The laws of the Wizarding World stipulate that every mentor in the Enlightenment Academy is part of the Wizarding World's organizational structure, receives a stipend from the Holy Tower, and is unconditionally conscripted when needed by the Wizarding World. They are reserve personnel under the Wizarding World's Demon Hunter Wizard Legion.
