The atmosphere was somewhat oppressive in an open space somewhere in the white town.

Although the survivors were saved by a miracle performed by the gods, the fear did not disappear.

They gathered in twos and threes, some holding their children in a daze, others looking down at their hands with expressions of disbelief that they had actually survived.

"...Can we really survive?"

Such sounds could be heard from time to time in the crowd.

No one answered, but everyone understood the same thing—Frevans, the town where they once lived, no longer existed.

They cannot remain here any longer. Once the World Government confirms that there are survivors here, a second purge will be inevitable.

Otohime stood in front of the crowd, quietly watching these humans.

Her gaze appeared calm, but deep down she was indeed wavering.

She firmly believed that as long as the fish-men and humans could communicate sincerely, the barriers between them could one day be eliminated.

But now she has to think—

Could this confidence simply be an illusion created by her innate Observation Haki? Through this ability, she saw a certain possibility of the future and regarded it as truth, which made her somewhat arrogant.

Even among humans, there exists this level of malice.

Some things, perhaps, cannot be resolved through communication from the very beginning.

But Otohime shook her head, quickly reaffirming her conviction. Even so, resolving issues through dialogue is one of the best methods, and I will never give up.

Neptune stood beside her, silent, gazing at the people and at the town that was now “dead.”

A silence lingered between the two for a while.

"Your Majesty..." Princess Otohime finally spoke, "These people cannot stay here. I cannot stand by and watch them die."

Neptune did not hesitate; he already knew what choice his queen would make—perhaps her answer was already predetermined from the moment she saw these ruins.

"Fishman Island is large enough to accommodate them for now," he said calmly, then paused for a moment, "Perhaps this is also the first step in realizing your dream of peaceful coexistence."

Otohime glanced at him without saying anything, but felt a sweet feeling in her heart.

No further words were needed between them. The trust built up over the years had made their unspoken understanding self-evident.

Yi Ji walked up to Tian Xing, asked for his permission in a low voice, then turned to face the crowd, took a deep breath, and said, "Everyone... your homeland has been destroyed."

She did not evade the fact; her voice was calm, yet carried an irresistible tenderness.

"I am Queen Otohime of Ryugu Palace," she continued. "I have always believed that as long as fish-men and humans are willing to treat each other with sincerity, they will one day be able to live in peace."

"I know you're all a little scared and confused right now. But please think about this—"

"You still have loved ones by your side! As long as you're alive, anything is possible!"

"There is still open space on Fishman Island, enough for you to settle down. It is not your homeland, but it can be a place for you to start anew."

Her gaze swept across the crowd, landing on every bewildered face.

"We will become the link between the fish-men and humans, the cornerstone of mutual understanding."

Princess Otohime's speech was inspiring, and a low murmur rippled through the crowd. Doubts remained, but some had begun to waver—

The utter deathly stillness in his eyes softened slightly.

At that moment, a young and powerful voice rang out from the crowd. It was Edward, the father of Luo, the nation's top doctor.

He looked around and said loudly, "Gentlemen, going to the bottom of the sea is better than dying here, isn't it? We must live—only by living can we completely cure the amber lead disease and make those people pay the price!"

The nun beside her also stood up, put her hands together in support, and said, "The gods have already extended a helping hand. There is no such thing as a hopeless situation! Everyone, you must cheer up!"

People in the crowd would occasionally look up and exchange glances with the person next to them.

No one spoke first, but someone had already stood up.

One, two, three—more and more people got up from the ground. Those still sitting were gently called to by those around them and helped up by their arms.

A faint hint of life appeared on the open ground.

On the way back, only silence remained on the sea.

Tiger sat alone at the bow of the boat, clutching the red-covered book in his hand.

He himself couldn't quite remember how many times he'd read it. But with each reading, one thing became increasingly clear—

This world is far more cruel than he once thought.

These past two days, what happened in Frevans has been echoing in his mind.

Those abandoned by their own country, those faces standing in the ruins with their eyes completely extinguished, represent a despair more heartbreaking than anger.

His fingers slowly tightened, gripping the book even more tightly.

This is somewhat different from the malice I felt from the World Government, but in reality, it is the same.

Footsteps sounded behind me; it was Lord Prometheus approaching.

"My lord... are there many more cases like this?"

Tiger's voice was somewhat low.

"There are quite a few. Whether it's Flevance, Fishman Island, or further afield, places like God Valley—there are too many to count."

Tiger remained silent for a moment.

"Isn't there anyone who chooses to resist?"

"Yes. But most of the resistance is sporadic; there's probably only one revolutionary army that's truly on a large scale right now."

"Revolutionary Army?"

"Yes, it's the son of the naval hero Garp, a former naval member named Dragon, who formed his own team."

Tiger was clearly taken aback for a moment.

Garp's son.

He pondered those words for a moment, and quickly grasped the logic behind them—

Someone who has witnessed firsthand how the world government operates ultimately chooses to stand on the opposite side, perhaps because they have come into contact with some kind of darkness.

"...I guess he's seen through the true nature of the World Government and feels we can become good friends."

A few days later, in an office room somewhere in CP5.

A member stood before Spandam, bowing his head to report: "Sir, the clearing operations in the countries surrounding Flevans have been completed as planned, and the troops from those countries returned the day before yesterday. Our team subsequently entered the country to conduct an on-site inspection and confirmed that the extermination operation was carried out as intended; no survivors were found."

"So that means the mission was successfully completed?"

Spandam leaned back in his chair, his fingers tapping lightly on the table. The promotion negotiations were almost finalized; all that was left was to get this report stamped.

"Sir..." the member hesitated for a moment, "No bodies were found anywhere at the scene, not even signs of burial or burning. This is somewhat—"

"idiot!"

Before he could finish, Spandam waved his hand impatiently: "What else could it be? The neighboring country's soldiers just dealt with them on the spot. Everyone's dead, why bother with all that?"

"But--"

"The mission is now complete."

The member opened his mouth, but ultimately said nothing more, bowed, and left the room.

Spandam lowered his head, opened the file, and wrote a concluding remark on the cover page: "Frevansper's lead poisoning has spread, and residents are dying one after another. The situation has been handled as planned."

He didn't think much of it; a country with no future had little to offer him.

The more pressing matter right now is the promotion. My father has already made arrangements; all I need to do is submit this report and it'll be settled.

He picked up the Den Den Mushi and began his report. Not long after, he pushed the file aside, got up, and left the room.

What he didn't know was that on some unknown island, a pink-haired girl was conducting eavesdropping.

Her gaze fell on the map, paused for a moment, and then she said to the tall man beside her, "Bear, the information about Frevans is suspicious. Come with me to investigate."
