In name only: The land of Handong, I shall rule its fate.

"Executive Director Lin's words are profound!"

After holding back for a long time, Lu Yangshan finally uttered a sentence, followed by a torrent of flattery.

What truly means to have the people at heart? What means to be an outstanding cadre who understands what the people like and wants to hear, and who never repeats a single word in three to five minutes?

"Alright! You guys chat, our PR department will handle the follow-up promotion, follow-up, and marketing."

Pan Lin couldn't stand it anymore, rolled her eyes, and gracefully got up and left.

"Alright, alright, Comrade Yangshan."

Lin Zhiyuan seized the opportunity to stop the other party, saying that no cadre could withstand such a test of flattery every day.

"Could you estimate how much it would cost to host this kind of event?"

Lin Zhiyuan asked.

"The province will need to spend around 4000 million yuan, and the total expenditure of each city will be about the same."

"After all, the players selected in the plan are football enthusiasts who can't even be considered amateurs. Firstly, the existing clubs need to recruit new players, and secondly, in order to improve the viewing experience of the matches, professional training must be arranged. Coaches, venues, and equipment all cost money."

Lu Yangshan predicted, "Most importantly, we may not be able to find investors for this type of competition."

"There is no problem with government funding."

Lin Zhiyuan, however, remained calm and affirmed, "Let me confirm a few key points with you again."

"First, player selection."

"Recruit players from schools and the community in the name of the provincial or municipal sports bureau. Each team should maintain a size of 30-50, including team leader, coach, team doctor, and team affairs personnel. Each team may register no more than three players, including retired players."

"Secondly, team affiliation."

"The city teams will be affiliated with the Municipal Sports Bureau. No clubs will be involved in the first season. After the first season, team ownership will be determined through an auction, with the starting bid based on the final ranking."

Third, the issue of profitability.

"The original intention of the Handong City League was to promote the spirit of sports, but it is also a project, and projects need to be profitable."

Comrade Yangshan, you can first contact enterprises in Handong Province to discuss various sponsorship matters.

If the sponsorship is not satisfactory, please let me know immediately, and I will handle the sponsorship issue.

The preliminary schedule for the Handong League is set for April to October next year. Teams and players are not allowed to contact or negotiate privately during the competition period; violators will be permanently blacklisted.

Each player is blacklisted, and each team is blacklisted, with the blacklisting occurring in the year-end performance evaluation of their respective sports bureau.

At the same time, participating players must manage their personal image effectively to develop their individual and team brand identities, engage in in-depth new media marketing, and generate profits.

Fourth, the nature of the league.

"The Handong City Football League is not a sports-related event, but rather a tourism-specific project. The Handong Provincial Party Committee and Provincial Government are the highest decision-makers and do not accept guidance from so-called higher-level units."

Lu Yangshan was startled.

The last point is clearly to prevent others from taking credit for it, but it also expresses Lin Zhiyuan's optimism about the Handong League.

Who is Lin Zhiyuan?

The nation's top economic planners have always handled provincial-level projects; a mere football league is nothing to them.

Hey!

Lu Yangshan couldn't hold back; a smile crept onto his lips. He seemed to see his own path to progress.

"What are you thinking about, Comrade Yangshan?"

"So happy."

Lin Zhiyuan asked.

"It's nothing, it's nothing. I'm just genuinely happy that the people of Handong are about to have such a brilliant game."

Lu Yangshan wiped his mouth, afraid that he would shed tears of shame.

"The ball game is one thing, but whether it can be developed into a cultural tourism brand for Handong is another."

Lin Zhiyuan offered some advice.

Yangshan is dull-witted.

"Please forgive my shortcomings, Mr. Lin, and offer your guidance."

Lu Yangshan suddenly straightened up, looking as serious as a good student in class.

coming! coming!

God have mercy!

Lin Changzhang's Midas touch finally came to Lu Yangshan.

Progress is just around the corner.

"In recent years, culture has become a fixed element of tourism, and more and more tourists are paying more and more attention to the spiritual baptism in addition to the natural scenery."

"According to the 'Opinions of the Higher Authorities on the Transformation of Local Government Functions and Institutional Reform' issued last year, local functions must adapt to the changing circumstances in the new era."

"The Handong League is an opportunity."

"The Governor of Yangshan Province may take the lead in integrating tourism and culture at the city and county level, and promote the integrated development of cultural, tourism and sports resources at the city and county level in a coordinated manner, so as to promote development from the bottom up and establish a provincial-level direction for the integrated development of culture and tourism."

"This is the top-level design under your jurisdiction in the field of sports, Comrade Yangshan. It belongs to the provincial-level system and mechanism reform, and it may well become an important achievement of yours."

Lin Zhiyuan spoke like a teacher and a confidant, explaining things in a gentle and persuasive manner.

Lu Yangshan's cheeks flushed as he listened.

His breathing became heavier.

"Director Lin, if I do these things well, will I have a chance to advance?"

Lu Yangshan asked through gritted teeth.

This kind of problem is extremely immature. If it gets out, it will definitely be labeled as unfit for any important task by the higher-ups.

But he couldn't care less about that now.

Lu Yangshan is not young; he will be 54 after the New Year. He can still work hard for a few more years.

But on the grand stage of Handong, where everyone has their own unique skills, he really couldn't compete with these stars above him.

"Comrade Yangshan, why are you becoming more and more like the former Director Qi?"

Lin Zhiyuan rebuked him.

Lu Yangshan, however, was not worried but rather pleased. He was disappointed in his own people for not living up to their potential, but who cared about the fate of outsiders?

"I admit it, I was too impulsive."

Lu Yangshan replied with a smile.

"It's a good thing that you have lofty goals and a proactive attitude."

"But you need to calm down and not act recklessly like a young man."

Lin Zhiyuan raised his hand and gestured towards the other person, "There are two directions that are more suitable for your long-term development."

two?

He was so happy about one of them that he even got a buy-one-get-one-free deal.

OK!OK!

I'll call when I get back and ask if the ancestral graves are emitting auspicious smoke.

The smoke isn't enough, let's just start it on fire!

I believe that all our ancestors for eighteen generations were willing to pay this price for this exceptional son.

"The first one is the General Administration of Sport."

"This path is relatively simple. With the two major achievements you have planned, it is easy to be transferred to the position of deputy director. Then you just need to wait two years and compete for the position of director."

Hey, the first one is at the ministerial level.

Lu Yangshan was overjoyed.

But with a slight change of heart, he shut down that approach.

Firstly, this position is too restrictive, and the internal circle is stagnant and chaotic; secondly, the Handong League is defined as a cultural tourism project, so if he wants to rise to the top, he must pay some price.

Wouldn't that put Executive Director Lin at a disadvantage?

How can this be allowed!

One last thought flashed through my mind.

Even if he really had a chance to compete for the only ministerial-level position, what feedback could he give to Executive Director Lin?

For Executive Director Lin, it's practically zero.

"Executive Director Lin, I'd like to hear about the second development plan."
