Chapter 290 The Secondary Market for Healthcare Debt
Debt is actually a type of asset.
In 2013, the average Chinese citizen was not very aware of this issue, but more than a decade later, the rise of various online lending platforms brought the multi-layered subcontracting debt market to the forefront.
In the United States, debt has always been a large market because Americans like to overspend, don't save money, and are prone to decadence.
American consumer debt is still relatively strong. Generally, debt with a maturity of less than 3 years can be bought for 8 cents on the market for $1. Of course, debt with a maturity of more than 3 years will plummet to 3 cents, and debt with a maturity of more than 6 years will only be worth 2 cents.
Then there's a type of debt that has a much steeper discount in the US market than regular consumer debt: healthcare debt.
Because patients with medical debts typically have very low repayment capacity, collection is more difficult, and there are more legal restrictions, hospitals often offer extremely low discounts in order to clean up their balance sheets.
The face value of fresh bad debts within one year is only about 15%, the value of standard medical bad debt packages is only 1%-5%, and the value of old debts that have been resold multiple times is even lower.
Chen Yiran also deeply understands this. When he was in college before his rebirth, a friend of his suddenly suffered a stomach perforation because he drank too much.
I hurriedly called an ambulance and went to the hospital, where I stayed for half a month.
In the United States, healthcare is based on the principle of "see a doctor first, pay later." When the bill arrives after discharge, the patient is often left bewildered.
The University of Delaware requires students to provide proof of health insurance; otherwise, they will be automatically covered by the university's insurance plan and charged accordingly. The university's recommended "Good Plan" health insurance package costs nearly $3000 per year.
It's expensive, but the results are good. This type of insurance typically has a maximum coverage of one million US dollars per disease per year, so you can basically afford to have worry-free medical care.
However, many students feel that the plan is too expensive and choose to buy cheaper insurance on their own.
Even a lower-tier insurance plan than the one recommended by the school costs over a thousand dollars a year. Besides the annual deductible of $7500, the maximum payout for each illness is only $100,000.
Chen Yiran's friend bought this particular insurance policy, and after the insurance payout, he still needed to pay $57,000 out of pocket. However, here's where the flexibility of the US healthcare system comes in: Chen Yiran's friend started pleading poverty with the hospital, saying he was a poor student.
A person travels thousands of miles to America in pursuit of the American Dream, but has no money. It is hoped that the hospital, out of consideration for the American spirit, will grant a reduction or exemption.
After six years of struggling, and five years after graduation, the medical bill of over $50,000 was finally settled for $500.
This is an invisible advantage that high-status foreigners have in the United States. Debt collection agencies can't do anything about it. It's impossible to get an injunction for these kinds of bills. If they're pushed too far, they'll just run away, and then you won't get a single penny.
In places with large Chinese populations, such as Los Angeles and San Francisco, hospitals sometimes face significant challenges dealing with foreign patients.
There have been many instances where Chinese immigrants have brought their elderly relatives from China to the hospital for medical treatment. After being admitted to the emergency room, they don't pay a single penny. The doctors don't care whether you have money or not and just perform the surgery quickly and efficiently.
Finally, the hospital administration was left bewildered. Before the patient was discharged, they tried to reason with them and offered substantial discounts. In the end, the patient left an address and left without a word.
You say it will affect my credit record? I don't even have an SSN, do you think I care? If you're so capable, come to China and come find me to collect your debts.
However, locals don't have this advantage. Of the 3.1 million people in the United States, more than 4 million have overdue medical debt, averaging $600 per person.
The total healthcare debt in the United States has reached $750 billion.
After its rapid establishment, the Medical Bills Amortization Fund began to expand rapidly, aggressively acquiring bad medical debts at rock-bottom prices in hospitals and debt markets across six states.
They also announced that they would buy up all the bad debts in the six states and wipe them out completely.
The whole of America has gone crazy. Healthcare has always been a major issue in American society and one of the most painful aspects for many people.
In mid-April, sporadic small-scale marches and celebrations even occurred in six states, with participants holding up images of Chen Yiran and Chen Ping'an, resembling a cult.
Other companies have also started to make their presence felt. Samsung hasn't finalized its share swap with Aurora Group yet, so it didn't include them in this birthday promotion.
Samsung was quite alarmed and rushed to congratulate Chen Yiran on the birth of her son on its official website, and announced that all Samsung products would be discounted in all markets worldwide for the next month.
Many other companies, even those unrelated to Chen Yiran, have been dragged into offering discounts and promotions. Some have even said online that since April Fool's Day is Chen Ping'an's birthday, it would be reasonable to hold promotional activities every year.
Under these circumstances, no one dares to say anything bad about Chen Yiran or Apple in the media anymore.
On April 19, the U.S. Federal Trade Commission officially announced that Apple's acquisition of Disney was without violation of regulations and the transaction was effective.
On the same day, China also announced its recognition of the acquisition, and Apple finally officially took control of Disney.
On the same day, Chen Yiran announced on Twitter: A large number of chips are on their way, get ready for a technological explosion.
