Without the slightest hesitation, Spandam knelt down before Tom and Luther with a thud, his voice filled with repentance:

“Your Highness Luther, it is my fault. I acted on my own initiative and tried to use that design blueprint to gain credit. I did not know how much you value Tom.”

As he spoke, he slapped himself repeatedly across the face, and began to weep bitterly.

In reality, he was filled with joy.

Things that can be done for appearances are not a big deal at all.

There are countless people who haven't had the chance to slap themselves in front of the Celestial Dragons.

If his father hadn't made Luther comfortable during the O'Hara incident, he wouldn't be the commander of CP5 now.

Now that such a tremendous opportunity is presented to him, how could he not cherish it?

When Tom saw Spandam, who had been so arrogant before, kneeling down to apologize, he was completely stunned.

Seeing this, Tom's two disciples, Frankie and Iceberg, rushed forward to try and stop Tom.

Iceberg was a dark blue-haired young man wearing a white headscarf, dressed exactly like a shipbuilder.

Franky, on the other hand, was a young man with short blue hair, wearing goggles, and half-naked, looking very energetic.

Upon witnessing Tom kneeling, Franky, with his roguish expression, began glaring at Luther.

Before he could even utter a curse, he was stunned into place by a wisp of Conqueror's Haki released by Luther, unable to utter a single word.

"I heard that the sea train you designed is already ready for use," Luther said casually.

"Yes, I have already given the blueprints to the World Government. I don't think you will have any trouble manufacturing them."

Tom didn't hesitate and nodded seriously in reply.

"These two children..."

Luther turned to look at Franky and Iceberg with a half-smile:

"I will take one of them with me to train, and the other will take over as mayor of Water City in the future. Are you satisfied with this future?"

"I...am satisfied..."

The more Tom heard Luther say this, the more frightened he became.

He had no idea what Luther was plotting. Was a shipbuilder with a criminal record worth the Celestial Dragons doing all this for?

But what Luther said was indeed of no harm to him, and was even very good for the future of Franky and the others.

In this situation, how could he possibly go against the other party's wishes just to avoid accepting benefits?
