Lu Qingshan strode into the house.
The briefcase slammed onto the wooden table with a dull thud.
Gao Jianjun closed the document in his hand and stuffed it back into the stack of files on the corner of the table.
He turned around, his surprise quickly disappearing and replaced by a kind smile.
"Xiao Lu is here at work."
Gao Jianjun took half a step forward and rubbed his hands together in front of him.
"Your family told you a couple of days ago that you had caught a cold and needed to take the day off."
"Young people these days are so hot-tempered, they need to be careful to keep warm."
Lu Qingshan took off his worn-out cotton overcoat and hung it on the iron nails behind the door.
Thank you for your concern.
He pulled out the chair in front of his desk and sat down.
"People from the countryside are tough and resilient; they can get through it by drinking a couple of bowls of ginger soup and sweating it out."
Gao Jianjun pulled over a wooden chair next to him and sat down.
He habitually touched his bald forehead.
"It's good that you're better. Our forest farm is short-handed right now."
"Things have been rather unsettled in the county these past few days."
Gao Jianjun leaned forward and lowered his voice.
"I heard that Yu Bo from the food factory is in big trouble, and his business in the western suburbs has also been affected."
"Little Lu, you have many connections in the county, have you heard anything?"
Lu Qingshan picked up the enamel mug on the table that had the Red Star Machinery Factory printed on it and slowly unscrewed the lid.
"Deputy Director Gao is joking."
He took a sip of the slightly cold boiled water.
"I'm just a clerk who's only been at the forest farm for a few days."
"The big deals made by those factory directors in the county are beyond my reach."
Lu Qingshan slammed the teacup onto the table.
"If Director Yu has really committed a crime, then the comrades from the Public Security Bureau and the Audit Bureau will handle it."
Gao Jianjun's eyelids twitched twice.
Lu Qingshan's words were very well-chosen, leaving no room for error.
Gao Jianjun chuckled twice and stood up.
"That's right, let's just focus on doing our own jobs well."
He reached for the dispatch order on the table that he had just been flipping through.
Lu Qingshan's hands were faster than his.
He pulled out the dispatch sheet and tucked it under his arm.
"Deputy Director Gao."
Lu Qingshan's tone was monotone.
"This is our department's preliminary review plan; the data hasn't been fully verified yet."
Gao Jianjun awkwardly withdrew his hand, which had been hanging in mid-air.
He put his hands behind his back, cleared his throat, and began to speak in an official tone.
"Xiao Lu, your work enthusiasm is commendable."
"This was also taken into consideration that the task of transporting timber out of the country is very heavy in the spring."
Gao Jianjun put on a stern face and adopted the demeanor of a leader.
"After all, you've only just taken over the transportation business, you're inexperienced, and it's easy for you to make mistakes."
"I specifically mentioned it at the executive meeting yesterday afternoon."
Gao Jianjun took two steps inside the room.
"To ensure the safety of outbound transportation, I think it's necessary to add a secondary signature procedure to future vehicle dispatching."
"Send the list you've compiled to my office first."
Gao Jianjun stopped and looked at Lu Qingshan.
"Let me check it out for you, that way it'll be safer."
Lu Qingshan remained seated in his chair.
He opened the drawer and rummaged through it for a while.
He took out a folded photocopy and placed it on the table.
"Thank you for your trouble, Deputy Director Gao."
Lu Qingshan pressed the paper down with his index and middle fingers and pushed it to the middle of the table.
"You're in charge of all the logistics and infrastructure, so you're already very busy."
"This is a minor transportation matter. Director Li instructed that our department would be solely responsible for it."
Gao Jianjun's face darkened.
"Xiao Lu, young comrades, don't be afraid of being supervised by your superiors."
He stepped forward, his gaze falling on the photocopy.
"Transportation capacity has always been a weakness of the forest farm. If vehicle dispatching can't keep up, who will take responsibility if something goes wrong?"
Lu Qingshan tapped the desktop with his finger.
"Regarding the issue of transport capacity, I specifically looked through the files from previous years a couple of days ago."
"Our forest farm actually has quite a lot of assets."
Gao Jianjun frowned.
Lu Qingshan flattened the photocopy.
Two years ago, the factory applied to dispose of a batch of scrapped vehicles.
"Among them were three Jiefang trucks."
Gao Jianjun's eye twitched violently.
Lu Qingshan pointed to the warehouse entry registration form on the copy.
"These vehicles only had engine cylinder scoring and worn gearbox gears at the time; the chassis and frame were fine."
"Later I checked the records and found that it was sold at the price of scrap metal."
Lu Qingshan raised his eyes and stared at Gao Jianjun.
"The buyer has not yet transferred the ownership, and the car has been parked in an abandoned warehouse in the western suburbs."
"Those three vehicles can be easily repaired by a mechanic and are perfectly capable of long-distance travel."
Gao Jianjun's face instantly turned ugly.
The muscles in his cheeks were taut.
Those three trucks were assets he had secretly seized to resell at a high price, but a few days ago, he and the trucks were all taken away.
He has been sending people to find out who stole those cars.
He didn't believe it was really someone from the supply and marketing cooperative who wanted it.
Now that Lu Qingshan has laid out this copy, the meaning couldn't be clearer.
"Comrade Xiao Lu."
Gao Jianjun tried to calm his voice.
"Don't dredge up old grievances; these are historical issues."
"The assessment reports at the time were all professionally verified."
Gao Jianjun reached out and pushed the photocopy back.
"We still need to focus on the present and solve the current Spring Festival travel rush problem."
Lu Qingshan put the paper back in the drawer.
"Deputy Director Gao is right, so there's no need for you to trouble yourself with this."
Gao Jianjun felt that the air in the room was a bit stuffy.
He just went through Lu Qingshan's desk to look for evidence of Lu Qingshan's collusion with outside car fleets.
Now, their attempt to probe failed, and instead, their past misdeeds have been exposed.
He coughed twice to cover it up.
"Since Director Li has given you such a big responsibility, then you should shoulder it well."
Gao Jianjun turned around and strode towards the door.
"I still need to go to several logging sites to inspect the infrastructure progress."
He grabbed the doorknob.
"lead."
Lu Qingshan stood up from his chair.
He pulled a form from the stack of documents beside him.
"Since you're here, why don't you sign this?"
Gao Jianjun turned his head.
Lu Qingshan took the fuel consumption quota report and walked over.
"These are the gasoline and diesel quota application forms for each work area this month."
Lu Qingshan handed over the pen and the report.
"It's already the end of the month. If we don't approve it soon, the tractors and chainsaws downstairs will run out of fuel to work."
Gao Jianjun glanced at the report but did not accept it.
He tapped twice on the door with his fingers.
"This report contains far too many figures."
Gao Jianjun spoke in an official tone.
"The country's current energy policy is to practice thrift and eliminate extravagance and waste."
"The amount you declared here is 20 percent more than last month."
Gao Jianjun put his hands behind his back.
"I need to take this document back and check it carefully with the finance department."
"Signatures involving large sums of money should not be signed hastily."
Lu Qingshan stood still, looking at Gao Jianjun.
He knew the other person was deliberately choking him.
As long as the fuel consumption report doesn't go down, the transportation department's vehicles can't move, and the logging site's work will come to a standstill.
In the end, when it comes to assigning responsibility, it will all fall on my shoulders as the deputy head of the transportation planning department.
"How long will it take Deputy Director Gao to verify this?"
Gao Jianjun's lips twitched slightly.
"It's hard to say."
"The data for the next few forest farms needs to be re-analyzed, which will take at least three to five days."
Gao Jianjun pushed open the door.
"Once I've checked everything, I'll have someone notify you to come and pick it up."
Lu Qingshan took back the form he had handed out and tucked the pen into his jacket pocket.
"Then we won't delay Deputy Director Gao's inspection of the grassroots level."
Gao Jianjun snorted coldly and strode back into the corridor.
Lu Qingshan closed the office door.
He glanced down at the report, then turned and walked towards the other end of the corridor.
At the end of the corridor is the office of the farm manager, Li Aiguo.
Lu Qingshan walked to the door and knocked.
"Enter."
Li Aiguo's loud voice came from inside the door.
Lu Qingshan pushed open the door and went inside.
Li Aiguo was wearing reading glasses and writing something on a document with his head down.
"Xiao Lu?"
Li Aiguo took off his glasses and pointed to the chair opposite him.
"Are you cured?"
Lu Qingshan walked over but did not sit down.
"Thank you for your concern, former leader. Everything is fine now."
"I'm here to ask for instructions regarding my work."
Lu Qingshan handed the fuel consumption quota report to the desk with both hands.
"The application for fuel this month is being pressed for approval from below, and it must be issued today."
Li Aiguo took the report and glanced at it.
His brows furrowed slightly.
"Why was this logistical coordination request sent directly to me, bypassing my direct supervisor?"
Li Aiguo looked up at Lu Qingshan.
"According to the procedure, this should first be signed and filed by the deputy director in charge."
Lu Qingshan met Li Aiguo's gaze calmly.
"Deputy Director Gao just came to our department."
Lu Qingshan spoke calmly.
"He felt that the fuel quota for this month had exceeded the limit by 20 percent, and he needed to take it back to the office to check it carefully for three to five days."
Li Aiguo put his reading glasses back on.
"Three to five days to verify?"
Li Aiguo's voice rose a few decibels.
"The export of spring timber is about to be rolled out on a large scale, and it's time to catch up on the schedule."
"If we delay for three to five days, will those red pines on the mountain still be able to be transported?"
Lu Qingshan stood in front of the table and added a sentence at the opportune moment.
"Last month, due to icy roads, a large amount of timber was stockpiled and could not be delivered on time."
"We need to meet the deadline this month, so the frequency of forklift and truck deployment has doubled."
"A 20% increase in the credit limit is already the result of our department's careful budgeting."
Li Aiguo flipped to the bottom of the report.
He reached into the pen holder and took a fountain pen.
"You need to focus on the big picture and let go of the small details. How can you be a leader if you can't even distinguish between what's important and what's urgent!"
Li Aiguo slammed his pen heavily on the signature line and quickly signed his name.
Lu Qingshan took the document.
With the signature of the top leader at the highest level, Gao Jianjun's little obstacle in logistics was easily overcome.
"Director Li."
Lu Qingshan closed the report.
"The old factory buildings in the western suburbs need some repairs these days, so I might be a little late."
Li Aiguo waved his hand.
"As long as you handle the timber transportation matter efficiently and without interfering with the forest farm's regular operations, you can arrange your own time."
"Is your grandfather still doing well?"
Li Aiguo asked a question.
"He's still very healthy. He was scolding me for not being attentive to my work just a few days ago."
Li Aiguo laughed heartily.
"That old Lu, his temper is still as bad as ever."
"Alright, go ahead and do your work. Just go to the warehouse and get the fuel."
Lu Qingshan nodded and left the office.
He took the signed report back to his room and stamped and issued each dispatch instruction.
After a busy day, the forest farm's transportation routes are running at high speed again.
The workday bell rang over the factory area.
Lu Qingshan locked the documents in a drawer, put on his coat, and rode his bicycle away from the forest farm.
The late spring dusk carried a slight chill, and the setting sun cast long shadows of the distant mountains.
Lu Qingshan parked his bicycle in his own yard.
The room was lit by a dim, yellow light that shone through the paper windows.
He pushed open the door.
The heated kang (a traditional heated brick bed) in the main room was warm and cozy.
Lin Xiulan was sitting cross-legged in front of the kang table.
She held a sharpened pencil in her hand, and next to her was a thick stack of account books.
The abacus beads made a crisp, continuous clicking sound under her fingers.
Lu Qingshan closed the door tightly to block out the cold wind.
"This score isn't settled yet?"
He walked to the basin, picked up a towel draped over the rack, and wiped his hands.
Lin Xiulan raised her head.
She tucked a strand of hair behind her ear.
"A batch of bricks and cement arrived in the western suburbs today."
Lin Xiulan looked at the numbers in the ledger.
"Sun Dahai led the workers to begin leveling the foundation of the cold storage."
"I've already settled the cost of the materials, but the auto repair parts that Scarface Liu and his men brought over haven't been recorded yet."
Lu Qingshan walked to the edge of the kang (a heated brick bed) and sat down.
"Let Lao Sun report these miscellaneous accounts himself."
Lin Xiulan shook her head.
"That won't do."
She drew a circle on the paper with the pencil in her hand.
"The company is just starting out, and I have to figure out where even the money for a single screw goes."
She picked up the locked metal box next to her.
"Now that the Yu family has fallen, people from the county's supply and marketing cooperatives and transportation teams have started trying all sorts of ways to get close to them these past few days."
Lin Xiulan opened the iron box, inside which was a stack of neatly arranged receipts.
"We have cash on hand, and they all want a piece of the pie."
Lu Qingshan took off his shoes and climbed onto the kang (a heated brick bed), leaning against the neatly folded stack of quilts.
"The meat can be shared with them, but we must hold the bowls in our hands."
He watched Lin Xiulan's efficient movements.
"Go to the county town again tomorrow and open a business-to-business bank account for Xiushan Industry."
Lin Xiulan closed the account book and carefully put it away.
"I have all the necessary documents for the account."
She took a piece of paper covered with names from the drawer of the kang table and handed it to Lu Qingshan.
"This is the list of the group of hikers from our village. Uncle Liu and the others sent someone over this afternoon to deliver a message."
Lu Qingshan took the paper.
"What message did they convey?"
Lin Xiulan handed him a cup of hot water.
"They say that the medicinal herbs on the outskirts of Jinbao Mountain have been almost completely harvested."
"Master Liu is asking you, which mountain do we head to for the next job?"
Lu Qingshan looked at the familiar names on the list and ran his fingers along the edge of the paper.
"Now that the outer area is cleared, it's time to head into the deep mountains."
He took a sip of hot water.
"Yu Bo's case has served as a wake-up call; those in the provincial capital who deal in mountain products will probably be getting restless too."
