Fang Hai didn't leave the accounting office all morning.

Cui Ying poured him a glass of water, which he took, drank a sip, put on the table, and never touched again.

Around midnight, he finally finished reviewing the accounts for the past three months.

He closed the last ledger, took off his glasses to wipe them, put them back on, and looked at Cui Ying.

"Accountant Cui, the accounts are well done, very clear," Fang Hai said.

Cui Ying was taken aback. She thought Fang Hai would find fault, nitpick, and say that this was wrong or that was wrong.

Unexpectedly, the first thing he said was to praise her.

"However," Fang Hai spoke again, "the funds haven't been used yet, so I can't say anything. Once they're used, every single transaction will have to be reviewed by me."

Cui Ying nodded without saying anything.

Fang Hai stood up, picked up his briefcase, and walked out of the accounting office.

The sun was shining brightly in the courtyard, and several patients sat on benches waiting. Wang Tao called out numbers at the door, everything was as usual.

Fang Hai stood in the courtyard for a while, then turned around and walked towards Zhao Guosheng's office.

"Dean Zhao, has my dormitory been arranged?" Fang Hai asked.

"It's all arranged, it's all arranged."

Zhao Guosheng quickly stood up. "There's an empty dormitory room in the backyard. It's been cleaned up, and the sheets and blankets are all new. Section Chief Fang, what do you think, is it suitable?"

"No need to look around, as long as there's a place to stay, that's fine." Fang Hai paused for a moment, then asked, "Where are we having lunch?"

"I had Li Fang book a table with Lao Zhou. What do you think, Section Chief Fang...?"

"No need to order anything special," Fang Hai interrupted him. "I'll just eat whatever the cafeteria has. I'll eat the same as everyone else."

Zhao Guosheng opened his mouth as if to say something, but then swallowed it back.

He nodded: "Okay, Section Chief Fang, you can go back to your dormitory and rest for a while. Dinner will be served at 12 o'clock. I'll have someone call you."

Fang Hai nodded, picked up his briefcase, and walked towards the backyard.

As he passed Chen Ping's clinic, he slowed down and peeked inside.

Chen Ping was taking an old woman's pulse without looking up.

Fang Hai stood there for two seconds, then left.

The backyard was quiet, with the poplar leaves rustling in the wind.

Fang Hai pushed open the dormitory door, put his briefcase on the table, and sat down on the bed.

He took out his phone and sent Xu Wenshan a text message: Arrived, everything went smoothly.

After sending the message, he put his phone on the table, leaned back on the bed, and closed his eyes.

Sunlight streamed in through the window, illuminating his face. His silver-rimmed glasses flashed briefly in the sunlight before dimming again.

In the front yard, in Chen Ping's consultation room.

After the old lady left, Wang Tao leaned over and whispered, "Dr. Chen, that Section Chief Fang doesn't seem easy to deal with."

Chen Ping glanced at him: "What do you mean?"

"The way he looks at you, like he's calculating an account, it gives you the creeps." Wang Tao shrank back. "Do you think he might cause us trouble?"

Chen Ping didn't reply. He picked up the medical record book on the table, flipped through a couple of pages, and then put it down.

He stood up, walked to the door, and looked towards the backyard.

The door to the accounting office was closed, and Cui Ying did not come out.

The backyard was quiet, with only the sound of the wind rustling through the leaves.

"Who cares?" Chen Ping said. "Let's just do what we're supposed to do."

Wang Tao nodded, but his expression still showed some unease.

"Dean, how long has it been since we opened the cafeteria? Why don't you just say so?" Li Fang said to Zhao Guosheng, frowning.

"What do you mean? A health center doesn't even have a canteen, and you expect the staff to eat out? How are they going to distribute the money then?"

"Starting today, we won't need to eat out anymore. The health center's canteen is reopening, so you can save money on lunch."

Zhao Guosheng said.

"But who will cook?" Li Fang asked.

"I'm sorry to trouble you to cook for me today. I'll have Xiao Cui help you, and we'll find an auntie to cook for you tomorrow," Zhao Guosheng said.

Upon hearing this, Li Fang didn't know what to say, since opening the cafeteria would benefit all of them.

At twelve o'clock, Li Fang came to call Fang Hai for dinner.

The canteen is in a small room in the backyard, which is not usually used, but it was cleaned up today.

A small round table, a few chairs, and four dishes on the table: stir-fried cabbage, stir-fried green beans, scrambled eggs with tomatoes, and a bowl of seaweed and egg drop soup.

The rice was steamed in a large pot; it was a bit hard, but still hot.

Fang Hai sat down, picked up his bowl, took a bite of cabbage, chewed it twice, and nodded: "Not bad."

Zhao Guosheng sat opposite him, smiling ingratiatingly: "Section Chief Fang, the conditions are simple, please bear with us."

"I told you, I'm not here as a guest."

Fang Hai put down his chopsticks and looked at Zhao Guosheng. "Dean Zhao, this afternoon, bring out the renovation plan for the health center. I'd like to take a look."

"Okay, okay." Zhao Guosheng nodded quickly.

Fang Hai picked up another chopstick of green beans and chewed it slowly, as if he were savoring the taste.

After finishing his meal, he picked up his soup bowl, took a sip, put it down, and looked at everyone present.

"I came to Siping Township not to cause trouble. The money from above was allocated to you to improve the health center, not to fill the gaps in the budget. As long as every penny is used properly, I won't have any complaints."

After he finished speaking, he lowered his head and continued eating.

No one spoke at the table; the only sound was the chopsticks tapping against the bowls.

Chen Ping sat in the corner, holding a bowl, looking at Fang Hai, thinking to himself: This person is more difficult to deal with than I imagined.

Not the kind of aggressive, manipulative type, but the kind of quiet, bureaucratic tone that leaves you with no room for criticism.

This kind of person looks like they've been in officialdom for many years; they're as slippery as an eel!

After lunch, Fang Hai returned to his dormitory.

Zhao Guosheng stood in the courtyard, watching his figure disappear around the corner. He sighed, turned around, and was about to go back to his office when Liu Wei suddenly appeared out of nowhere and blocked his way.

"Dean Zhao."

Liu Wei rubbed his hands together, his expression a mixture of anxiety and embarrassment. "About the salary, could you... talk to Section Chief Fang about it? If it's paid this afternoon, I'll go pick up my child tonight."

Zhao Guosheng glanced at his watch, then looked towards the backyard, his brows furrowing into a knot.

He rubbed his face, as if trying to wash away some worries, and said in a low voice, "Why are you in such a hurry? They just arrived, they haven't even had a chance to sit down yet, and I'm already bringing up payday. That's not appropriate."

"Dean Zhao, I'm not rushing you."

Liu Wei's voice was low, but every word carried weight. "But the child's maternal grandmother just called again, saying the child cries every day and wants to come home. My wife isn't answering my calls either. If this drags on any longer, I'm afraid..."

He didn't finish speaking, but Zhao Guosheng understood.

He was silent for a moment, then downed the cold tea in the cup in one gulp, wiped his mouth, and said, "Okay, I'll give it a try. I can't say whether it will work or not."

Liu Wei's eyes immediately reddened, his lips trembled twice, and he said, "Thank you, Dean Zhao," before turning and walking away quickly.

Zhao Guosheng watched his retreating figure, shook his head, and steeled himself as he walked towards the backyard.
