The US and the Soviet Union had some initial discussions. The US wanted China to stop the war and not actually destroy Nehru's regime, but it could not find a way to negotiate with the Chinese top leaders.

China and the United States currently have communication channels, but the level is relatively low, and such a major issue cannot be resolved. Therefore, the United States can only turn to the Soviet Union.

Of course, the Soviet Union did not want India to disappear just like that.

But the Soviet Union was not as anxious as the United States. On the contrary, it wanted to see the specific situation before making a decision.

Especially after the complete split between the Congress Party and the Communist Party of India,

The Soviet Union was considering whether to continue supporting the Indian National Congress or to support the Indian Communist Party in its bid to seize power. Previously, because the Soviet Union supported the Indian National Congress and enjoyed a close relationship with Nehru, the Indian Communist Party also supported the Indian National Congress. To put it bluntly, the world's communist organizations have always been deeply influenced by the Soviet Union.

If the Soviet Union disliked Nehru and wanted to overthrow his regime, then the CPI's policy would naturally be armed struggle. However, since the Soviet Union supported Nehru's regime, the CPI's policy would be parliamentary struggle.

But it's different now.

In some states where the CPI has a strong base, the Congress and the CPI are at loggerheads, with verbal spats escalating into armed conflict.

Some radical grassroots members of the Communist Party of India (CPI) have already forcefully promoted land reform in rural areas. Many even believe that the current situation requires an armed struggle similar to China's "surrounding the cities from the countryside" strategy to seize power.

How the Soviet Union responds to this new situation depends on both the Congress Party's sincerity and the CPI's own strength.

Therefore, the Soviet Union was not in a hurry to express its views on the Indian issue.

In comparison, the United States is more anxious. China's strong performance has deeply encouraged the Communist parties in Indochina.

This was especially true for many young students in Indochina. Young students, already prone to leftist views, became even more drawn to Marxism-Leninism after witnessing the Sino-Indian War. Chairman Mao's "Selected Works of Li Desheng" became a hit in Southeast Asia.

Young people in Southeast Asia who haven't read "Selected Works of Li Desheng" are out of touch. As for Southeast Asian left-wing forces, let alone those who haven't even read "Selected Works of Li Desheng," you dare call yourself a left-wing faction.

The reason why the Sino-Indian War had such a great impact is that China was invaded by Japan 20 years ago and was struggling on the brink of national extinction. However, after the success of the Chinese Revolution, China first beat the US military in Korea and now beat India in the southwest.

Not to mention that China now has its own missiles, atomic bombs, and hydrogen bombs, and its economic development is also booming.

This was the achievement of the new China, a country founded by a Marxist-Leninist party, which immediately attracted young students. As a result, a large number of young students increasingly yearned for a socialist state system like China, founded by a Marxist-Leninist party.

As a result, groups like the Thai Communist Party, the Burmese Communist Party, and the Lao People's Party suddenly saw a surge of young students willing to study Marxism-Leninism and join the revolution. If that were all, the US wouldn't be so nervous. The reason the US is nervous is that thanks to China's successes, the Malayan Communist Party, which was once on the verge of collapse, is showing signs of revival.

Especially in southern Thailand, the Malayan Communist Party forces and the Thai Communist Party forces cooperated with each other to establish bases there.

The Malayan Communist Party's armed forces once again recovered to around 4000 people.

Another country that is making the United States uneasy is Indonesia.

The Indonesian Communist Party is the largest political party in Southeast Asia.

It was also deeply influenced by China's development and the revolution in Indochina. In 1961, the number of party members began to swell.

These are all very worrying issues for the United States. Therefore, the United States must protect India and cannot allow China to radicalize India. If Indonesia is truly radicalized by China, the United States will have no say in the entire Asia.

To persuade the Soviet Union to intervene, Kennedy made numerous concessions. First, he scrapped the plan to arm West Germany, which had triggered the "Berlin Crisis." He also chose to remove the weapons and equipment already shipped to West Germany. While Kennedy didn't completely concede on the Berlin issue, he did make many compromises.

It can be said that although the Soviet Union did not get exactly what it wanted in the Berlin Crisis, it had the upper hand overall.

The United States chose to agree to many of the Soviet Union's demands.

The Soviet Union, which had gained enough benefits on the Berlin issue, assured the United States that it would resolve the Sino-Indian issue in a short period of time.

Of course, the Soviet Union was thinking more about how to successfully resolve this issue. That is, to tell the world that China is a country in the socialist camp. The Soviet Union still has enough say in the affairs of socialist countries.

To put it bluntly, the Soviet Union could tell everyone, especially the Americans, that no matter how powerful China is, it is still my little brother, and China still respects my words.

Although the Soviet Union promised to solve this problem,

But China today is a completely different place. It's no longer the Communist Party of China that the Soviet Union could manipulate. Getting China to back down is no easy task. That's why Khrushchev personally traveled to China to discuss the Sino-Indian War.

Chairman Mao, Comrade Xiuyang, and the Premier solemnly received Khrushchev. However, after the meeting, Chairman Mao only discussed the revolutionary issues in Indochina and expressed his hope that all of Southeast Asia would become socialist countries in the future.

Later, Khrushchev became extremely anxious, and it was at this time that Chairman Mao told Khrushchev that Wei Hongjun was fully responsible for the issue of the Sino-Indian War and he could talk to him.

Khrushchev knew that Wei Hongjun had been in charge of the work of the CPC Central Committee on behalf of the Chairman, and understood that Wei Hongjun was the successor of the CPC. Khrushchev was anxious, so after meeting Wei Hongjun,

He did not hide anything and expressed his thoughts directly, that is, he hoped that China would not continue to advance and see if he could sit down and talk with India to resolve the current problems.

Wei Hongjun first expressed China's respect for the Soviet Union's opinion, then said: "Comrade Khrushchev, you should understand that my country has no intention of invading India, nor has it ever considered going to war with India. It is simply because India is pressing us. Not only do they want to establish a border based on the McMahon Line drawn by British colonists, they are also trying to further encroach on areas under our actual control."

"If my country does not send troops to retaliate, the Indian army will enter Xinjiang and Tibet, and even Yunnan and other places. This is absolutely unacceptable to us."

Khrushchev nodded. Then he said, "India did make mistakes, and Nehru did too."

For the Soviet leaders who believed in fists, India deserved to be beaten because it had no ability and provoked China.

If India not only resists the Chinese army in this battle but even gains the upper hand on the battlefield, Khrushchev will have a different idea.

To put it bluntly, in Khrushchev's eyes, being unskilled was the original sin. If you're so unskilled, don't be so high-profile and provoke China.

The more high-profile it was before, the more embarrassed it is now. Look at China, which has always been low-key and never pretends to be powerful, but once it strikes, it hits you without any chance of fighting back.

"Comrade Khrushchev, we mobilized nearly half a million troops on the eastern and western fronts for this counterattack. Due to transportation problems, we mobilized more than one million people in the rear to transport supplies for them."

"Our goal is not to invade, but to completely resolve the trouble in the southwest. Although we have won this battle, India is a big country. It can come back at any time and threaten our borders.

"So our military would rather wipe out the Indian National Defense Forces in one go. Now that the war is going well, it is unacceptable to suddenly ask them to stop fighting."

Wei Hongjun expressed his embarrassment.

Khrushchev nodded in understanding. But he continued, "It is necessary for China to safeguard its sovereignty. But now that our goal has been achieved, if we continue fighting, it will easily be seen as an invasion of India."

This is not what our Marxist-Leninist country should do.

It might even make the world think we are about to start a world war."

"But..." Wei Hongjun was still hesitant.

He looked at Deng Xixian and asked, "What do you think?"

“It’s quite difficult.”

Deng Xixian also looked embarrassed. At this time, General Peng, who was participating in the negotiations, said sternly, "We can't retreat after winning a battle before achieving our goal. If we retreat now, it will seriously undermine our morale."

Seeing that Deng Xixian and General Peng were opposed, Brezhnev, Chairman of the Presidium of the Supreme Soviet, said: "The main force of the Indian Defense Forces has been annihilated. In the short term, it will not affect the security of China's southwestern border at all. I believe that China's counterattack has achieved its goal and there is no need to continue the war."

India has been beaten into such a state by China that the Indian army now has a stress reaction when it sees the Chinese army or anything similar to the Chinese army.

These senior Chinese officials actually said that the goals have not been achieved.

Deng Guodao, the Chief of the General Staff of the Central Military Commission, who remained silent, said:

"Xinjiang and Tibet are different from other places in my country. The transportation conditions here are very poor, and the roads are often interrupted. Often, supplies need to be carried on people's backs.

So we can’t keep troops here for long because the logistics can’t keep up.”

"But India has a great advantage in this regard. That is to say, as long as India recovers, its large forces can increase its forces here at any time, but my country cannot."

"Unless our country can significantly improve transportation conditions here, our military will have the confidence to protect the southwestern border."

"If our army is asked to end the fighting without this guarantee, we really cannot understand why we should give up such a good opportunity. If India makes a comeback in the future, who will be responsible for the consequences? Can the Soviet comrades be held responsible?"

Wei Hongjun gently rebuked him, "Comrade Deng Guo, the Soviet comrades are thinking about the overall peace situation and our own interests. You can express your different opinions, but you can't lose your temper."

"I am a little anxious."

Deng Guo immediately apologized.

Mikoyan watched Wei Hongjun and Deng Guo echoing each other and couldn't help but ask, "But it will take many years for China to improve transportation conditions in Tibet and Xinjiang. Does China have to occupy India forever?"

"Of course not. Our goal is to completely annihilate the Indian Defense Forces and eliminate India's military threat to our southwestern border." General Peng spoke, still insisting on dealing with the Indian Defense Forces.

"The Indian army will not be able to recover from this military strike in a short period of time. China can use this time to resolve its transportation problems. If China has any difficulties, please raise them. We are brother parties and brother countries, and mutual assistance is our duty."

Khrushchev was no fool.

Of course, we understand that the reason why China refused to give in was that it wanted to bargain with the Soviet Union.

Khrushchev didn't care. After all, China now had an absolute advantage. Even if China really occupied some Indian territory, what could others do? Under such circumstances, how could China retreat obediently?

What Khrushchev wanted was for China to continue to obey the Soviet Union's call, so he did not mind paying some price.

As long as this matter is resolved satisfactorily, the socialist camp will once again unite closely on the side of the Soviet Union. After all, under such an advantage, China is able to obey the arrangements of the Soviet Union. What else can other socialist countries say?

The United States naturally also knew the weight of the Soviet Union.

From then on, when the Soviet Union spoke abroad, it not only represented its own opinions, but also the opinions of the entire socialist camp, and of course, it could also represent the opinions of China.

So Khrushchev asked Wei Hongjun not to change the subject and to just speak up if he had any requests.

Wei Hongjun looked at Deng Xixian.

Deng Xixian immediately said, "Transportation in the southwest is very poor, mainly due to the extremely difficult geographical conditions. We have tried to use manpower to build transportation, but it is very difficult. Therefore, our Third Five-Year Plan aims to develop a large heavy engineering machinery factory in Sichuan, but we lack the technical manpower."

"This is a big deal."

Khrushchev nodded and said, "China's transportation needs to be improved. The demand for construction machinery will surely increase in the future, and we should develop some construction machinery factories."

China's demand for construction machinery is growing exponentially.

Although China currently has some engineering machinery factories,

Just like Liugong and XCMG's predecessor factory, both produce construction machinery.

But the output is far too low to meet the country's needs.

Of course, we need the support of Big Brother at this time.

If China develops on its own, the rate of increase in production will be very slow.

Only with the support of the Soviet Union could the output of construction machinery be increased rapidly.

"The development of engineering machinery and transportation both rely on steel. Although we have some steel mills in Sichuan, they are far from meeting demand. Therefore, the Third Five-Year Plan aims to develop a steel base in Panzhihua. However, we are short of both funding and technology."

The Third Five-Year Plan calls for the deployment of some large-scale industrial projects in southwestern provinces.

The largest of these projects is the Panzhihua Steel Base. This isn't just a steel base; it's a key pillar of Southwest China's development. The Panzhihua Steel Base will drive the development of several surrounding areas and lay a solid foundation for industrial development in Southwest China.

It was too difficult for China to bear the burden on its own. Therefore, China needed some support from the Soviet Union. "We can discuss your needs in detail."

Khrushchev nodded.

Khrushchev basically agreed to some of the demands put forward by Deng Xixian.

Compared to what Khrushchev wanted, this support was nothing.

Wei Hongjun finally said: "Comrade Khrushchev,

This is because, Soviet comrades, you have come in person. Otherwise, we would never have stopped our operations in India."

Mikoyan was secretly complaining in his heart.

Bullshit, it's all for Khrushchev's sake. They took so much from the Soviet Union, and they said it was for the sake of a fraternal party. If Khrushchev disagreed with these things today, what would China do? But Mikoyan, like Khrushchev, didn't feel he had lost out.
