In this world, Silvermoon City, the largest city in the Northlands, is home to at least 26,000 humans, elves, half-elves, dwarves, gnomes, and halflings. With the addition of transient population, the city has nearly 40,000 inhabitants.
This is quite a lot for the Material World. It could easily supply several thousand regular soldiers. Moreover, it's worth mentioning that there are one of the few magic schools in the entire Material World, with a teaching staff that is only slightly weaker than the Red Robes' brutally selective one.
This place has become even more lively lately.
Following the devastating fall of Orrul that shook the entire Material World, the ensuing uproar in the Northern Kingdoms also thrust this city into the spotlight. A massive influx of people poured into the city, including itinerant adventurers and mercenaries, negotiators representing the Northern nobility, and even more individuals with ulterior motives; the number surged dramatically, even exceeding one hundred thousand.
However, no one intended to cause trouble here. Under the powerful suppression of the Maze Lock, even those who wanted to cause trouble knew that doing so would be suicide. If the Maze Lock weren't so effective, this wouldn't be a technique comparable to the floating city of Netheril.

While the best tavern in Silvermoon City is arguably Helmer's Wall on the north bank, at the intersection of Arrowhead Street and the Old Wall, it primarily caters to students of the city's magic school. Those who frequent it are either spellcasters or aspiring spellcasters—ordinary people who go there are simply met with intellectual disdain from the mages.
Therefore, for wealthy outsiders, if they don't want to lower themselves to mingle with adventurers from all walks of life, don't want to discuss academic issues with mages, and certainly don't want to see drunken dwarves or attend dance parties, they simply don't want to.
So the only place they could come to was Sorlar's Smiling Satyr.
