The Metropolitan Police Department can use firearms and ammunition to eliminate physical monsters, but they are helpless against intangible evil spirits.
"Evil spirits have no reason, cannot communicate, and are full of malice towards the living. The Metropolitan Police Department has no way to eliminate them, so aren't there no solutions for evil spirits?"
The third ironclad rule is that evil spirits have a homing tendency, a concept similar to that of earthbound spirits.
