Chapter 375 The Bizarre Political Scene in South Korea
Samsung's Future Strategy Office was originally a small secretariat established by Lee Byung-chul at Samsung C&T in 1959. It was renamed several times, including Secretariat, Restructuring Headquarters, and Strategic Planning Office, before finally being renamed the Future Strategy Office in December 2010.
Strictly speaking, he is not the core of Samsung; he doesn't even exist in a legal sense. He is the Lee family's true core think tank.
Its authority extends to strategy, planning, human resources, legal affairs, and public relations across all Samsung subsidiaries. A weekly presidents' meeting is held every Wednesday, which is actually the true decision-making process at Samsung.
More than two hundred people were elites drawn from various affiliated companies of Samsung. Those who were selected could be considered as members of the Lee family of Samsung, or even as retainers. Afterwards, they would often rise rapidly in their original companies.
The reason for this design is clear: to ensure that when something goes wrong, no one can be found out, and even if someone is held accountable, the entire organization cannot be held responsible. A few people are paid to take the blame, and the rest can just change their names and continue operating in the same place.
Lee Jae-yong, along with Choi Ji-sung, head of the Strategy Office, and Jang Chung-ki, vice minister, held a small meeting at his home.
Lee Jae-yong asked Choi Ji-sung, completely puzzled, "Teacher, I don't understand. Logically speaking, our votes should exceed three-fifths."
I never expected the opposition party to back out. The National Assembly has been overwhelmed by the Sewol ferry disaster lately, but now that our bill has been passed, South Korea can be in the global spotlight.
Isn't this a great way to divert public attention? Although they seemed to be working hard and even took action with the opposition, it seems that this is why the vote couldn't proceed smoothly.
But this is too fake. I don't believe they won't vote just because their heads were broken. This is clearly just a way to appease us.
In the South Korean National Assembly, fighting is commonplace, and sometimes it's even driven by very specific tactical objectives. For a bill to pass, the final step is for the Speaker to sit in the speaker's seat and personally announce the vote results.
Therefore, the speaker's seat is a strategically vital location, and the minority often launches a fierce attack when they realize something is wrong. If they can get their hands on the speaker's seat, they can prevent a bill from passing.
In South Korea, some political parties even specifically recruit retired athletes or former professional soldiers to serve as lawmakers. They have a special title: "Shoulder Specialists," who are specifically responsible for fighting when conflicts arise.
The minority faction is small in number and its actual winning rate is not high, but every time they fight, they make the majority lose face.
Therefore, various new tactics have been developed, such as surprise attacks to pass bills, where the majority party tries to sneak into Congress in the middle of the night to pass bills.
Starting in 2008, tactics and strategies evolved at an increasingly rapid pace. At that time, regarding the South Korea-US beef agreement, the opposition party used sledgehammers to smash open the door of the committee meeting room in order to oppose it, and then a hundred or so people went in and blocked the room completely.
After a stalemate of more than seven months over the media bill, the speaker prepared to use his authority to submit it for a vote directly. To his surprise, he found that more than a hundred opposition members, along with their aides, began unloading furniture from trucks, blocking the door completely.
In 2011, things reached their climax when the ruling party pretended to be resting and then sneaked into parliament, preparing for a surprise attack. More than a hundred members of parliament lined up and blocked the entrance.
By the time the opposition party reacted and organized an attack, it was too late. Most of their forces that managed to force their way in were annihilated by the encirclement inside.
With the bill about to be announced, a desperate opposition lawmaker pulled off a daring maneuver. He nimbly rushed through the door and, with the cover of his teammates, made his way to the second line of defense. Although he was still far from the speaker's seat, the distance was sufficient.
Then he took a yellow, can-like object from his backpack, unplugged it, and threw it. White powder instantly filled the air; this was the first time in human history that a member of parliament had personally opened a tear gas canister.
Even so, the ruling party withstood the pressure, completed the vote amidst tears, and passed the bill.
In comparison, although this battle resulted in more bloodshed, it should clearly not be a reason to refuse to vote.
Choi Ji-sung is the vice chairman of Samsung Group and is widely recognized as the number two figure in Samsung. He also has another identity: Lee Jae-yong's teacher. From the first day Lee Jae-yong joined Samsung, Choi Ji-sung was assigned to teach him.
His experience was still more extensive: "Jae-yong, forget what I told you, always try to put yourself in others' shoes. The Sewol ferry disaster was a huge problem. While gaining some attention in the world might divert attention, how much of it can actually do so is uncertain."
The ruling party is now trying to muddy the waters, gradually shifting the discussion of this matter away from the Sewol ferry disaster within South Korea.
Another point is that the opposition parties might even cooperate with them. To put it bluntly, the opposition parties also know that their proposed special law for the Sewol ferry disaster has huge problems.
The confrontation has dragged on for too long. By the time the public reacts, the opposition party may have lost public support. More than 5 days have passed since May, and not a single bill has been passed; 87 livelihood-related bills are currently blocked in Parliament.
While the Sewol ferry disaster was undoubtedly a catastrophe, can the target population of these livelihood bills tolerate being used as a bargaining chip? They'll likely turn against the opposition party as well.
The opposition has now exhausted all its tactics: the full-scale boycott in August, the ongoing parliamentary sit-in (where they've been sleeping on the floor), Moon Jae-in's hunger strike, and Kim Young-oh, the father of one of the deceased students, going on a hunger strike in Gwanghwamun. They've used every trick in the book, and it was probably nearing its end.
The opposition parties probably can't hold out any longer and will have to negotiate. I suspect they'll relinquish their investigative and prosecutorial powers. Both sides likely hope for a stalemate on the Aurora bill.
Deputy Minister Chang Chung-chi nodded and said, "The situation I've received is similar. The opposition feels that things have gone far enough and may give up their right to investigate and prosecute."
To put it bluntly, the opposition party is just using this incident to create hype; they don't actually want to investigate. If it turns out to be just a simple accident, they'll be in trouble too.
I estimate that the investigation team may not find anything in the end. If there is really something hidden in this matter, then the ruling party will do everything in their power to prevent the truth from coming to light.
If it were just an ordinary accident, the opposition party would definitely try every means to obstruct it. Without a solid investigation report, they could fabricate conspiracy theories and claim that the ruling party is involved in a cult.
It must be a terrible debt.
Lee Jae-yong asked with a hint of worry, "I don't really think it's a big deal to be stuck in this stalemate. After all, brain-computer interfaces and the topic of immortality are too big."
However, now that Hawaii and Singapore have both passed the resolution, if we are not quick enough, we may find ourselves in a very passive position.
At this moment, Deputy Minister Zhang Zhongji said in a low voice, "There is a special situation. Choi Soon-sil, the president's close friend whom we contacted before, just brought her daughter to our Samsung horse farm yesterday to practice horse riding. She also took the initiative to ask if the horse farm has any special talent programs."
Lee Jae-yong scoffed, "Soliciting bribes? How shameless! We're practically backed by the aurora borealis! Would she still dare to jump?"
Cui Zhicheng raised his hand to stop the two from talking and closed his eyes to ponder.
After a while, he smiled and said, "Jae-yong, you go find Choi Soon-sil yourself. Give her money, even a lot of it!"
Lee Jae-yong's expression changed: "Teacher, before Samsung joined Aurora, we were at their mercy. Now that they've joined, are we still going to be manipulated? What was the point of me joining Aurora? I've already solved the succession problem; I don't need to appease them anymore."
Choi Ji-sung shook his head: "It's precisely at times like this that we need to do something big. I've come up with a plan to leverage this momentum and showcase Samsung's current strength."
Listen to me, Jae-yong, you'll have to put up with this for a bit. If we follow my plan, we'll never have to worry about the parliament's intricacies again.
"Okay, teacher, whatever your specific plan is, I'll follow your advice."
"First, we need to ask Chen Yiran for help."
