The data panel in Constantine's hand detailed Jeffrey Mays' military service and religious beliefs. It was a public resume that anyone could see on the newly established S.H.I.E.L.D. website, and anyone could know that Jeffrey Mays was a devout Christian.

Constantine also has access to details unseen by the public, including the detailed contents of the "Patriot Program" led by Glenn Tutber of the Pentagon's Department of Defense. An agent known as Agent Boros carries a coded briefcase containing several doses of drugs—because Jeffrey Mays claims to be a superhuman like Daisy Jensen. However, the drugs in that briefcase are the source of his superpowers. According to the investigation, the original formula for these drugs came from Daisy Jensen's father, Calvin Zabo, also known as "Mr. Hyde," and contained gorilla testosterone and peppermint oil.

These drugs were designed to give Jeffrey Mays some "superpowers." Even though he didn't possess any superpowers himself, nor had he been injected with the Super Soldier Serum, and only had the skills of an ordinary soldier, he still had to be a "superhuman" and a "superhero." Given the increasing number of mutants in the United States, the White House timely introduced a superhuman with a military service background to align with the political view of "diversity." Looking at his resume, Jeffrey Mays came from a white ghetto, joined the military at a young age, later discovered his abilities by chance, and decided to continue serving his country. The Department of Defense recognized his talent and gave him a suitable position to utilize his abilities.

It sounds like a story that could be included in a collection of celebrity stories, just like the story of Washington chopping down the cherry tree with an axe.

Jeffrey Mays is a campaign tool prepared by the current Democratic president for the next Democratic presidential nominee.

Even so, Constantine did not look down on this person.

Intelligence obtained by the defense intelligence community indicates that Jeffrey Mays was a remarkably upright person before becoming a campaign tool and political propaganda tool. Attending church weekly was a regular occurrence, and more importantly, he possessed an extremely honest character. His few encounters with the police stemmed from his intervention in street fights. Even without body armor, he bravely fought off armed assailants and even persuaded them to lay down their weapons. The Democratic Party's propaganda about him was almost entirely true; Jeffrey Mays was arguably as upright as Steve Rogers, and any further investigation would only yield a glittering resume and a character as solid as a wall.

Ghost Rider, acting on orders, located a complete copy of the Dark Book, but instead of handing it to the Emperor, he gave it directly to Agent Coulson. The spirit possessing Robbie Reyes couldn't interfere with Reyes's actions; although Reyes had banished himself to another dimension, the spirit desperately wanted to return to the physical universe to reclaim the Dark Book, Reyes's will remained dominant, and the spirit was too weak to overshadow the body's soul. Agent Coulson trusted Jeffrey Mace because he recognized Mace's character. Anyone would trust Jeffrey Mace, but that didn't mean Constantine would allow him access to the Dark Book. Given the current situation, Agent Coulson would eventually entrust the Dark Book to Mace, believing he would fulfill Nick Fury's former duties. Phil Coulson also felt it was time to relinquish responsibility and get S.H.I.E.L.D. back on track.

According to the emperor, this matter has dragged on for more than eight years and it is time to settle it.

This team will penetrate deep into the American interior and launch an attack on Dr. Horton Radcliffe's residence.

S.H.I.E.L.D. had arranged accommodation for Dr. Horton Radcliffe a long time ago, not because he was so important, but because his research violated S.H.I.E.L.D.'s bottom line on scientific research and social ethics. However, now that Agent Coulson's team had no one else available, they had to use this mad scientist who was so audacious as to replace his own eyes with synthetic bird eyes.

This transhumanist scientist is also a recruit for the Mars Foundry.

The large-scale deployment of a team by Mars was largely driven by Dr. Horton Radcliffe's research and expertise. Constantine had no doubt that Mars would offer the right incentives to sway Dr. Radcliffe, rather than the Emperor, Agent Phil Coulson, or even his close associate Leopold Fitz, as Mars was the organization most advanced in mechanical ascension. As for the S.H.I.E.L.D. agent protection program, Life-Model Decoy, neither the Emperor nor Mars cared, as they possessed superior android technology. The only concern for the Emperor was whether Life-Model Decoy, having read the Dark Book, would exhibit any unacceptable changes or threats. Constantine's mission was to assess and evaluate the project before making a decision.

Of course, he wouldn't be responsible for just this one operation. Other tasks, such as fighting against NATO airstrikes in the Middle East, rescuing armed group officers who were about to be beheaded and arrested, and eliminating terrorist organizations that received financial aid, were all handled by the Royal Guard. Any battle that was considered to be a great loss to the conventional army and required the deployment of knights would be the responsibility of the Royal Guard.

Constantine needs to win some allies and friendships for the emperor.

The emperor had long ago told him that the world could not be saved by the Balkan Federation or by him alone.

If others are merely bystanders watching superheroes fight crime, then no matter how hard they try, they cannot save humanity from the impending catastrophe. Even if something that could be called a god exists in this world, it cannot save a race that has given up hope and relies solely on others. The Emperor utterly despises individual heroism because he believes that every human being must contribute to the cause of continuing humanity's order. No one in this world is indispensable—not even himself, who is merely setting an example and guiding humanity out of its cradle. Ordinary people, even just living normal lives, are a great help to the resistance.

If possible, also recruit Jeffrey Mays.

The Emperor believed that if Jeffrey Mays knew about Steve Rogers' work in the Balkan Federation, he might, like his childhood idol Captain America, truly understand his responsibilities: not for the US government, but for the shared destiny of humanity and the survival of humankind.
