Chapter 416 Other Countries' Responses
Multiple delegations negotiated several agreements in Hawaii. The negotiations continued to deepen a few days later, and some countries with good relations with the aurora borealis, such as Singapore, Bahrain, the UAE, and Saudi Arabia, also came. A bilateral negotiation quickly turned into a grand event.
Two weeks later, the parties reached a fairly detailed consensus, which was called the "Future Treaty".
Some of the terms can be made public, while others cannot.
The first and most important point is that several countries participating in the negotiations announced their simultaneous withdrawal from the Outer Space Treaty. The reason given was quite straightforward: although Article 6 stipulates that non-governmental organizations must be approved by their respective countries and continuously monitored, the capacity of the Aurora exceeds the total capacity of all signatory countries combined, and no country can afford to bear this responsibility.
Subsequently, more than a dozen countries announced the signing of the newly formulated Framework for the Development of the Moon and Outer Space.
Framework Agreement on the Development of the Moon and Outer Space Bodies
The Contracting States, noting that the approval and continued monitoring of the outer space activities of their non-governmental entities by Contracting States as referred to in Article VI of the Outer Space Treaty has become impractical due to the fact that the carrying capacity of private entities exceeds the total capacity of all Contracting States, have agreed as follows.
Article 1, Definition
For the purposes of this Agreement:
1. Celestial bodies refer to all natural celestial bodies and their components within the solar system, excluding the Earth.
2. Registration refers to the act of submitting celestial coordinates, exploration time, and explorer's identity to the registration office set up in Article 5 of the exploration direction, and obtaining approval.
3. Actual development refers to the deployment of facilities with a total mass of not less than one hundred kilograms on the surface of a celestial body or in its orbit, or the achievement of not less than two manned round trips, starting from the date of approval.
Article 2, Acquisition
For celestial bodies not registered with any contracting state, the first party to complete registration acquires priority development rights. The registrant may declare their country, natural person, or legal entity as the right holder at the time of application.
Article 3, Invalid
If no actual developer is found within five years from the date of approval, the priority development right will automatically expire, and Article 2 of this agreement will apply again to the celestial body. Those with legitimate reasons may apply for an extension once, 180 days before the expiration date, for a period not exceeding three years.
Article 4, Exclusion
This agreement does not apply to the deployment of military facilities on celestial bodies, and such matters shall be separately agreed upon by the contracting parties.
Article 5. Registration Office
The Registry for the Development of the Celestial Bodies is located in Honolulu, and all contracting parties have the right to appoint observers.
These terms effectively cleared the way for Aurora's space exploration and also wiped out all the space land that Dennis Hope had sold, since they had no ability to develop it even if they registered it.
Although other countries may not recognize such an agreement, and may even continue to use Dennis Hope's sales records to create public opinion, having a general legal basis is sufficient.
It really comes down to whether you have the capability. Aurora has already built the house, so if you're so capable, send people up there to demolish it.
The following items further confirmed the aurora's status.
The second point is that Aurora signed regulatory agreements with these countries to export consciousness transfer and immortality technologies. Legally, these countries will only recognize Aurora's related technologies and will not disclose related data to any organization.
Chen Yiran didn't really care about this, because as his research deepened, he had already figured out why Google had been unable to complete the relevant research.
The key lies in the chip itself. He and Jasmine are unique; they have truly witnessed the underlying logic of the world's operation. As a result, the framework they developed and the wet components they created possess a capacity to support the underlying logic of the world.
Unless Google imports chips and translators from Aurora, they will never be able to complete the consciousness transfer.
However, only Chen Yiran and the first batch of experts within Aurora knew this. The consensus that these countries have taken the initiative to propose is actually intended to reassure Aurora.
The third point is to further confirm the settlement of interest, adding several new settlement locations in addition to New York and Singapore.
The fourth point is that more than a dozen countries have confirmed that they will recognize and adjust people's nationality, property rights, and inheritance rights.
Besides these four, there are a whole host of private deals.
Both parties will make a mechanical and objective judgment through Aurora acting as an intermediary, regarding how the shipping schedule is calculated, how many days of delay at the port are counted, who will issue the third-party weight certificate, where the quality inspection will be conducted, and whether a port blockade is considered valid, etc.
Once the process was finalized, many key item transactions were directly locked in for a ten-year long term.
The dozen or so countries that signed the Future Treaty will then discuss further matters to establish an international organization and implement preferential policies for each other.
The signing of the Future Treaty is of great significance.
Although he doesn't get a lot of attention in the news.
For ordinary people, the fact that the aurora has landed on the moon is already a given, and the fact that only the aurora has the technology to be consciously transferred is also a given. They don't think that adding this clause will have any different impact.
However, for some countries and institutions, the Future Treaty is almost revolutionary.
Although a further organization has not yet been formally established, it is clear that both China and the United States are aware of the need to unite some countries and create a new, closer organization.
So how should NATO position itself? Will those traditional allies still be allies in the future? The leadership of almost every country is in meetings, starting to discuss the next steps in their country's overall foreign policy.
Because this gathering didn't include Russia, France, or the UK at all, Russia, France, and the UK habitually engaged in a strategic dialogue: if you won't include us, we'll try it ourselves.
The three countries, along with other European nations, held a grand summit in France.
European countries responded very positively. Their economies had already been bad in the past two years, and the ethical issues surrounding the aurora borealis had further divided society. Now, the attitude of the United States made them feel abandoned.
Without the United States as a backer, Europe has had to turn its attention to Russia, which now seems somewhat weak.
However, Russia has a rather bad reputation in Europe, and the aggressive nature of Tsarist Russia makes Europe hesitant to place direct bets.
The meeting ultimately failed to reach any consensus, but Europe's attitude was evident.
That means if the United States really does create some new organization, then Europe will generally side with Russia!
----------------------------------------------
A country villa outside Paris, France.
The leaders of Britain, France, and Germany, along with Google's Schmidt, Nvidia's yellow-clad leader, and an exhausted Morris Chang, began secret talks.
French President Hollande, as the main initiator of this meeting, first explained his intentions: "The Russian representative is not here, but I have reached a consensus with them that Russia is willing to join us if things can go according to my plan."
First, I'd like to ask about the technical issues on Google's side. You still haven't completed the shift in mindset, have you?
Schmidt said somewhat awkwardly, "Give us some time, and we will overcome the relevant technical challenges. Moreover, the performance of our wet component is not bad. Although it cannot serve as a carrier for consciousness transfer and cannot become a true wet component brain, its interaction capabilities are already comparable to Aurora's technology."
Moreover, our technology possesses capabilities similar to Aurora's, allowing humans to connect wet devices for assistance. With the aid of silicon-based chips, it enables high-level computation, greatly benefiting scientific research and development.
Hollande said with a smile: "Europe has its own doubts about consciousness transfer. Most European countries would find it difficult to pass relevant legal procedures for consciousness transfer in a short period of time, let alone the obstruction from the church."
So I never wanted that kind of technology in the first place. My goal this time is to hope that Google can create a virtual space similar to Oasis, so that Europeans don't have to envy Oasis.
Schmidt's eyes lit up: "Our technology still lags behind Aurora's. It consumes a lot of energy, and we need subsidies from Europe for electricity. And even if it's not consciousness transfer, constructing virtual space and enabling humans to simulate perception all require wet components. Are you sure you can pass the legislation?"
The leaders of Britain, France, and Germany exchanged glances, and it was the host, Hollande, who replied: "We can assure you that the EU can sell the equipment with wet components under our reasonable supervision."
However, we hope that Google can establish closer ties with Europe.
For example, Europe also needs more chip jobs. Could Google provide the technology to open new chip factories in Europe?
There are also some tasks that Nvidia might be able to license to Europe.
Finally, and most importantly, we need Google's chips to help us upgrade our weapons with AI.
So, given that there are so many things that need to be combined, I have a suggestion: could Google, Nvidia, and UMC possibly move their headquarters directly to Europe?
