Spring Breeze Twenty Years
Chapter 850 Director Sun
Chapter 850 Director Sun
Our country's laws do not have any provisions for visits during administrative detention. Instead, the internal regulations of each local detention center are followed, and there are no uniform standards. Regarding visits, requests for leave (those under administrative detention can request leave for legitimate reasons, and leave is not counted in the detention time), and the delivery of daily necessities, all of these require prior application. Whether or not the application is approved is entirely up to the leader.
Administrative detention, which doesn't involve working, is essentially solitary confinement, where everyone is locked up in one room. The law stipulates at least two hours of outdoor activity per day, but in reality, this isn't the case. Eating, drinking, relieving oneself, and sleeping all take place in one room. Belts and shoes are prohibited, and most of the time is spent sitting; moving around is forbidden.
There are fixed times for three meals a day. Each person gets a portion of rice, while the amount of vegetables depends on the situation, mainly how much is left over after the police finish their meal. The vegetables are then mixed together, and each person eats as much as there is left, which is then divided equally among all the detention cells. When it's time to eat, the food is brought in through a hole in the wall or door. You have to finish it quickly, as someone will come and collect the bowls immediately.
Small plastic basins and spoons are required; chopsticks and metal spoons are not allowed.
The drinking water is the cold water pipe in the indoor open bathroom.
Administrative detention generally doesn't involve assault or bullying, though verbal abuse might occur. That's normal. There's no air conditioning or fan inside, the blankets are thin and not enough when there are many people, you can't brush your teeth, there are no mirrors, and you're allowed to call home once every three days to let them know you're safe.
In short, besides losing freedom, detention is just a few days of discomfort, and it can't even be described as suffering.
……
Xiao Wei asked Xiao Hu, "The leader? Which room is he in? I couldn't find him earlier."
Xiao Hu said, "Go down the corridor, there's a staircase inside, go up to the second floor, the last room, there's a sign on the door."
Xiao Wei nodded, said thank you, and turned to go find the station chief. The male police officer sneered, about to speak, when Xiao Hu pulled him back, glaring at him: "What's wrong with you today? Why are you so angry?"
The male police officer said, "I can't stand them. They're all trash."
Xiao Hu said, "What nonsense are you talking about? Looking for a fight?"
The male police officer glanced at the gate and said, "He dares to hit me? I'll show them if I'm a policeman."
Xiao Hu said, "Why are we talking about this again? You must be a policeman."
The male police officer said, "Damn it, someone said today that we're not police officers, but fake police officers who pretend to know what they're talking about. It makes me so angry."
Xiao Hu asked, "Who is it?"
The male police officer said, "My mom arranged this relationship for me through someone. It's her mom, and I can't argue with her to her face, so I have to keep quiet. It's all because of those bastards in the judiciary; they're always pretending to be police."
There are two types of police: public security police and judicial police. Judicial police refer to the police in the three systems of procuratorate, court, prison and labor camp. The difference between judicial police and public security police is the armband. The armbands of procuratorate and court have the small characters "Procuratorate" and "Court" on them, while those of prison and labor camp have "Judicial".
The term "judicial" here refers to the fact that his superior is the judicial department, not that all members of the judicial department are police officers. Administrative personnel in the judicial department are not police officers, just as judges and prosecutors in courts and procuratorates are not police officers.
However, the administrative personnel in the judicial system often wear police uniforms, but they are actually impersonating police officers; they are wearing uniforms from the prison system.
Then some people who knew the inside story believed that all the police officers in the judicial system were fake police officers without police status, including those in the prison system.
In the eyes of ordinary people, detention centers are also part of the prison system. Actually, they are not. Detention centers and prisons are directly managed departments of the public security system.
……
Xiao Wei went up to the second floor, looked at the sign, found the director's office, and knocked on the door.
"Come in."
Xiao Wei pushed open the door and walked in. The director was fair-skinned and chubby, with a high hairline and a parted hairstyle. He looked up at Xiao Wei as he walked in.
Xiao Wei greeted him: "Hello."
The director nodded: "Hello, who is this? What can I do for you?"
Xiao Wei said, "My cousin was detained the day before yesterday, and my family insisted that I come to see him. This is my work ID." He handed over his work ID, and the director took it, flipped it open, and immediately stood up with a smile: "Oh dear, isn't this ridiculous? Director Zhang, hello, hello. If you had given me a heads-up, I could have stamped it here, and you wouldn't have needed to come." He extended his right hand to Xiao Wei.
Xiao Wei reached out and shook his hand, saying, "It's good to teach him a lesson. He's just a kid who won't listen to anything. If it were up to me, I would lock him up for fifteen days. But I can't help it; the elderly in my family are devastated."
The director returned Xiaowei's work ID and said, "I understand. The elderly don't understand what detention is, including my parents. They think my job is like prison. So, where do you want to see? Or are you trying to get someone removed?"
Xiao Wei said, "I'll just take a look. I'll go back and give my mom and aunt an explanation. Let him stay here for as long as he needs to. We don't need to take care of him. Let him do whatever he wants. To be honest, it would be best if you could scare him and teach him a lesson. The words of his family are like air to him. They have no effect on him."
The director said, "Kids are all the same. At seventeen or eighteen, they think they're adults and can do anything, but actually they know nothing and understand nothing. They jump around when you say something. Every family is the same. Especially those whose parents or brothers have some ability. I'm not talking about you, Director Zhang, haha."
Xiao Wei shook his head and said, "My younger brother used to live in the county and wasn't with me, so he doesn't know much about my situation. This year, my uncle broke his back, so I brought his whole family here. They've only been here for two days. I told him to go back and pack his things because I was going on a business trip to Harbin. When I came back, this is what happened. I specifically told him not to get involved in this. He wouldn't listen."
The director said, "You want to make money, right? Every young man who's been out in the world for a while wants to make big money, but he can't actually do anything. He just goes along with whatever someone tells him to do, without knowing what's good or bad or what's illegal. Come on, I'll go down with you to take a look."
Xiao Wei stepped aside to let the director walk ahead, saying, "Thank you, thank you for your trouble. What's your surname, Director?"
The police chief said, "My surname is Sun, Sun Qiming. If you don't mind calling me Brother Sun, please don't belittle me by calling me Chief. Compared to you guys, I'm nothing. I can't help it, I've had enough of this job. I'll never be involved in solving cases or catching thieves again. Being a policeman is so pathetic."
The two went downstairs together, and Xiaowei said, "Brother Sun, don't say that. No job is dispensable. They are all contributing to social order. If you ask me, your job here and the prison are actually more arduous. The prisoners are sentenced to fixed-term imprisonment, while you are sentenced to life imprisonment. Both are very important positions."
Detention centers and prisons are alright, but many prisons are far from the city. Working in those places is really tough. They can't go home for years and there's not much entertainment. Even prisoners can get released, but they have to work until they're old.
