Since Rita smeared Fleur and Krum in the newspaper, the three headmasters jointly issued a statement banning Rita from entering Hogwarts again and from reporting any news related to the Triwizard Tournament.
Unexpectedly, this guy managed to sneak in using the Animagus.
"Since you like turning into a beetle so much, then live a good life as a beetle!"
