Warhammer: Primarch's Life from the Beginning

Chapter 16 Deployment of Troops

The area where Killieman temporarily stopped.

Ultramarines stood guard inside and outside the gate, their blue armor and white helmets protecting the passage. Bomb guns were slung across their chests, and their goggles constantly scanned the figures passing by. When they recognized Leo as the newcomer, the Space Marines immediately clenched their fists, saluted, and made way for him. Leo and the team of combat nuns behind him entered without any hindrance.

Even surrounded by Space Marines, the valiant Battle Sisters showed no fear, standing tall and proud behind their Primarchs.

After passing through the foyer, Leo quickly took in the layout. To his surprise, Guilliman's resting place wasn't his bedroom, but a huge administrative office. There were thinkers and data cabinets along the walls, and the desk was piled high with documents. Attendants were carrying data boards and moving back and forth. Upon seeing Leo, they immediately stood at attention against the wall with their heads bowed. Guilliman truly lived up to his reputation as the Primarch most skilled in command and operation. As for Celestine, Leo had heard that she had gone to the Saints' Headquarters for some important ceremony a long time ago.

Guilliman was standing behind the table listening to an officer's report when he heard footsteps. He looked up, and the officer immediately shut up and stepped aside. Leo didn't delay and went over to tell him everything he had learned from Catherine and his assessment of the impending disaster.

.

After hearing this, Guilliman did not speak immediately. His first reaction was not to doubt Terra's corruption, but to the fact that Leo actually had the ability to predict the future. A memory that had been sealed away in his mind flashed (The Second Reich... Bang!).

"How much did you see?" Killieman asked.

Leo smirked. "That's enough to kill or wound nearly half of the Imperial Guard."

Guilliman didn't press for details. He simply reached out and opened the Thinker on the table, bringing up several data panels and a holographic projector. Leo approached and realized that Guilliman was already planning a major expedition. There were too many elements involved, making Leo's stomach ache. No wonder Guilliman was overwhelmed with work.

Leo stared at the contents. He only remembered that after the Battle of Lionsgate, Guilliman spent a lot of effort purging Terra's high-ranking officials before launching the Unyielding Crusade. He didn't expect that Guilliman had started planning this so early.

Guilliman said slowly, "The Throne World will not tolerate any invasion by Chaos forces. My Ultramarines fleet will provide all support in critical moments, but for now, I think about the same thing as you. It's time to show those High Lords what Primarchs are all about."

Leo nodded. He needed that attitude. Besides, many things couldn't be accomplished just by enthusiasm or wishful thinking. Meetings still had to be held.

The two walked out talking, with Killieman following beside them, leaning close to give him a few words of advice:

"It's no secret that I'm dissatisfied with the Empire's upper echelons, but I've already heard about your contact with the State Church." Guilliman glanced at the nuns behind Leo, considering his words.

"A large imperial organization of this nature must be controlled by someone. I would feel at ease if it were a Primarch brother in charge, so I suggest you take over the state religion as suggested by the Highlord."

When Kara, who was silently following behind, heard these words, she held her breath slightly. She hoped that Leo would really take control of the state religion, then many things might change.

Leo didn't immediately agree, only replying, "I'll consider it."

.

.

Inside the spacious hall of the Imperial Council, all twelve high lords were present. They were:

The Minister of the Interior, who oversees the empire's economy, administration, and military.

General of the Martian Casting Corps, who manages the casting industry's production and coordinates the Mechanicus.

The legal director in charge of drafting imperial laws.

The Pope, the state religion who directs all religious activities throughout the empire.

The Navigator Ambassador is responsible for supplying navigators and guiding subspace navigation.

Consul General of the Starbow Court, responsible for providing Starbow with psionic fuel to sustain its combustion.

The abbot of the Star Language Court, responsible for the interstellar communication of the entire empire and providing star speakers.

Representative of the Tribunal, the Empire's powerful secret police agency.

The Grand Assassin, responsible for training and dispatching assassins to behead the leaders, traitors, and heretics of the Empire's enemies.

Commander-in-Chief Trajan of the Throne Guard.

Headmistress of the Battle Sisters Saints – Morven Val.

Commander-in-Chief of the Imperial Army – Robert Killieman.

.

.

The incense in the spacious hall had not yet dissipated. Attendants in charge of different affairs stood along the walls, while recorders knelt by the pillars. The lamplight on the table illuminated each face with its different expressions.

Leo sat down in the main seat of the council, and many people felt a little uncomfortable, but no one dared to say a word.

The Pope of the State Church and the Headmistress of the Battle Sisters lingered on Leo the longest, especially the latter.

Wahl received the summons and rushed to the palace. It was the first time she had seen her future Primarch. She glanced at Kara standing behind Leo and seemed a little envious that she could go to the front lines with the Primarch, while she stayed here every day to argue with the other High Lords. She didn't like these meetings in the first place. She would rather take her bomb musket to the front lines and smash the heads of the heretics.

Killieman, with a stern expression, scanned the attendees, his eyes slightly narrowed.

Catherine's rank is not high enough to be present here.

The courtroom protested in hushed tones, pointing directly at the Pope himself, stating that he had violated the High Lords' agreement by making unauthorized and premature contact with the Primarch, and questioning the Pope's true intentions.

The Pope raised his chin, his face showing no sign of apprehension, but rather an expression of utter certainty, and said:

"The state religion and Prince Leo are inextricably linked, and the reasons are self-evident."

Moven Vale looked up at the two men, his voice crisp and impatient: "The topic of this meeting is the corruption of Terran Chaos. Please resolve any irrelevant matters privately."

As soon as she spoke, the hall quieted down a bit. Several high lords who had wanted to chime in swallowed their words. Guilliman remained silent; no one would question the relationship between the Primarchs, and his silence itself was an attitude.

Leo wasted no time. He looked at the Mars Forging General and said directly, "The Martian Mechanicus may have to pay a price this time. I want to know how long Mars' production capacity can last for all the nests on Terra."

General Casting had already been informed by Guilliman and the Great Sage Caul, and his voice, a synthesized mechanical tone, answered calmly.

"Mars, as a forging world, produces only enough emergency food for Terra to last for one or two months."

Leo nodded and turned to the Minister of the Interior, asking, "Is your Ministry of Military Affairs currently able to concentrate the loyalist stormtroopers and astral forces stationed on Terra and in the surrounding areas?"

The Minister of the Interior, his elderly face covered in mechanical parts, making his expression unreadable, quickly replied, "It will take a little time, but generally speaking, there shouldn't be any problems."

Leo then asked the Inquisition representative, "How many troops of the Grey Knights Brotherhood under the Holy Hammer Order have arrived in Terra?"

The tribunal representative straightened his back and replied, "The Throne World is in grave danger this time. Approximately five reinforced companies have already arrived in Terra."

When Trajan, the commander of the Imperial Guard, heard this, he glanced at the number and mentally marked it. It was enough, but not enough. If a major battle really broke out in the palace, these Grey Knights would only be enough to plug the most dangerous gap.

Leo turned to Val, the head of the State Church and the Grand Priestess of the Battle Sisters: "Now, can the State Church allow its priests and others to control key public areas in the various hives of Terra?"

The two high lords immediately stood up and replied solemnly, stating that churches and monasteries across most of Terra would be mobilized to meet the Primarch's needs.

The Pope was even somewhat excited as he said this, as it meant the Primarch had immediately activated the state church system, which in itself was a signal. Morven Val was even more direct; she was already thinking about which hive city had the most severe riots and whichever there would be to send the Sisters there.

Leo nodded, having grasped the situation sufficiently, and then began to deploy various forces.

.

"The Cult of Mechanics immediately coordinated with the Ultramarines fleet to send an emergency request for supplies to Mars, establishing a dedicated supply line between Mars and Terra to ensure the safe arrival of the supply ships in Terra's near-Earth orbit."

The Mars Forging General responded almost simultaneously: "Order confirmed. I will synchronize instructions to the Mars and near-orbit fleets."

Guilliman turned to the Ultramarines officer beside him and said, "Move all ships except the Macragge's Glory into the escort formation, empty the cargo holds and join the supply line."

The officer immediately bowed his head to accept the order, turned around, and quickly left.

Leo continued, "The Mechanicus Corps will prioritize the repair of Terra's near-Earth orbit starport, ground supply depots, and transportation corridors to improve resupply efficiency."

The supervising priest behind the forging general raised his mechanical arm: "The Guardians will immediately switch to engineering priority mode, and the repair order will override the original procedure."

Upon hearing this, the general counsel frowned and flipped through the data panel in front of him. He had already foreseen how many lawsuits the traffic blockade and emergency requisition would trigger.

Leo added, "The Grey Knights will dispatch Dalian to work with Sister Silent to thoroughly investigate supplies, transportation routes, and various starport areas in Terra, to prevent cultists and Chaos infiltrators from secretly releasing Chaos contaminants and destroying transit facilities."

At this moment, Consul General Starlight Court slowly spoke up: "I will coordinate the Silent Sisters."

Leo concluded, "The Ministry of Justice monitors, along with the Astral Army and the clergy of the State Religion, will form supply distribution teams. Based on the urgency of the hive, out-of-control areas will be prioritized over restricted areas, and restricted areas will be prioritized over safe areas, with supplies distributed in a tiered manner."

The General Counsel stood up and said in a deep voice, "The Ministry of Justice will send monitors and recorders. Any acts of robbery, interception, or resale will be dealt with on the spot."

Guilliman nodded in satisfaction. As expected of the Primarch created by his father, he would soon be able to stand on his own.

Leo's instructions came one after another, and the clerks and scribes in the hall could hardly keep up with the writing. The clerks ran back and forth with new blank rolls of paper, and some of them almost bumped into a pillar because they were walking too fast.

He also dispatched two Grey Knights from Dalian and three Ultra Warriors from three warbands to form a special extermination legion, focusing on clearing out the core strongholds and altars of the out-of-control cult, and killing the cult leaders and Chaos Wizards.

Terran's elite stormtroopers, in coordination with the State Church's battle nuns, wiped out small-scale cult gatherings in the restricted area and hunted down hidden agitators, while State Church clergy simultaneously purified areas contaminated by Chaos.

The Astral Army, in coordination with the Ministry of Justice's surveillance agents, sealed off all entrances and exits to hive cities.

In the densely populated transit stations and plazas of various hives in Terra, the state church's crusaders were deployed with heavy weapons, and choirs composed of nuns from the Hymn Order were formed to preach the faith of the God-King.

Every word spoken in this spacious hall of the State Council is now taking real effect on Terra.

Terra, located in the heart of the Empire, has never lacked defenses. However, the Empire's high command spends too much energy on power struggles. Whenever someone steps in to make connections, the Empire's wrath will fall upon those who are enemies of the Emperor.
