However, this time, it was not Dr. Manhattan who wiped out millions of people, but the Void Hand and the consequences of his destruction of Antarctica.

Papetua had basic perception abilities, and when she discovered that the Void Hand was both fighting him and extending its power toward the Watchers universe, and even so impatiently destroying the South Pole of the Watchers universe, Papetua was a little dumbfounded.

Is this new guy really that brave? Why? Papetua simply couldn't understand why anyone would attempt to attack Dr. Manhattan's universe.

But by the time Papetua realized it, it was already a little too late. The Void Hand moved so fast that it was almost over before he could react.

Batman: Dragon gives him the Watchmen universe as an appetizer; if he tries to eat it, he'll be caught by Doctor Manhattan. If he doesn't eat the appetizer, he won't be able to eat the main course of 1/3 of the DC multiverse.

This means that the Void Hand suffered a complete loss this time, becoming a free henchman for Batman Dragon without getting anything in return.
