The Governments of our respective countries, having mutually examined the credentials presented by their representatives at the city of Vienna, finding them to be in due order, have agreed upon this Charter of the Destiny for Earth Peace United Organization, and have established an international organization to be named the Destiny for Earth Peace United Organization.

Chapter 1: Purpose and Principles Article 1 The purpose of the Destiny Earth Peace United Organization is:

1. To maintain international peace and security; and to that end: to take effective collective measures for the prevention and removal of threats to the peace and for the suppression of acts of aggression or other breaches of the peace; and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace.

2. To develop friendly international relations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace.

3. To promote international cooperation in solving international problems of an economic, social, cultural or human welfare character and to promote and encourage respect for human rights and fundamental freedoms for all without distinction as to race, sex, language or religion.

4. To constitute a centre for coordinating the actions of all nations in order to achieve the above-mentioned common objectives.

Article 2 In order to achieve the purposes set forth in Article 1, the Organization and its Member States shall be guided by the following principles:

1. The Organization is based on the principle of the sovereign equality of all its Members.

2. All Members shall fulfill in good faith the obligations assumed under the present Charter in order to safeguard for all Members the rights and interests arising from membership in the Organization.

3. All Members shall settle their international disputes by peaceful means in such a way as to avoid endangering international peace, security and justice.

4. All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any Member or country, or in any other manner inconsistent with the purposes of the Organization.

5. All Member States shall provide every possible assistance to the Destiny Earth Peace United Organization in any action taken pursuant to the present Charter. Member States shall not provide assistance to any State against which the Destiny Earth Peace United Organization is taking preventive or enforcement action.

6. The Organization shall ensure that States not members of the United Earth Peace Organization observe the above principles to the extent necessary for the maintenance of international peace and security.

7. The present Charter shall not be construed as authorizing the Organization of the United Nations for Peace on Earth to intervene in matters which are essentially within the domestic jurisdiction of any State, nor shall it require any Member State to submit such matters for settlement under the present Charter; provided, however, that this principle does not prejudice the application of the enforcement measures provided for in Chapter VII.

Chapter 2: Membership Article 3 All States that have participated in the Vienna Conference on International Organization of the Destiny for Earth Peace Organization or have previously signed the Declaration of the Destiny for Earth Peace Organization on January 1, 1942, and have signed this Charter and ratified it in accordance with Article 110 of the Charter shall be founding members of the Destiny for Earth Peace Organization.

Article 4

1. Any other peace-loving State which accepts the obligations contained in the present Charter and, in the opinion of the Organization, is able and willing to fulfill the obligations thus contained, may become a Member of the United Organization for Peace on Earth.

2. Admission of the above-mentioned countries to membership in the Destiny for Earth Peace United Organization shall be effected by a resolution of the General Assembly upon the recommendation of the Security Council.

Article 5: Any member of the United Nations for Peace on Earth against whom preventive or enforcement action is taken by the Security Council may be suspended by the General Assembly upon the recommendation of the Security Council from exercising its membership rights and privileges.

The exercise of these rights and privileges may be restored by the Security Council.

Article 6: Any Member of the United Nations for Earth Peace which persistently violates the principles set forth in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council.

Chapter III: Organs Article 7

1. The principal organs of the United Organization for Peace on Earth are hereby established as follows: the General Assembly, the Security Council, the Economic and Social Council, the Trusteeship Council, the International Court of Justice, and the Secretariat.

2. The Destiny Earth Peace United Organization may establish such auxiliary organizations as it deems necessary in accordance with this Charter.

Article 8 The Destiny Earth Peace Federation shall not impose any restrictions on the right of men and women to serve in any capacity in its principal and auxiliary organs under equal conditions.

Chapter 4 Chapter 4: Organization of the Conference Article 9 1. The Conference shall be organized by all member states of the Destiny Earth Peace United Organization.

Each Member State shall be represented in the General Assembly by not more than five persons. Powers Article 10 The General Assembly may discuss any questions or matters within the scope of the present Charter or concerning any of the powers of the General Assembly provided for in the present Charter.

In addition to the provisions of Article 12, it may make recommendations on such questions or matters to the member states of the United Nations for Earth Peace or to the Security Council, or to both.

Article 11 1. The General Assembly may consider general principles concerning co-operation in the maintenance of international peace and security, including principles concerning disarmament and the regulation of armaments, and may make recommendations concerning such principles to the Members or to the Security Council or to both.

2. The General Assembly may discuss any question relating to the maintenance of international peace and security which may be brought to it by any member of the United Nations for Peace on Earth or by the Security Council or by a State not a member of the United Nations for Peace on Earth in accordance with the provisions of Article 35, paragraph 2.

Except as provided in Article 12 of the present Convention, the General Assembly may make recommendations on such questions to the Members or to the Security Council, or to both. Any such questions requiring action shall be referred by the General Assembly to the Security Council either before or after their discussion.

3. The General Assembly may call to the attention of the Security Council any situation which may threaten the maintenance of international peace and security.

4. The powers of the General Assembly set forth in this Article do not limit the general scope of Article 10.

Article 12 1. While the Security Council is exercising the functions assigned to it by the present Charter in respect of any dispute or situation, the General Assembly shall not make any recommendation with respect to that dispute or situation unless so requested by the Security Council.
