The Palace of the Eagle Council stands in the middle of Saint Harbour.

It was evening.

Planetary Governor Lucien Agamemnon IX followed Leo with a respectful expression; he had heard of Leo's plans.

"Your Highness, the planet Vigilance welcomes your judgment." Although the thin man looked like he was about to collapse from exhaustion next week, he still maintained the dignity befitting a nobleman. "Perhaps you need to know the current situation facing this planet."

Leo spread out one hand, indicating to continue.

Lucian didn't look up, but simply pointed to the sky and began to explain.

He recounted how, when news of the fall of Kadia arrived, the sky above Vigilant Planet was torn apart. At first, everyone thought the planet would be swallowed forever by the warp. But after some time, the darkness slowly receded, leaving only a cursed scar in the sky.

This is because there are black stone deposits underground on the Vigilant Star that isolate it from the subspace, Leo thought.

"The cursed scar is just a blurry purple mark during the day," Lucian said calmly. "But at night, it lights up. It's no ordinary sight; those who look up at it eventually go mad."

"At this time, Saint Harbor is almost under curfew, and the things in the sky will become more and more obvious as the night goes on."

Leo looked up at the sky. The governor was about to stop this dangerous action in his eyes, but Leo waved his hand to stop him.

"Never mind me, continue. What was the reaction of the common people?"

"Screaming faces, gaping mouths, distorted shadows. The inhabitants of the hive began to have the same nightmare repeatedly, suffering from insomnia, irritability, and attacks on those around them." Lucian seemed to recall some disgusting memory, "Any artwork related to that thing in the sky would emit a persistent glow, and buildings in various places would often be inexplicably imprinted with blasphemous eight-pointed stars."

"So you issued a ban," Leo said casually. "Did it work?"

"Yes, looking up is forbidden, a curfew is in effect, and violators will be severely punished." He finished speaking, then pursed his lips. "It's not working well."

"Violent clashes happen every day."

Leo was speechless. This was a dead end. The civilians on the planet Nakmonde Corridor would either die or be forced to undergo mutations and be executed.

However, a significant amount of resources still need to be invested in maintaining this area.

Guilliman needs it, the Unyielding Crusade needs it, and Chaos Warmaster Abaddon will certainly not let it go.

Merchant fleets, refugee fleets, the Imperial Navy, space pirates, aliens—all eyes will be on this place.

Although Vigilant Star survived the Eternal Night Cataclysm, it is now facing an even more dangerous situation.

The outer walls towered high, with double-headed eagles, gears, and the governor's family crest carved above the lintel. The hall was circular, with a central stone table scattered with data tablets, parchment, and seals. Before a massive floor-to-ceiling window, several meters wide, stood a statue of a divine emperor.

The door was pushed open.

Leo entered first, followed closely by Kara, with Sicarius to his side. Behind them stood the Ultramarines and Battle Sisters, flanking the entrance.

Everyone in the council looked up.

The nobles exchanged thoughtful glances. The Mechanicus Sage remained seated, his red robes flowing, a prosthetic eye embedded in his wrinkled face. As Bishop Corey rose, the others also stood and bowed.

Inside the hall, servants had been waiting for a long time. They quietly came and led Leo to the main seat outside the circular stone table, where a high chair had been temporarily set up for him.

Since the gene stealers have infiltrated the upper echelons of Vigilant Star, he is certain that the aliens are also present in the councils of those who represent the highest power on the planet.

Unlike Terra, this time we have to play a spot-the-difference game...

He didn't sit down on either side; he just stood, his gaze slowly sweeping across the entire room.

"From now on, I will take over all defenses of Vigilant Star," Leo said, his voice not loud, but enough to drown out the noise in the entire hall.

"In the name of the Son of the God-Emperor, the Pope of the State Religion, and the Primarch of the Empire."

"This is a power granted to me by imperial law; it does not require a parliamentary vote."

He spoke in a calm tone, without trying to exert pressure, and his gaze swept across each face as he spoke.

A brief silence fell over the hall.

The exits of the venue were blocked by Ultramarines, and the black-armored nuns stood in different corners. Kara and Sicarius kept a close eye on everyone present, knowing Leo's true purpose for coming here.

Leo then issued his first order.

"The situation of the Orcs on the planet of the alarm."

The noble advisors began to whisper among themselves.

The first to speak was Planetary Governor Lucien, who cleared his throat and spoke with a trained submissiveness.

"Your Highness, the Ork outside the city are indeed a threat. We've cooperated with the orbital navy to carry out a cleanup operation, and their activity range has been confined to the depths of the wasteland. Perhaps we could—" He paused, carefully choosing his words—" and, "maintain the existing defensive line for now, prioritizing resources for maintaining order within the city?"

"Maintain the existing defenses?" Corey turned his head, lifting his eyelids. "Governor, the records of missing patrols from the outer perimeter alone last month could fill several pages. Many caravans between the city-states have ceased trading."

"That patrol team crossed into an unmarked area," Lucian's advisor interjected, his voice shrill. "They're asking for it."

"The place you mentioned is only 300 meters from the supply depot." Corey put down his cup. "If we retreat any further, we'll be out of the supply depot."

"Your Excellency is too kind," the advisor smiled slightly. "The patrol's equipment has always been produced and distributed by the Mechanicus..."

"What does this have to do with us?" The sage of the Mechanic Church spoke for the first time, his voice crackling with electronic noise coming from beneath his red robe. Was my mic really that loud?

"Huangquan No. 8 has never received this type of order."

"So you mean the troops deployed by the Governor-General's office were ineffective in combat?"

"I didn't say that." The sage's tone was flat. "Regarding the logistical support for the Astronautical Army, the Gear Council clearly voted on the allocation of responsibility three years ago."

"The circumstances were different then than they are now."

"The circumstances have never changed," the sage interrupted. "You tried to gain concessions in technology from us back then, but now that the shield technology for all cities has been delivered, we will no longer provide assistance for any other needs."

Ok?

Leo sensed another dark psionic energy, which surprised him.

So blatantly audacious, daring to be so presumptuous in front of him, do they really think they're that psionic idiot Guilliman?

His gaze shifted to the advisor who was stirring things up, whose hood was pulled low and whose hands remained on the table.

Leo didn't need to ask anything; he simply took a step forward.

He saw Leo approaching and tried to back away, but was blocked by Kara behind him.

Kara noticed the bulge in his clothes on the back, so she simply reached out and pulled it off.

Oh!

The extra arm hidden beneath the robe was forced free, revealing rough, purple skin.

The other members of parliament were in uproar.

The man clutched a dagger in the hand beneath his robe, and suddenly turned to stab Kara! But she was faster; her chainsaw sword was drawn instantly, gears whirring.

In the blink of an eye, a severed limb, stained with strangely colored blood, flew out.

Before it could even utter a sound, the chainsaw sword slashed down and severed its neck.

……

Karla reached out and touched the motionless alien on the ground. The hood slipped down, revealing a face that was already half-mutated. The texture under the skin was uneven and distorted, but the eyes held an eerie calm.

On the other side, a "noble advisor" also sprang up in the chaos, trying to approach Leo from the side.

Sicarius rose, drew his sword, and left only a blur before piercing the man's chest and pinning him to the table.

Leo looked down at the audacious alien corpse with disdain, thinking that there was no need to go through the formalities.

"Tie up everyone here!" Leo looked around at the crowd with varying expressions. "Don't spare the servants either; shoot anyone who resists on the spot."

An hour later.

From inside the closed gates of the Sky Eagle Council palace, the continuous sound of explosive gunfire could be heard.
