The war began as a competition between two water treatment companies.

The two parties in the battle are CINO, an international maritime and offshore company, and OTEC, a marine technology and energy company. At the end of 2021, the two marine development companies were in a negotiation deadlock because of their competition for the control of the remaining assets of a third-party company, IHAG (International Merchant Shipping Company). The competition was quite fierce, and after the brutal financial confrontation ended, the relationship between the two sides quickly deteriorated and a hot war broke out.

As the war situation reached a stalemate in 2022, OTEC hired Militech, a multinational military industrial corporation headquartered in Washington, which controls the New America. CINO, not to be outdone, hired Arasaka, the emperor of Japan's diversified industries.

At this point, the Fourth Corporate War, also known as the Ocean War, expanded in scale and officially broke out.

The most tragic event of the war was the "Night City Massacre".

In this assault secretly funded by Militech, an attack team led by "lone mercenary" Morgan Blackhand and "rock kid" Johnny Silverhand successfully broke into Arasaka Tower, uploaded a virus to the tower's security database, and installed a regional blockade nuclear device.

Ultimately, the raid destroyed nearly all of Night City's center, killing 50 people in the initial explosion and an additional 25 in the aftermath. Johnny Silverhand was presumed dead in the incident.

Kei Arasaka, the eldest son of Saburo Arasaka and the heir to the Arasaka Group, who succeeded Saburo Arasaka as CEO of the Arasaka Group in 1977, died in his room in the subsequent chaos.
