Frostnova led her team to the City Hall, where she, as the leader of the Reunion Movement, would announce the existence of the movement to the entire Terra. Borocasti had also arranged for prisoners to come to her side.
Meanwhile, Rhodes Island, noticing the chaos in the city, was also forced to take action.
