It is conceivable that the current national air defense capabilities of the Cuban revolutionary regime can only barely ensure that a few key cities are not attacked.

Even the Soviet Union, America's number one enemy, had to go to great lengths and even sent spies to infiltrate US military airports to tamper with the U-2 reconnaissance plane that was about to invade the Soviet Union. They only managed to shoot down a U-2 by cheating.
As for other countries with more backward technology, they are completely transparent from head to toe in front of the U.S. military's U-2 reconnaissance aircraft.
