The Donta sentry hiding on the watchtower quickly reported: "Calling command center! The two scouts have apparently discovered Spandam, whom Robert Lando exiled to the deserted island, and one of them has now gone to the island!"

A discussion broke out on the other end of the Den Den Mushi, and a decision was made just a few minutes later: "The mission for the Monsanto will proceed as planned, and we will assign someone else to handle Spandam!"

-----------------

The Navy has been traveling to almost every important region of the New World recently. Countless major events have occurred, and the Navy has been taken to the New World for a spin, but most of the time it has ended in failure.

The mid-level naval officers on this mission were also discussing among themselves: "I think those people in the World Government are just giving orders blindly. We were lying in ambush on Fishman Island perfectly well. How could Robert not want to take back such an important place?"

"Once he has a free moment, he will definitely lead a raid on Fishman Island, just like when he secretly took away those men we captured, and suddenly appeared on the island with his men."

"At that time, we deployed all our ambush troops, and at least we were able to fight a direct battle with his Thunder Department."

"Now look what's happened. Robert isn't short-legged. By the time we surround him in a big way, he'll have already run away."

"They're just giving useless orders and doing pointless work!"

Another officer coughed and said, "Keep your voice down, you don't want to live anymore?"

"Two of the three admirals have been dispatched, Vice Admiral Garp is here, and even Fleet Admiral Sengoku has come. What do we have to complain about?"

"Do you think those big shots don't know that the people giving orders are a bunch of clueless idiots? They've thought things through a lot; we just need to follow their instructions!"

The ship suddenly turned to starboard, startling the two sailors who were still giving orders. They quickly crossed the deck and rushed toward the bridge.

Before even reaching their destination, the ship's loudspeaker crackled with the commanding shout: "All officers of lieutenant rank and above, assemble in the command center!"

The warship's highest-ranking officer, a colonel, was issuing orders with a grave expression: "Go back and keep an eye on your men. For the remainder of the voyage, maintain complete silence!"

"Listen carefully! Any contact with outsiders will be considered espionage, and anyone found doing so will be executed on the spot without exception!"

"And another thing! Keep your soldiers quiet! I don't want to hear a single word of complaint before we reach our destination!"

More than a dozen warships of various sizes deviated from their original course and left, led by Garp and Sengoku.

If there were experienced sailors familiar with the New World shipping routes, they could easily tell by comparing the maps that the Navy's chosen split point was very close to Dressrosa, and the direction the split-off fleet was heading was precisely towards Dressrosa!

Vista the Flower Sword stood before a portal and asked one last time, "Are you really sure?"

A tall man sat at a table, flipping through a report. He said in a calm tone, "If the World Government doesn't get a taste of the benefits, they'll definitely wonder if there's anything in this world more lucrative than me, the God of Wealth."

This man was over two meters tall and looked to be at least forty years old, but when he opened his mouth, he spoke with an Indian voice.

Vista, the foil-wielding swordsman, looked at him with admiration: "Isn't Violet coming with us either?"

Ah San took a deep breath: "She can't leave either. If I stay and pretend to be arrested, my wife will be sent away for protection. This kind of loophole is a joke in the eyes of professional intelligence personnel in the CP department."

Vista hesitated, "But that's not how Robert arranged it..."

Ah San said, "The master is soft-hearted and unwilling to let his men take risks, so we had to put in more effort from other places to achieve the desired results in the many things we did before."

“But my brother, what we’re doing now can’t afford the slightest mistake. If we’re suspected by the World Government because we’re afraid of dying, it’s not something that can be made up for by putting in more effort.”

Vista nodded vigorously and passed through the portal: "Rowley, don't die, we'll definitely come to save you."

"Just like when I went to Marineford!"

Chapter 36 Bait

In less than half a day, Rob Lucci, who was stationed in Mary Geoise tracking the Revolutionary Army, arrived at Fishman Island with Kaku and Kalifa.

"Stusi, you should have already received orders that we must board the next ship bound for the Sky Island, no matter what it takes!"

Stu looked troubled: "I'm not the one who calls the shots here! On the surface, I'm just a collaborator; Duffield is the real boss!"

"Your blatant coming to my door will only expose my identity!"

Lucci frowned: "You know how important Spandam is. I can tell you frankly, if there's only one person in the world who doesn't want to save him, that person is definitely one of us!"

"But he's too important. We need to know what Robert is plotting!"

Stussy gritted his teeth and said, "I was the one who reported Spandam's appearance on the Sky Island! Do you think I didn't know how important this was?"

"You think I only sent two people to sneak onto the ship? It just so happens that the ship carrying only the two of them went to the Sky Island!"

“The coordinates sent back to us by our other spies are all over the New World. You don’t think that the money-grubber who’s in charge of Dressrosa is a fool who has no sense of crisis at all, do you?”

Among the original CP9 agents, Rob Lucci was known for his combat talent and strength, while Carly Law was primarily skilled in espionage and intelligence gathering.

She understood Stussy's point of view best, but Rob Lucci's position was also valid, so he had to step in and smooth things over.

“We’re all doing this for the mission. We know that forcing you won’t do any good, but that’s the order from above. We have to come up with a workable solution no matter what.”

Stussy let out a sigh of relief: "I can't guarantee that I can get everyone to the Sky Island, so the only way is to spread them out to increase the probability."

"I will try to get you onto the ship that is most likely to go to the Sky Island. As for whether they will actually go to the Sky Island, that's up to fate."

Rob Lucci frowned and pondered for a moment: "Okay, that's settled! Go and make the arrangements!"

Stussy didn't dawdle, and soon someone came over to start applying makeup to the three of them.

A moment later, Rob Lucci and Kaku had transformed into two fish-man laborers, dressed in the most common coarse cloth shirts.

"Please come with me."

An agent took Rob Lucci away first, boarding a cargo ship under the guise of a foreman. Rob Lucci mingled among the fish-men unloading the cargo. When the agent shouted and attracted the attention of all the crew members on deck, Lucci quickly used Moonwalk to disappear from the spot and hid in the mooring ropes at the bottom of the cargo hold.

Kaku was basically treated the same way, and was helped onto another ship.

Carly Law, on the other hand, used the power of the Bubble-Bubble Fruit to turn into a puddle of foam, which was easily placed in the supplies and carried onto the ship.

Du Field stood far away in the tallest building on the dock, coldly observing Stuart's subtle actions, and pressed his earpiece to report:

"Rob Lucci has boarded the Bunge. Have someone meet them."

"This bastard has a criminal record for massacring civilians to vent his anger, so we must be careful. The Bunge should return to Dressrosa."

"Kaku boarded the Cargi and had Darrow take him to our territory, so that Darrow can deal with him personally."

“That woman named Kalifa boarded the Louis Dreyfus. She has the lowest combat strength, but her intelligence department performance is the best among all CP9 agents. Now that she's in CP0, she's still among the top. Let the Louis Dreyfus go to the Sky Island.”

Rob Lucci and his two companions hid on the ship, quietly waiting to set sail, unaware that everything they had done had already fallen into someone else's trap.

-----------------

The navy fleet moved with incredible speed. Before Dressrosa even received any warning, more than a dozen warships, along with the navy that had remained on the island, surrounded the entire island.

When the World Conference ended and news of the abolition of the Seven Warlords of the Sea policy spread, the Navy dispatched a powerful fleet to subdue Buggy the Clown.

But by then, Buggy had already led all his men out to sea to intercept the Big Mom Pirates. After that great battle ended, Buggy's Delivery Service never returned to Dressrosa. Instead, they went straight to Whole Cake Island and devoured the entire sea.

The Navy missed its target and then established a base there. Even when the Riku royal family returned from the World Conference, they were left with nothing but a mess of stagnant development and no funds. Meanwhile, the Navy completely took over military control of Tokushima.

After secretly returning to Dressrosa, the Indian man simply started a futures trading business on the island, defying the Navy's supervision. Tokushima was only responsible for buying and selling food-related items, while the delivery was handled entirely by Tokushima's affiliated trading team. Sellers and buyers couldn't even see the physical goods.

This purely financial approach relies entirely on the reputation that Dressrosa has built up over the years. However, thanks to the word-of-mouth it has accumulated in the past year or so, more and more people are waving their Berries and rushing to Dressrosa to join this trade method that allows them to cash out faster.

Once trade in Dressrosa resumes, development will naturally follow. The Navy and the World Government aren't fools; how could they not see that this wasn't Riku's doing? It must have been the Raibu who made the move.

There is only one person who can turn lead into gold in the economic sphere—the God of Wealth, Raleigh!

Many marines even felt a pang of embarrassment. This great pirate, worth a staggering 26 billion, had actually regained control of the island where Robert made his fortune, even though Dressrosa's army was completely wiped out and all security and coastal defense had been taken over by the navy.

Even the so-called futures trading was able to take off because everyone believed that Dressrosa had a main naval force stationed there, providing a great deal of security.

However, everything has two sides. On the one hand, Raleigh can tease the Navy and treat them as watchdogs to protect his business. On the other hand, he has to bear the risk of having no resistance power at all.

In just over a month, the Navy has raided the royal residential area in central Dressrosa countless times. Although they failed to capture Raleigh, they arrested dozens of people, including those who relayed messages.

The repeated failures had made the Riku royal family somewhat complacent. Even now, when the navy finally revealed its true intentions and surrounded Dressrosa, there wasn't a single ripple on the island.

Sengoku and Garp strolled onto the island without any subordinates, and charged towards the palace like cannonballs.

The people on the island only felt a strong wind blowing overhead, and before they could even see what was flying past, the two had already rushed to Princess Violet's bedroom.

Violet was clearly taken aback, then exclaimed, "Who are you! How dare you trespass into the Dressrosa Palace!"

With a smile, Sengoku nodded politely to Violet: "I apologize, Princess Violet, we meant no offense."

Violet was about to continue her scolding when the door to the inner room was pushed open, and the Indian man came out carrying a large stack of documents.

"What a pity, I didn't expect you to arrive so quickly and find it so accurately."

He swallowed the confidential documents in his hand in one gulp, even faster than burning them.

Zhan Guo laughed and said, "It's no wonder you were arrested. Who would have thought that their most trusted brother would stab them in the back?"

Chapter 37 Opening

Spandam was stuffing food into his mouth until he couldn't eat anymore. Then he slumped into his chair, slapped himself hard, and made sure he wasn't dreaming.

The three CP0 agents set sail separately, but only the ship that Kalifa was on made it to the Sky Island.

Following the signal guidance of the agent who had already made contact with Spandam, Kalifa easily met the former CP9 commander, now a subordinate of CP0.

"Tell me, what useful information do you have that would make us want to rescue you?"

“You know, if it were just a few of us agents going back on our own, we could simply sneak onto another merchant ship that’s coming to Sky Island to buy goods. But if we take you with us, our risks increase exponentially.”

Spandam swallowed hard: "I have top-secret intelligence!"

"This sky island has long been occupied by that bastard Robert! This is his base of operations!"

Kalifa frowned slightly: "We've known for a long time that the Thunder Department has connections with the Sky Islands, but you're saying this is the Thunder Department's headquarters? Do you even know which Sky Island their headquarters is?"

Spandam looked bewildered: "What Thunder Department?"

Kalifa chuckled softly, remembering that Spandam had been missing for a long time and was probably completely unaware of the dramatic changes at sea in recent months.

"Robert D. Neel, based on the original Whitebeard Pirates, integrated several powerful pirates, including Lone Red Red Redfield, God of Wealth Raleigh, Surgeon of Death Law, Nine-Tailed Fox Carina, and Crimson Songstress Uta, to form the evil organization Raibu."

"He is now ranked among the Four Emperors, and the total bounty of his crew is the highest among all the Four Emperor crews. It is no exaggeration to say that he is the overlord of the New World today."

Spandam swallowed hard: "The Four Emperors..."

Kakalifa said impatiently, "You still haven't answered my question. Do you know exactly where his headquarters are?"

“Ever since the Thunder Department was established, we have been searching for their headquarters. However, no matter how many agents we send to their territory in the New World, we have not been able to find a single clue. It turns out that they have set up their base on the Sky Island!”

Spandam, somewhat confused, spread his hands and gestured: "Not any specific sky island, all of them!"

"That bastard Robert has taken over all the Sky Islands!"
