His actual ruling strategy mirrored that of Franco in Spain. He clung to power domestically while maintaining strict neutrality in foreign affairs. This allowed Cambodia to secure economic aid from both the East and the West as the Cold War intensified. He also managed to maintain stability while neighboring Vietnam and Laos were embroiled in civil war—much like Spain during the flames of World War II across Europe.
But the question is, you, Sihanouk, want to be Franco, but do you have Franco's ability?

Prince Sihanouk, while somewhat clever in foreign affairs, was a complete idiot when it came to domestic affairs.
