Warhammer: Empire Reboot

Lawson leaned back in his chair and read the entire document again.
"Your writing is much more elegant than I expected."
Guilliman remained expressionless: "If it were written according to your original version, the first sentence would be 'The Emperor will no longer be involved in affairs; if there are any problems, contact the Seal Keeper's Office.' That would be quite straightforward, but such a thing should be kept in the Imperial Legal Archives so that people will still be reading it tens of thousands of years from now."
Lawson chuckled: "As long as the meaning is conveyed, that's fine."
The emperor, sitting on the other side, seemed much more relaxed than the two of them.
He was even drinking tea.
After sitting on the golden throne for ten thousand years, the Lord of Mankind clearly had no interest in returning to his desk.
"Go ahead and send it. I have already ruled a human empire once."
"It turns out that, at least in handling these matters, Lawson did a better job than I did."
Guilliman looked at his father.
“Father, once this document is released, its significance will be completely different from when you previously entrusted most matters to the Seal Keeper’s Office.”
"In the past, it was about authorization."
"From today onwards, it will become an official institution of the Empire."
"From now on, even if you stand in front of Terra Palace, the Astral Army fleet will not bypass the Sealholder's command because of your personal orders, the sector governor will not have the right to directly apply for financial allocations from you, and the Guardians and local warlords will not be able to build a second chain of command in your name."
The emperor raised his eyelids, his golden eyes as deep as an abyss: "This is exactly what I have been hoping for."
"If a system is working well, don't dismantle and rebuild it just to satisfy one person's lust for power."
"Besides, that person is me."
Lawson glanced at the Emperor: "The old man is wise. Actually, I was really reluctant to let you relinquish power."
The emperor scoffed, "I just got off one chair, and you're going to give me another one?"
Lawson burst out laughing on the spot.
Guilliman couldn't help but shake his head.
[The Imperial Supreme Order reaffirms the decree]
It has been officially released to the entire galaxy.
……
[All subjects of the Human Empire, all star systems, legions, fleets, forging worlds, and all institutions belonging to the Empire:]
[Given the reconnection of the imperial territory, and the fact that the Sealholder's Office has integrated the administrative, military, industrial, judicial, and other national systems for over twenty years, with the current order functioning stably, the Lord of Humanity hereby confirms the supreme ruling principle of the Empire from now on.]
[I. The Human Emperor shall forever be the sovereign of the Human Empire, the highest source of imperial legitimacy and the embodiment of the common faith of all humanity. The Emperor's title, sacred lineage, and historical status shall never change.]
[II. From the date this edict takes effect, all affairs of state governance of the Empire shall be uniformly managed by the Imperial Sealholder's Office. The Imperial Sealholder is the supreme and de facto ruler of the Empire, overseeing administration, military affairs, finance, justice, industry, scientific research, diplomacy, and affairs of all star systems.]
[III. The Regent of the Empire, all Primarchs, the Imperial Guard, Space Marines, the Astronautical Army, the Imperial Navy, the Cult of Mechanics, the State Religion, the Inquisition, and all military and political institutions under the Empire shall be under the unified command of the Sealholder's Office and shall not establish any separate command structure.]
[IV. From now on, the Emperor will not directly handle daily political affairs, nor will he/she issue military orders, financial decrees, or appoint and dismiss officials independently. No individual or organization may bypass the Seal Holder's Office in the name of the Emperor; anyone who forges the Emperor's will or interferes with the normal rule of the Empire in the Emperor's name will be punished for treason.]
An emperor does not prove his greatness by personally ruling.
An empire should not use the burden of managing the complex affairs of trillions of worlds as proof of loyalty for any single individual.
A mature human civilization should possess a system that is self-sustaining, continuously developing, and ensuring the stable continuation of national will.
The Emperor watches over humanity.
The one who holds the seal governs the empire.
This is the order of today, and it will be the long-standing system of government for the empire thereafter.
[Human Emperor's Handprint]
[Drafted by Regent Robert Guilliman]
[Imperial Seal Holder's Palace - Supreme Decree]
……
For nearly thirty years, Lawson has indeed been effectively managing the empire.
The sector's dispatch is subject to the Seal Holder's Office, the military is subject to the Seal Holder's Office, and the industrial system revolves around the Seal Holder's Office.
However, as long as the emperor exists, theoretically, there will always be a problem.
If the Emperor and Lawson issue two different orders one day, whose order should be obeyed?
Now, we have the answer.
Listen to the official in charge of the seal.
Outside the palace corridor, the emperor stood with his hands behind his back, letting out a hearty laugh: "From now on, the myriad trivial matters of this world..."
"Lorsen, it's your turn to have a headache."
Chapter 310 The Emperor Working Non-Stop, Krieg's Rebirth
After the highest governing authority and the central command of the entire empire were formally merged into the Seal Holder's Office, it was widely believed that the emperor could finally extricate himself from the heavy burden of millennia and retire to the inner palace for quiet contemplation.
However, the human empire has accumulated too many old debts in the past, and many deep-seated problems are not reflected in tax documents and industrial forms, nor can they be soothed by a single administrative decree and resource allocation.
For example, Krieg.
Lawson pulled up a combat file of the Krieg Regiment.
[The Krieg Legion's historical combat deployments: over 374,600]
[Participated in over 219,000 high-casualty battles including sieges, trench warfare, poison gas attacks, nuclear contamination operations, alien extermination, rebellion suppression, and demonic contamination blockades.]
[Historically confirmed number of combat deaths: Unable to be counted]
[In the recoverable records, there have been 7,432 cases of complete annihilation]
[Cases of local commanders using the name of the Redemption Corps to wage a war of attrition: The number is too high and requires independent review]
The data has been removed, and in its place are fragments of battlefield footage spanning the years.
The first video footage comes from a meat grinder battlefield that has been operating for many years.
At the horizon, artillery fire and poisonous fog merged into a gray-white wall.
Millions of Krieg soldiers, dressed in grey-blue coats and wearing gas masks, advanced wave after wave along the repeatedly ploughed mudflats.
The barbed wire was blown up and then re-erected.
The craters were filled with corpses, only to be reopened by a new round of artillery fire.
The front row collapsed en masse, and the back row silently filled in.
One regiment emptied its ranks, and the next regiment continued its charge, stepping over the corpses of its comrades.
One division was wiped out, and a new army corps pressed in from behind the poisonous fog.
His combat boots trod across scorched earth and blood-soaked mud, his bayonet always held level in front of his chest, like a gray wave that never stops moving forward.
The footage only captured a fragment of the battle.
On that battlefield, the Krieg Legion suffered millions of casualties, but their charge never ceased.
Until the very end of the shot, a military flag planted on the edge of a shell crater was still swaying in the smoke, while in front of the flag, a new gray-blue column continued to move forward.
The second video footage comes from a defensive network buried deep underground by heretical rebels.
Several companies of Krieg engineers and infantry were forced into underground tunnels, where they engaged the enemy's main armored column behind layers of breached doors.
Inside the tunnel, laser beams and explosive flashes crisscrossed, and rows of soldiers fell amidst blood and rubble, with others filling the gaps and continuing to hold the passage open.
When the last line of defense was breached, the Kriegs locked the ventilation shaft gates, strapped batches of lava explosives to the load-bearing pillars, and also to themselves.
The only messages remaining on the communication channel were the commander's orders.
"Detonate the load-bearing node and close the exit."
Three minutes later, the entire underground fortress collapsed with a roar, burying the enemy's main armored column alive deep in the rock strata, and several companies of Krieg soldiers were also buried in the ruins.
The third video footage comes from a plain ravaged by artillery fire.
The distant sky was stained dark red by the subspace storm, and the ground was covered with craters, broken barbed wire, and charred armor wreckage.
Several Chaos Space Marines advanced along the breach in the position, their black power armor covered with human bones and blasphemous runes.
A Chaos Dreadnought walked through the ranks, its twin laser cannons and power claws constantly spewing fire, tearing the Krieg position apart piece by piece.
The Krieg infantry's firepower could not stop this assault.
The command channel crackled with the order: "Cavalry, prepare!"
Behind the gray fog, thousands of Krieg Death Riders pressed down with their lances.
The battlefield seemed to fall silent for a moment.
A Black Legion champion, peering through his visor at the grey-blue overcoat, muttered under his breath, "Damn Krieg cavalry."
The Chaos Dreadnought turned its cannon, and more than a dozen cavalrymen and their mounts were burned to ashes.
The cavalryman at the front rammed his explosive lance into the chest of a Chaos Space Marine, but was himself smashed in the upper body by the same punch.
The molten explosives detonated, blasting the Chaos Space Marine and half of his power armor backward.
More cavalrymen charged in.
A cavalryman was cleaved from the shoulder to the chest and abdomen by a chain axe, but before he died, he still pressed the anti-armor explosive pack against the enemy's knee joint.
Another cavalryman was caught by the power claw and his horse was thrown into the air, but he pulled the fuse before falling and crashed into the left side armor of the Chaos Dreadnought.
boom!
The cavalry behind them crashed into the same spot.
The molten flames and armor-piercing bullets exploded in succession, and the Chaos Dreadnought's left leg finally sank downwards.
It let out a beastly roar, its powerful claws sweeping across, smashing seven or eight cavalrymen and their mounts into mincemeat.
The last cavalry unit had already charged beneath it.
