Sean's feeling was right; Rosen was indeed observing the situation at the warehouse from a distance.
After seeing that the FBI had successfully completed its mission, Rosen chose to leave.
Rosen didn't contact Neil because he thought Neil was too unreliable and could easily leak his information.
While it was bad that Phil and Dennis fell into the hands of the FBI, it was the best possible outcome for them, at least they no longer had to face punishment from the Mafia.

After hanging up the phone, Rosen started the Dodge Viper and returned to his apartment.
For the time to come, Rosen will indeed have to keep a low profile. Now that the Bonanno family knows what he looks like, the FBI will likely know what he looks like as well.

Rosen hugged Sweefa, his hand stealthily reaching for her spectacular taillights.
"Yes, that's what I just dealt with."
"Oh! So they didn't come to you because of Martin?"
"No, they came to me because of Rupert Lawrence."
Rosen had previously purchased intelligence on Rupert Lawrence from Swiffer, who was the security chief at a branch of the Pacific Standard Bank.
Upon hearing Rupert Lawrence's name, Swifar immediately realized that something had gone wrong at Standard Pacific Bank.
"I see. So, is the matter resolved?"
"The problem is temporarily resolved, but my appearance has been exposed, so I may have to keep a low profile for a while."
Rosen kept saying he wanted to keep a low profile, but his actions were anything but. Svefa was breathing seductively in her arms.
This was unbearable for the other people in the apartment.
"Mr. Rosen, there are other people in the apartment!"

"Ms. Kelly, can't you be as self-aware as Mr. Clinton?"

"Alright, if you can't learn to play dumb, Svefa and I will go out for a bit. You all stay here and don't wander off."
"What did you say? But we've already been here all day!"

Rosen offered a half-hearted apology while withdrawing his wet hands.
Svefa bit her lip and straightened her skirt before continuing to talk to Rosen.
"Rosen, do you need my help with that?"
"No need, that matter is still under my control, but I do have some things I need your help with."
