The Burlingame Treaty, signed by China and the United States in 1868, cross-recognized the right of citizens of each country to voluntarily immigrate to the other. This provided a legal basis for the United States to recruit Chinese laborers in China. The Central Pacific Railroad became the first company to employ Chinese laborers on a large scale. From 1865 to 1869, approximately 14,000 Chinese laborers participated in the railway construction project, accounting for 90% of the total workforce. The majority of them came from Guangdong and Fujian provinces.
