The atmosphere inside the Metropolitan Police Department's main conference room was as heavy as a pot of water that hadn't boiled.

Toshiro Odagiri sat at the head of the long table, holding a latest bomb report in his hand, his forehead wrinkles deeper than ever before.

He placed the documents on the table and glanced at each of the detectives present: "Everyone has seen the situation."

"The destructive power of the debris at the scene has exceeded that of ordinary explosives. Now, I need you to propose feasible solutions."

The meeting room was quiet for a while.

No one spoke.

People were either looking down at documents, staring blankly at their desks, or pretending to look at their phones.

Everyone knows that this case is huge.

If you offer an idea and it works well, that's what you should do.

But if something goes wrong and a wealthy businessman is killed in the explosion, the blame will fall on their own shoulders.

Everyone is shrewd, and no one wants to be the one to stick their neck out.

Besides, didn't the criminal himself say that the targets were all wealthy people with monthly incomes of over ten million?

Those people have nothing to do with the general public.

Anyway, it won't affect ordinary people, so why the rush?

Odagiri Toshiro looked at the silent room and frowned even more deeply.

He called out directly: "Inspector Matsumoto, what do you say?"

Matsumoto Kiyonaga cursed inwardly, but his face remained impassive.

He cleared his throat and delivered his prepared statement: "Inspector, we have begun contacting the wealthy individuals who may have been attacked, advising them to gather in a safe location for unified police protection."

"However..." he paused, "these people themselves disagreed; they said they didn't trust the police's capabilities. So there's nothing we can do."

That's a perfectly watertight statement. I've already proposed a solution; if they don't cooperate, don't blame me if something goes wrong.

Odagiri Toshiro did not offer any comment, but instead named several other inspectors.

The answers received were largely the same.

Some suggested sending people to monitor the residences of the wealthy, others suggested increasing patrols in key areas, and still others suggested sending bomb disposal experts to investigate high-risk areas.

But frankly, they were all just superficial solutions. Odagiri Toshiro knew that he wouldn't get any more interesting information from them if he kept asking.

He could only nod: "Okay, let's proceed with this plan for now."

"At the same time, we released the police's response measures to the public and emphasized that we had proactively offered centralized protection, but the target group itself refused to cooperate."

His meaning was quite clear.

If we make this public first, and something really happens, the Metropolitan Police Department won't be held responsible.

The meeting lasted for more than forty minutes when several more explosions were heard.

Someone muttered quietly, "Another one exploded."

Odagiri Toshiro's face darkened: "The criminals aren't strictly adhering to the half-hour detonation schedule. We must speed things up."

After the meeting adjourned, everyone returned to their respective places, but the atmosphere remained heavy.

As Sato Miwako walked out of the meeting room, she couldn't help but mutter to Inspector Megure, "Inspector, was this meeting really necessary?"

"From beginning to end, there wasn't a single useful suggestion."

Megure glanced around and said in a low voice, "You're still too young. This meeting certainly isn't about catching criminals."

Sato Miwako was taken aback: "Then what's the point of this meeting?"

Inspector Megure stroked his chin: "To put it bluntly, it's about shifting the blame."

"Let's gather everyone together first and let everyone know that no one has come up with any good ideas."

"If something goes wrong, it won't be one person's responsibility, it will be the responsibility of the whole group. Do you understand?"

Miwako Sato opened her mouth, but couldn't say anything for a moment.

She then asked, "So...what about the arrest plan?"

Inspector Megure shook his head with a wry smile: "Which of those words do you think could be used to arrest someone?"

Sato Miwako fell silent, unsure of what to say for a moment.

Subsequently, she and Wataru Takagi were assigned to investigate a luxury apartment building.

She and Takagi Wataru had just reached the entrance of the Metropolitan Police Department when they saw Conan running towards them, panting heavily.

He was bent over, hands on his knees, catching his breath before straightening up: "Officer Sato! I have an important lead!"

Sato Miwako paused for a moment, then asked, "What clue?"

Conan stood up straight, his expression serious: "I witnessed an explosion on the street today."

"A wealthy man was driving with his wife when she got out of the car and detonated a bomb in the car with her cell phone."

Sato Miwako's pupils contracted: "What?"

Conan nodded: "Those bombs weren't in the hands of the criminals at all. They were in the hands of the wives of those rich men."

Upon hearing this, Takagi Wataru was completely stunned: "Really?"

Conan said, "Absolutely true."

He paused, then added, "President Lin told me this news."

When Sato Miwako heard that it was Lin Shen who said it, she immediately believed most of it.

Without hesitation, she said, "Let's go check out an apartment building."

As they walked, Takagi asked, "Should we report this to Inspector Megure first?"

Miwako Sato shook her head: "It's just speculation right now, there's no concrete evidence. We can report back after we've stopped an explosion."

Takagi Wataru thought for a moment and nodded: "That's true, no one will believe you just by talking."

The three drove to the foot of a luxury apartment building.

Two security guards stood at the entrance, and the glass door looked very sturdy.

Miwako Sato pulled out her police ID and handed it over: "Metropolitan Police Department. We need to go in and search; we suspect there are explosives inside."

The security guard glanced at the identification and nodded politely: "Officers, please wait a moment while I contact the property manager."

Soon, a middle-aged man in a dark suit came out, looked around at the group, and said in a polite but firm tone, "Officers, I'm sorry."

"According to company regulations, we cannot let you in without a search warrant."

Sato Miwako panicked: "This is an emergency! There might be a bomb inside!"

The property manager looked troubled: "I understand, but without an investigation warrant, I really can't release them."

"This is a strict rule of the property management company. Protecting the privacy and safety of homeowners is our primary responsibility."

"If you can contact the owner and get their consent, I can let you in."

Sato Miwako was getting impatient: "What time is it! Do you still need these procedures? What's the point of letting us in after the bomb goes off?"

The property manager didn't back down, but maintained a polite tone: "I'm sorry, there's really nothing I can do. If I let them through without permission, I'll lose my job. Unless…"

He paused for a moment, then said, "Unless there's actually an explosion here, I have nothing to say."

No sooner had he spoken than an explosion was heard in the distance.

Boom—!

The vibrations made the glass door vibrate.

Everyone turned to look.

A few hundred meters ahead, a fireball erupted from the middle floor of an apartment building, billowing thick smoke and shattered glass falling down with a crash.

Conan then immediately pointed in that direction and said, "See that? The next one might be your building!"

The property manager's face turned pale, his lips trembled, but he still gritted his teeth and said, "Then...then you can't make an exception for me."

"If something goes wrong, I'll lose my job..."

Sato Miwako was so angry that her voice rose: "You—!"

She took a deep breath, then swallowed it back.

She knew she couldn't reason with him.

She glanced at the direction from which smoke was rising, then at the tightly closed glass door, and suddenly realized that this case was more difficult to handle than she had imagined.

Takagi Wataru was also anxiously standing by, wringing his hands, completely at a loss for words.

Conan stood on the steps, his fists clenched tightly.
