Me! A high-ranking official!

He relayed the old leader's request from Guo Nanguo in one breath: "...The requirement is to formulate a truly implementable plan that must consider all aspects, including transportation, environmental protection, science popularization, and culture. Moreover, this will inevitably involve the entire county's tourism industry. However, our county's tourism foundation is already very weak. I have been thinking about how to solve this problem. Time is tight and the task is heavy. I have been racking my brains but I still don't have a clear idea. After thinking it over, I'm afraid that only you in the entire Linshui County can guide me on such a high-level issue."

Zhou Qingyan on the other end of the phone was silent for a moment, not accepting his flattery, but instead asking calmly, "What are your own thoughts?"

He gave a wry smile: "Secretary Zhou, I only have the perspective of a junior staff member. My position is too low. As for how to combine the project with our weak foundation, I don't really have a good starting point yet."

Zhou Qingyan's voice grew heavier as he slowly said, "What do you think the old leaders in the city really mean? They've been working their way up in our county for so many years, don't they know how weak our county's cultural and tourism foundation is?"

His heart skipped a beat, and he vaguely grasped something, but he couldn't quite put his finger on it. He could only hold his breath and remain silent.

Zhou Qingyan continued in a lecturing tone, "You'll understand once you take a look at the city's map. The other counties in this city basically have their own tourism attractions. The counties in the southwest are backed by mountains and rivers and have a landscape culture. The other counties also have ancient cities with thousands of years of history."

"Why does our Linshui County have no historical heritage? It's because our county's administrative divisions were pieced together from pieces of land carved out from several surrounding counties! It was originally a new area without any foundation, so there's no systematic accumulation of history and culture. The old leaders who participated in the establishment of the county know this better than anyone else!"

Zhou Qingyan paused, his tone becoming sharp: "The cultural and tourism sectors in all the counties of the city are thriving, but here, this area remains a weak and underdeveloped region. Considering this broader context, think about it now: when the old leader specifically asked you to improve the plan, what did he really want to see?"

It was like a sudden awakening!

After Zhou Qingyan's explanation, Zhao Jianguo felt as if the clouds had cleared from his mind, and excitedly blurted out, "I understand! The old leader wants to address his shortcomings!"

"Since our county's cultural and tourism foundation is weak, let's skip the unnecessary historical embellishments in our plan and just lay it all out in the open! We'll not only talk about our weak cultural and tourism foundation, but also emphasize our weak county economy!"

His thoughts flowed instantly: "We are a typical large agricultural county with a single economic structure. Now is a critical period when we urgently need multi-directional and leapfrog development! If other counties get this 'Classic of Mountains and Seas Zoo' designation, it's just icing on the cake for them. But if it's located in our Linshui County, it's like sending charcoal in snowy weather. It can become the core engine to promote the multi-faceted development of the county's economy!"

"We can take this opportunity to link the zoo, which focuses on science education and stunning ecology, with the only immersive ancient-style experience street under construction in the county, creating a comprehensive cultural tourism infrastructure for the entire county from scratch! We won't talk about empty cultural rhetoric; we'll simply demonstrate the life-or-death impact this project will have on Linshui County, helping it break through agricultural limitations and achieve a comprehensive economic transformation!"

On the other end of the phone, Zhou Qingyan's previously even breathing paused for a moment, and even through the screen, one could hear the undisguised surprise in her tone.

"...Good that you understand." She gave a soft compliment, clearly not expecting Zhao Jianguo to be able to apply what he learned to other situations in such a short time, and even elevate the entire solution to the strategic level of the county's economic transformation.

"Thank you, Secretary Zhou!" Zhao Jianguo was in high spirits and smiled sincerely. "Otherwise, I'm afraid I, with my pig brain, would never have been able to figure out this crucial point. If I had really delayed this major project for the city, I would have been a sinner!"

Zhou Qingyan simply gave a faint "hmm," without even offering a polite "goodnight," and with a soft "beep," the other party swiftly hung up the phone.

Looking at the phone screen that suddenly returned to the home screen, he couldn't help but chuckle.

"This week's Party Secretary is as aloof and difficult to deal with as ever."

However, he truly admired her from the bottom of his heart. This woman was incredibly knowledgeable about the political situation and macroeconomics. She was insightful and to the point. With just two sentences, she accurately pinpointed the most crucial points, which enlightened him.

With this clear and grand direction in mind, his thinking was completely opened. He took a big gulp of strong tea and his fingers flew across the keyboard. This time, he was no longer limited to designing a dry tourist attraction, but rather, from the strategic height of breaking through the county's cultural tourism bottleneck and achieving economic breakthroughs in the agricultural county, he began to comprehensively reconstruct this highly aggressive and forward-looking report.

That night, the light in Zhao Jianguo's room remained on all night.

To avoid delaying the subsequent work in the village, he immersed himself in the plan, enduring the throbbing pain in his temples, and persevered to produce the initial draft of the "Classic of Mountains and Seas Zoo." The plan was no longer just a simple introduction to the scenic spot, but rather transformed the "poverty" and "weakness" of Linshui County's cultural tourism into the sharpest breakthrough point, elevating this project to the level of county economic transformation.

When he typed the last character and saved the document, it was already dawn outside the window. His mind was a jumbled mess, completely confused. He didn't even have time to check the document again. He pushed the computer aside and fell into a deep sleep.

He slept soundly until the sun was high in the sky, when he was awakened by the noisy voices outside the window.

He sat up, rubbing his aching forehead, and pushed open the door. He saw that seven or eight villagers who had just redeemed their environmental protection bank points were gathered together chatting noisily in front of the village committee.

Liu Zhijun sat behind the table, holding a registration book in his hand. He looked much more energetic than a few days ago. With something to do and more contact with the villagers, his timidity had dissipated considerably.

"Secretary, you're finally awake!" Liu Zhijun looked up and saw Zhao Jianguo, grinning as he said, "I saw your light was on all night, so I knew you'd been up all night. I didn't dare call you for dinner, but I've kept some fried dough sticks and soy milk warm in the pot for you. I'll bring it to you right now."

Zhao Jianguo yawned, smiled and nodded: "Thanks, Lao Liu, I really pulled an all-nighter writing that proposal last night."
