At 10 a.m., a homeless man carrying a tattered hiking backpack and wearing a dirty down jacket entered the area from the west side.

He looked no different from the countless scavengers who searched for scrap metal to exchange for money along the highway, until he stepped into the space more than five centimeters above the ground.
