Polyjuice potion can turn a man into a woman, it's just a temporary gender change, which is nothing to wizards. She just felt that making this decision alone was irresponsible to Lucius.

“Tell your father what you think. I’m not angry,” Narcissa said softly, trying to calm Draco, who was trembling like a cafeteria lady holding a ladle.
