However, without superheroes, S.H.I.E.L.D.'s credibility among the public is significantly lower—this security area is now completely blank, and the US government cannot promptly establish a new department to replace S.H.I.E.L.D.'s former functions, nor can it delegate this work to any intelligence agency, causing an imbalance between the severely conflicting intelligence empires.
