Ouyang Qian turned to the next page of the record. "The second problem is the procurement process." She picked up another form. "Currently, procurement approvals are submitted by each department independently, without a unified budget control mechanism. The engineering department submits one batch, the health management company submits another, and each goes to the finance department for approval. The finance department doesn't have the authority to review budgets upfront; it can only check afterward whether the standards are met. This leads to multiple departments repeatedly purchasing the same type of equipment or consumables within the same quarter, resulting in insufficient cost control."
She looked up and said, "I suggest moving the procurement process forward to the operations department. Each quarter's procurement needs should first go through the operations department's budget review to confirm their necessity before proceeding to the financial approval stage. This can avoid duplicate procurements and also allow procurement costs to be included in the overall budget before the project starts."
Finance Department Director Li adjusted his glasses. "I support this. In the past, whenever we received purchase orders from different departments, we couldn't determine whether they actually needed the goods or services, so we could only go through the approval process. If the operations department can act as a checkpoint first, the workload on the finance side can be significantly reduced."
Lin Feng nodded. "You come up with the procurement process plan, and the relevant departments will coordinate its execution. Anything else?"
Ouyang Qian turned to the next page. "The third one, departmental collaboration."
She pushed her notebook forward. "I've noticed a characteristic in Shuke's current organizational structure: each department is very capable, but when it comes to actually doing the work, everyone does their own thing. The engineering department only manages the projects, the sales department only manages signing contracts, and the health management company only manages the products. From signing a contract to delivery to post-construction maintenance, there's no fixed collaboration mechanism between departments; it relies on personal relationships and ad-hoc communication. With so many projects, problems are bound to arise."
"How do we solve this?" Lin Feng asked.
"We'll establish project-based collaboration teams," Ouyang Qian said. "When each project starts, a project leader will be designated, and this person will bring together people from the business department, engineering department, and finance department to form a temporary team. This team only exists during the project period and will naturally disband after the project ends. The advantage is that each project has a clear leader, and there won't be any situations where departments pass the buck to each other. Moreover, this person in charge must be from the operations department."
She paused, then added, "All rules must be controlled by departments that are not directly involved in business allocation in order to ensure fairness."
There was a moment of silence in the conference room.
Lin Feng's gaze swept across the faces of the department heads. No one raised any objections, but neither did they offer enthusiastic support; they were mostly digesting the new rules proposed by the new director.
"Let's do as Director Ouyang says." Lin Feng stood up. "All issues should be resolved within a week. Contact her for coordination, and come to me for anything that can't be resolved. From now on, Director Ouyang will be in charge of daily operations when I'm not at the company. Don't report to me about minor matters."
He said it very casually, without any unnecessary emphasis.
But the people in the meeting room could tell the weight of the message: the responsibilities and authority of the operations director had been clearly defined, making him practically the second-in-command.
Meeting adjourned.
The heads of each department stood up and walked out one after another.
Ouyang Qian stayed in the conference room to tidy up the documents on the table, folding the notebooks and forms page by page and putting them back into the folder.
As Lin Feng reached the door, she looked up, stood up with the folder in her hand, walked up to him, and extended her hand.
"Mr. Lin, thank you for your trust."
Lin Feng took her hand.
Her palms were warm and dry, and her grip was just right—neither perfunctory nor deliberately forceful. I glanced down at her; her collar was fastened to the second button, but the fabric at her chest still stretched into an alluring curve, making the gap between the buttons slightly open.
Every time he saw it, he was shocked. If the other person hadn't said it, he would have really thought that he had undergone surgery on his chest.
"I'll have to trouble you from now on." He let go of my hand. "I'm used to being a hands-off manager."
Ouyang Qian's lips curved slightly. "Well, you're quite the one who's just washing your hands of the business."
After saying that, she didn't linger any longer, picked up her folder, and walked out of the meeting room, the sound of her high heels echoing down the corridor toward her office.
After getting off work, Lin Feng didn't go back to his place; instead, he drove directly to Wang Yue's place.
When I arrived, Wang Yue was chopping vegetables in the kitchen, wearing a loose white short-sleeved shirt and cotton shorts, her hair casually tied in a bun. On the coffee table in the living room was an electric hot pot, the bottom of which was already boiling, with red oil bubbling and rolling, and several plates of sliced meat and vegetables were arranged next to it.
Ma Qingqing was also there, squatting next to the coffee table opening a bag of shrimp paste. She wasn't wearing her work clothes today, but a light yellow tank top and denim shorts, her long legs exposed, her bare feet on the carpet.
"Brother Lin is here, just in time, the pot has just boiled." Ma Qingqing looked up and smiled at him.
The three of them sat down around the coffee table, the steam from the hot pot perfectly balancing the cool air from the air conditioner. Wang Yue put a few slices of fatty beef into the pot, stirred them a couple of times with her chopsticks, and then scooped them out and divided them into two bowls.
"The equipment debugging in Ning County went smoothly, and the first batch of products has been sent for testing. The quality is better than expected," Wang Yue said while cooking vegetables. "If the subsequent production is stable, I think we can set up another site in Yunnan, Guizhou and Sichuan. I have visited the production areas of angelica and gastrodia elata there twice, and the quality is good."
"Okay, let's get things settled in Ning County first." Lin Feng picked up a piece of tripe and swished it in the pot a few times. "Ouyang Qian raised a few questions today. The collaboration mechanism between the engineering department and the business department needs to be streamlined, as well as the procurement process and project responsibility system. We need to come up with a solution within a week, and she will take the lead."
Wang Yue nodded. "She is indeed capable. When we met this afternoon, the questions she asked were all on point."
Ma Qingqing scooped a shrimp paste from the pot and put it in her mouth. She gasped because it was hot and mumbled, "So, will all the company's processes have to be changed from now on? Halfway through their hot pot meal, Wang Yue pulled out a deck of cards from under the coffee table. "Just eating isn't fun, let's play a game. Let's play Dou Dizhu (a card game), and the loser takes off their clothes."
Ma Qingqing paused, her hand still holding the food in her hand. "Playing this high?"
"What's there to be afraid of? It's not cold with the air conditioning on anyway." Wang Yue had already spread out the cards. "The loser has to accept the bet; no cheating. Mr. Lin, are you going to play?"
Lin Feng leaned back on the sofa, watching the two of them. "Playing is fine, but I'm afraid you'll lose everything and have nothing to wear."
"Stubborn to the end." Wang Yue shuffled the cards and spread them on the table. "Let's see who goes broke first."
In the first round, Ma Qingqing was the landlord, and Wang Yue and Lin Feng played together. After a few rounds, Ma Qingqing's hand was completely broken up. She stared at the last few cards in her hand, and with a bitter face, took off her slippers and threw them aside.
Wang Yue lost the second round. She raised her hand and unbuttoned the top two buttons of her shirt, revealing a small patch of skin below her collarbone.
Ma Qingqing lost the third round again. This time, she bit her lip, unzipped her denim shorts, turned to the side and pulled them down to her knees. She sat cross-legged on the carpet with her bare thighs exposed and tugged at the hem of her tank top to try and cover herself.
In the fourth round, Wang Yue lost. She decisively took off her shirt, leaving only a black tank top with a low neckline and her chest area stretched taut.
Ma Qingqing's heart raced as she watched, and she could barely hold onto her cards.
She lost the fifth game as expected.
She looked down at the only clothes she was wearing, a camisole and a bra, then at Lin Feng. After hesitating for several seconds, she turned her back and untied the sash.
As the fabric slipped off her shoulders, she instinctively covered her chest with her arms, her ears turning bright red.
Wang Yue laughed out loud, "Qingqing, it's such a waste to hide your figure."
Before the laughter had even subsided, a hand was already outstretched.
He gently pulled away Ma Qingqing's arms that were protecting her chest, glanced down at her, and then looked up into her eyes.
"Your skin is so white."
Ma Qingqing's face flushed even more, but she didn't flinch. Wang Yue's fingertips lightly brushed past her collarbone, the movement very gentle, as if afraid of startling her. Ma Qingqing's breath hitched, and her fingers gripped the edge of the sofa cushion tightly.
Lin Feng sat beside them, watching the scene unfold. He reached for a beer on the table, took a sip, and didn't interrupt them.
Wang Yue turned her head and glanced at him. "President Lin, have you looked enough?"
"Not yet." Lin Feng put down the bottle. "You guys continue."
Wang Yue chuckled and turned back to face Ma Qingqing.
His fingers slid down Ma Qingqing's collarbone and stopped at her chest. Ma Qingqing let out a very soft sound.
"What's there to be nervous about?" Wang Yue's voice was very low. "It's not the first time."
Ma Qingqing bit her lower lip and didn't reply. She could feel the warmth of Wang Yue's palm and the gaze from Lin Feng beside her. In the end, she couldn't resist her shyness and fled to the bathroom.
