The Lunar Wars may be the most difficult of the next three material cosmic wars, surpassing even the inherently high-intensity Asgardian Wars. Compared to Asgard, which has already amassed vast amounts of military, topographical, and hydrological data, the Attilan base is buried deep within lunar craters, its internal structure intricate and complex. Even assassins infiltrating it cannot obtain complete information; therefore, most intelligence is currently unusable for military purposes. The limited information available is a map showing the distribution and functions of urban areas. When the Lunar Wars erupt, everything on the battlefield will depend on flexible tactical command, the fearless fighting spirit of superhuman warriors, and a continuous supply of logistical support.
The Emperor will participate in this war alongside the Praetorian Guard.
Lack of information is fatal to war, and the Emperor believed it essential to personally participate to accelerate the war's progress, minimize casualties among his superhuman army, and avoid impacting the number of superhuman soldiers available for subsequent battles—provided the Martians could send their solar-powered satellites, used to bombard and heat the Martian polar ice caps to gain atmosphere, via Martian gravity wells and rocket boosters into lunar orbit, bombarding and destroying Attilan's energy shield. This would allow the Emperor's army to directly airdrop into Attilan using assault transports and landing craft, immediately begin combat, and seize control of all vital facilities within the Attilan base—more importantly, to protect Attilan's genetic research labs and extract useful experimental data. There lay the results of the Attilan Inhumans' long-standing research on human and Kree genes, and it was precisely these research findings and scientific equipment that were the Emperor's primary objective in attacking Attilan. He believed Attilan's scholars and equipment would aid him in building his superhuman army.

Attiland would be more detrimental than beneficial to Earth after the arrival of the Dark Order. The Moon, serving as a springboard for their invasion of Earth, would inevitably face attacks from the Dark Order. Under such attacks, the rulers of the Moon Inhumans would likely deploy the Terrigen Climate Missiles to Earth, thoroughly contaminating the genes of Earth's population in an attempt to revive their extinct race. This would further weaken the Emperor's already fragile conscience. He had never valued the lives of the Attiland Inhumans; after all, they were a race aligned with the Kree, despising normal humans, and stealing resources from Earth. Unless their so-called faith was completely destroyed, the Emperor would not allow these beings to continue living. This point was agreed upon in the Council of Three—the three being Regent Victor von Doom, Military Commander Constantine, and the Emperor with supreme authority—most decisions were made by Constantine and Victor von Doom, but in matters of grand strategy, they still followed the Emperor's instructions. The latter often jokingly referred to the Council of Three as merely a means to make himself appear more useful.
This universe lacks both the capacity and the conditions for harmonious coexistence among multiple interstellar races, a tragic fact confirmed by the Emperor after his interstellar travels. Threats are omnipresent; all alien races vie for vast territories, abundant resources, and advanced technology to counter them. All interstellar populations face existential threats, and war is the only path to peace.
"The genetic mutations of the Attiran Inhumans are too advanced to be classified as a human population. Regardless of their physical resemblance to humans, the Terrigen Fog-induced experiments have shown that the genetic trait can be expressed as dominant," Constantine said in a chillingly calm tone. "I recommend that all Inhumans except for the Scholar caste be exterminated, including those who have not yet undergone the Terrigen mutation."

Constantine also displayed data sent by Mars technicians on a data board.
A solar-powered satellite designed to bombard the subsurface glaciers at the Martian poles is in motion and will soon reach lunar orbit to carry out its mission. A formal letter has arrived from Wakanda, inquiring about the Emperor's intentions in sending such a terrifying weapon to Earth, but the Royal Guard has offered no reply, even though the letter bears the electronic seal of the Black Panther Throne, indicating it is a very serious and public document. "Let him live, Constantine." The Emperor brought over a glass of brandy and placed it in the hand of the Commander of the Royal Guard. His tone was remarkably gentle in the face of the Commander's objections, as if he were instructing a child not much older than Milia. He leaned casually against his desk, exuding an air of ease and leisure. "Tony Stark will stand with humanity, I firmly believe so. If my ultimate mission is accomplished, you must protect the future of humanity; it is your duty. At that time, humanity's morality, science, laws, and social systems will no longer be hampered by the bare minimum of survival; love, justice, and hope will return to this world."
"And then cultivate a bunch of idiots who think products grow out of store shelves?"

The isolated mansion is mostly automated. Aside from a portion of the maids' group led by Dinah who arrived via a portal, there is no one else inside, as most anti-aircraft missiles, helipads, and other equipment do not require human operation. Winston, who was originally at Oxfordshire Manor, returned to Surrey and began arranging renovations to the Croft family estate. Hammurabi and others remained outside the portal, continuing to oversee the various weapon systems at Oxfordshire Manor and working on constructing an escape route between Oxfordshire Manor and the isolated mansion.
Bayonetta and Joan of Arc, dressed in swimsuits, passed by Salomon, each holding a girl's hand and a cat's arm. This was a pure holiday paradise, even quieter than the Oxfordshire estates. Athena glanced at Joan of Arc and let out a soft snort of mockery.
Her attire was identical to the witches', except her mini-bikini was gold. However, the witches didn't react much to her actions; it seemed the three women had reached a certain level of reconciliation, information Salomon had overheard through the Cheshire Cat spy. "If I weren't here, they wouldn't have bothered putting on clothes," Athena said slowly, "let alone stuffing anything inside."
"I'll pretend I didn't hear that." Salomon shrugged again. "I still have a few hours to enjoy the beach, my dear witches, and I'd be happy to serve you during that time. And you, dear Athena, please stop stirring up trouble; there really is a volcano beneath this beach."
"Of course, of course." Athena suddenly blushed. "Thank you for lending me the shaving foam and your hands. You're so kind."
“Now I’m sure Freud was right,” Bayonetta said, arms crossed. “But he certainly didn’t consider another theory.”
