The "contract system" reform explored by Shougang became a banner of reform of China's industrial enterprises at that time.

Shougang's reform was the first to break through the shackles of the traditional planned economic system. It was like throwing a stone into a stagnant pool of water, which "caused a thousand ripples".

The contracting system that Shougang proactively piloted has unleashed tremendous vitality in state-owned enterprises, enabled Shougang to take off in its development history, and made it a banner for national industrial reform and development.

Throughout the 80s, tens of thousands of people from all over the country visited Shougang every year to visit and study.

Before the reform, Shougang had no operational autonomy.

How much steel, iron and coke to produce in a year all has to follow the annual production plan issued by the state. The types and quantities are arranged, and Shougang only needs to complete the production task.

Although Shougang had tens of thousands of employees, the role of Shougang managers at that time was like that of "workshop directors" who organized production, and the signing and approval authority in their hands was only worth 800 yuan.

If the amount exceeds this, Shougang will have to report to the Ministry of Metallurgy, the higher-level administrative department, for instructions. Even if a company wants to build a toilet, it needs special funds from the national plan.

The company has a big pot, and it doesn't matter how much you work, or how well you work, the same thing happens.

What motivation can employees have?
Things are different after the reform. Production contracts are assigned to work groups and individuals, and the income varies depending on how much work you do.

Everyone's enthusiasm is naturally different.
