In name only: The land of Handong, I shall rule its fate.

When other departments just set off.

Han Shiwei, the deputy director of the Provincial Public Security Department, was already having tea with Wang Bo, the captain of the Traffic Police Corps, at the Diaozhou Municipal Public Security Bureau, listening to a case report:

"Director Han, the actual debtor in Liu San's murder case, Li Tingna, was originally a truck driver. He worked for the same transportation company as Liu San, often drove together, and had a very good relationship with him."

"Later, Liu San was fired from the company for violating regulations. To make matters worse, his elderly father fell ill and needed a lot of money for treatment. He had staked all his savings and borrowed money from all over the place. Liu San was also one of the creditors and, out of consideration for their long-standing relationship, acted as a guarantor."

"But after Li Ting received the money, he disappeared without a trace. He did not use the money for his father's treatment, and naturally, he did not repay the loan. Moreover, since it was an illegal usury loan, the interest kept snowballing. The microfinance company could not find the person in charge, so they came to Liu San, who had elderly parents and young children to collect the debt."

"This led to everything that followed."

Wang Ping'an, the head of the criminal investigation team of the municipal bureau, reported, "I felt that something was strange, so I have been investigating Li Ting's whereabouts, but there has been no news for a long time."

"Heaven will not fail those who persevere."

"About two weeks ago, I ran into Li Tingna on the street. I was thinking of taking him back for questioning, but he was very good at counter-surveillance and quickly got rid of me."

"Later, the traffic police said that someone had died in a car accident. It was quickly verified that it was Li Tingna himself, and the driver who caused the accident had no contact with him. But the death was too suspicious, so I immediately reported it to the director."

Feng Yang, the director of the municipal bureau, nodded in approval.

"The Municipal Traffic Police Detachment's judgment was correct. Li Ting's vehicle appeared out of nowhere, making it difficult for normally driving vehicles, especially cargo trucks, to react in time. But there's one thing..."

Wang Bo, captain of the Provincial Traffic Police Corps, analyzed the surveillance video of the accident site and said, "Li Ting's route of action seemed arrogant, but it was actually covert. He was intentionally avoiding road surveillance, as if he was trying to evade someone's pursuit."

"Like a mouse."

Wang Bo dragged and dropped the surveillance video. Li Ting would disappear from the surveillance footage from time to time as he walked, and he never showed his face when he appeared. Even when he died in the car accident, he was wearing a hat and a mask.

"Debt collectors?"

Han Shiwei frowned slightly and immediately asked, "Is that microloan company still chasing after the debt?"

No! Nothing.

Wang Ping'an immediately replied, "After the last attack, we followed the instructions of the province and cracked down on a number of illegal loan companies and debt collection gangs. The person in charge, the boss, and the gang leader are still in prison."

That's strange...

Is Li Ting hiding from the Municipal Public Security Bureau?

The debt collectors are gone, Liu San has been apprehended, and only the police are still looking for him.

But since they're evading the police...

Why linger in the city center instead of taking the opportunity to escape?

Just as Han Shiwei was about to ask something, his phone rang. It was Qi Tongwei's number. Obviously, Qi Tongwei, who had just finished his meeting, had finally seen the message he had sent him.

"Hall Qi!"

Han Shiwei walked to the side and answered the phone.

"Comrade Shiwei, have you and Comrade Wang Bo arrived in Diaozhou?"

Qi Tongwei's attitude was very tough and cold.

"Yes, Director."

Han Shiwei did not evade the question and stated frankly, "After listening to Comrade Wang Ping'an from the Municipal Bureau's investigation into the Liu San case and the car accident case, I felt there was something fishy going on, so I brought Comrade Wang Bo here to ask him about it."

"After all, it was last year."

"I led the team here to assist in the investigation of this case."

"I originally intended to give you a report, but you went to the provincial party committee, and the case couldn't wait, so I came here first."

Ah!

A cold laugh came from the other end of the phone.

"The provincial party committee does intend to reopen the two cases, but who will conduct the investigation at the provincial department level is up to Secretary Lin and me."

Qi Tongwei's tone was quite domineering, "Comrade Shiwei, I am very dissatisfied with your unauthorized actions this time. If everyone in the provincial department acted as independently as you, how could we possibly carry out normal work?"

I think there's something wrong with your thinking.

"Director!"

Han Shiwei quickly said, but his tone softened considerably, "I was the one who investigated Liu San's case. I'm one of the people who knows the case best. Please believe me, I will get to the bottom of this case and will never let the real culprit get away."

The current Qi Tongwei is no longer the same as before. Taking this into consideration, and taking advantage of the time when he attended the meeting, he acted first and informed the other party later, creating a time gap.

But the decision-making power still rests with the other party.

"Whether it was an accident or sabotage hasn't been determined yet, so how can we talk about the real culprit?"

Qi Tongwei, however, was blunt: "You must have lost your mind! You're prejudiced and have lost all objectivity regarding the case; it's all subjective bias."

Last time, Jiang Dong was one thing, at least he followed orders and stabilized the municipal bureau, but what does this mean now? They're completely bypassing him, the provincial department head, as if they think he's someone easy to bully.

"Director..."

Han Shiwei's tone was full of pleading. He had to be present at the descent from the prefecture. "I was also trained by you. Please trust me one more time. I won't let you down."

The director.

Qi Tongwei remained silent for a long time on the other end of the phone.

Han Shiwei didn't say anything more. He knew he had lost Qi Tongwei's trust, and Secretary Lin wouldn't believe him either. He could only gamble on their past relationship.

"I will send Comrade Fang Qi down. He will be in charge of this operation. You and Comrade Wang Bo can stay there, but you must follow orders."

Qi Tongwei ultimately backed down, but he firmly held onto the initiative and did not relinquish it.

"Thank you, Director."

Han Shiwei breathed a sigh of relief; in just a minute or two, his back was completely soaked with cold sweat.

"Now turn on speakerphone mode. Comrade Fang Qi and I want to listen in on the case discussion."

Qi Tongwei gave instructions.

"OK."

Han Shiwei agreed, turned on the speakerphone, and returned to his seat.

"Comrade Ping An, I have a few questions for you. Comrade Feng Yang, please provide supplementary information."

Qi Tongwei's voice was clear and cold, loud enough for everyone present to hear clearly.

"Yes, Director Qi."

Just one sentence.

Wang Ping'an immediately felt his mouth and tongue dry.

"First, has Li Tingna remained hidden in the city the entire time and never left? Why has the city police been unable to locate him for so long?"

"Secondly, where is the 100,000 yuan loaned out?"

"Third, Li Ting was wearing a hat and a mask at the scene of the death, including when he was moving around the city. How did you confirm his identity?"

"Fourth, why have you continued to investigate Liu San's murder case after it was closed last year? What is your basis for this investigation?"

"Four questions, please give a report now."

These four questions, like a thunderclap from a clear sky, exploded in everyone's hearts, especially the third question.

Don't think that wearing a hat and a mask is useless.

In reality, this is the most effective method. Once you put on a mask, nobody cares about anyone else. Except for those who are very familiar with you or professionals, no one can recognize who is five meters away.

All eyes immediately focused on them.

Bet on one person.
