branislav Medic, were all transported to Latvinia by non-military means.

Long before the operation began, he had organized a committee of Serb, Croat, and Bolivian officials and scholars, as well as a witness panel of veterans of the Bosnian-Holstein War, to investigate every battle, every corpse, and every document from the war. This trial could not take place in The Hague, but only in Latvia, because the Balkans had virtually no trust in the United Nations. The Balkans needed to see that their emperor had the ability to wrest people from the United Nations, the ability to make everyone in the world accept his laws, and that the unification of the Yugoslav Federation was inevitable.

Viktor von Doom knew that these paramilitary militias all had government backing, but the government's control over these forces was extremely weak. Furthermore, many extreme nationalist militias, such as the Alkan Tigers and the White Eagles, had criminal backgrounds. Whether for revenge or venting, some acts that crossed the line of human morality were inevitable. Don't expect nationalist militias to have high levels of awareness or clean backgrounds; don't expect every army to have a clear and correct long-term political program and a sense of historical responsibility; and certainly don't believe that every army fights for the future and justice of humanity.

Not to mention the Bohemia-Holland War, a conflict between three factions.

As long as there are benefits, extremism will continue to create one bloody incident after another.

Regardless of the role those militias played during NATO's invasion of Kosovo, they were essentially no different from the Nazis, merely assuming the identity of nationalists under specific circumstances. Temporary acts of righteousness could not mask their inherent evil. In Sarajevo, Serb forces clashed with the Pohmu government forces; in Mostar, the Serbs initially fought against both Pohk and Pohmu government forces. After the Serbs were repelled, the Bosniaks and Krasnoyar fought over control of the old city; in Bihach, the former Pohmu capital, Pohmu forces and the Republika Srpska (Republic of Kosovo) forces in Croatia joined forces against the Pohmu government forces.

Even more ridiculous is that the 1500 children killed during the siege of Selajevo were sniped by Serb militants, and the commander in charge of defending Selajevo was also a Serb. It's a complete mess, and untangling the causes and consequences of each war would take years. The scars of that war continue to haunt the survivors, who to this day prepare anything that might allow them to survive in war: medicine, food, fuel, and weapons. But what's even more distressing is that, given a choice, the Emperor would never have chosen the Balkans as the starting point, because nowhere in the world could be worse or more chaotic.

Croatian populism has Nazi spiritual lineage and served the Third Reich during World War II. Within Serbia, three political factions vied for power, numerous militias lacked unified command, and extreme ideologies, mutual hostility, and disunity were all deserving of praise. The Yugoslavs who converted during the Ottoman Turkish rule are the origin of the Pohmu people. Populist supporters among them formed the SS-Ottoman Diocese during World War II, fighting selflessly for the Nazis. They even ignited a war at a Serbian wedding in Sarajevo with a single grenade, and later, relying on the safe zone, raided Serbs, leading to the Srebrenica massacre.

This is why the Latvian government adopted Marshal Tito's ideals as the consensus for uniting the Balkans, only the Emperor modified them, making the opposition to extreme nationalism and the unity of humanity as a community with a shared future the primary goals. This region was inherently imbued with extremist ideologies, and without this consensus that could forge a Yugoslav federation, without the dream of peace that healed the wounds of the Yugoslav division, the Emperor believed he could not possibly have established himself on this land.

In any case, the war criminals in the Srebrenica massacre will be brought to trial.

While the trial of militia commanders with criminal backgrounds and former official support may trigger a strong backlash from the public and various nationalist ideologies, after the regent and emperor order a strict gun ban throughout the country and the hunt for all militia groups and criminals, the so-called strong backlash will only amount to protests by criminal groups and violent shootings.

Without officials inciting populism for ambition and greed, and without the transfer of benefits, even in Boch, a place where it was once possible to legally carry guns with a maximum ammunition limit of 2000 rounds, no serious conflicts occurred; the military and police could handle the situation simply by deploying them. No one intended to cross the emperor's bottom line or abandon the hard-won unity and peace. After the war criminals made their public appearance in Latvia, even those who had escaped the net dared not breathe loudly.

The emperor would grant this land peace and justice, just as he had promised in Seraphim.

If the "Unified Truth" fails to awaken their humanity, then all who stand in the Emperor's way will die under his slingshot. No one can deny that the Emperor is a harsh ruler; this truth has been proven in blood during the First Expansion War. But even the genetically modified warriors created by the Emperor will not raise their swords against unarmed civilians and innocent people, because they believe in the "Unified Truth": war is for creating peace, not for creating hatred.

Victoria Hand, the Supreme Commander of the Defense Intelligence Service, concurrently serving as Minister of Justice and Marshal of the Gendarmerie, will return to Latvia in five days. She will then personally take over the Po-Herzegovina War Investigation Committee and lead the Special Tribunal for the Po-Herzegovina War, upholding the Emperor's will and the constitutional principles of the "Unity of Truth" to adjudicate every conflict in the war.

Following this was the war tribunal organized by the Kosovo War Inquiry Commission.

Even during the First Expansion War, aside from those imprisoned in UN detention centers, other war criminals who fled to the United States faced arrest (at the expense of hiring Wilson Fisker for investigation and cooperation). The lengthy preparations were all for this trial. Regent Viktor von Dum intended to resolve all the bloodshed committed in armed conflicts since the dissolution of Yugoslavia in one fell swoop. He wanted to establish a just and impartial image for the Emperor, and he wanted the Balkan people to fully believe in the "United Truth," not just those in Latvia, Transylvania, and Sylkalia—the federal members who had jointly overthrown oppression. He wanted to completely remove the obstacles to industrialization, eliminate all civilian armed groups and criminal organizations, complete the first step in the Emperor's ambition, and make the world realize that the rationality and science emphasized in the "United Truth" were the correct path.

He will not allow opportunists to incite hatred and disrupt the lives of innocent civilians by chanting slogans, and he plans to enact legislation to prohibit the expansion of populism, the production of documentaries and propaganda, and the construction of monuments. This is a sobering history; when future generations look back, they will be astonished by the madness of populism and the terrible impact of war. Besides the Pohsei war criminals, Pohmu and Pohk war criminals who committed populist crimes during the war will also be tried. Although Karadzic and others have been fortunate enough to survive to this day, they too must stand trial in court.

Aside from soldiers forced to take up arms to protect civilians, anyone who points a gun at the innocent will be forever branded with shame, and anyone who uses populist slogans to seek personal gain will face the Emperor's justice if they cannot escape the planet. This is the consensus that Regent Viktor von Dum and the Emperor have reached for the Balkans, the only path to peace and unity for the Balkans, free from NATO interference.
