Warhammer: Starting with Industrial Revolution

Chapter 14: A Slap, Then a Treat

Looking at the burly man in front of him, Luo Ning could hardly contain his laughter. There were countless gangs in the lower-level city, and he didn't need so many people to cooperate with him.

Now that these guys in front of him are unwilling to give up their territory, it's a huge boon for Luo Ning.

Luo Ning looked at the burly man's face, gently waved his hand to dismiss the guards behind him, and then looked down at the list in his hand.

"Nigel, the leader of the Rhino Gang, your gang is the largest in the Lower Nest District, with as many as 100,000 members."

Hearing Ronin's words, Nigel proudly raised his head, revealing an expression of arrogance that looked down upon everyone. "That's right, it's me!"

Ronin smiled and nodded. "Alright, since His Excellency Nigel is unwilling to participate in this reform, I will not force him."

He beckoned, and Delaman, who was standing to the side, came over. "Take Lord Nigel to the back room to register."

For this meeting, he specifically summoned these secret police officers, led by Delaman, who usually lived in the lower-level hive.

After all, they know the situation here better.

"Yes, Lord Ronin." Delaman nodded respectfully, then gestured for Nigel to proceed.

With a victor's smile, Nigel arrogantly got up and followed him into the room.

Watching them go inside, Ronin turned his head and looked at the other leaders who had previously joined Nigel in the instigation.

These individuals belonged to gangs of varying sizes, but they all shared a common characteristic: the red round lights above their heads were conspicuously bright.

"So, you all want to maintain your own power and territory, just like Lord Nigel?"

Seeing the governor's assistant, Ronin, treat Nigel with such politeness, the gang leaders clearly felt more confident.

Some people were firm in their stance, while others began to talk about how difficult it was to support their large families, and still others remained silent, simply gazing at him quietly.

As Luo Ning listened, he smiled and nodded slowly, then picked out the pages for each of them from the files.

"I understand. Then it's decided. You guys..."

Bang!

Before he could finish speaking, the door to the inner room was suddenly kicked open violently, and Nigel rushed out while letting out a pig-like scream.

At the same time, the guards beside him had already raised their guns and shot Nigel dead.

"I'm sorry, sir, it was a moment of carelessness on our part that allowed him to break free," Delaman apologized with a face full of guilt, but Ronin waved his hand dismissively, "It's alright, just be more careful next time."

Delaman bowed, and then he and the men around him dragged Nigel's body back into the room.

"Lord Luo Ning? What's going on?" The once high-spirited gang leaders were suddenly stunned by what they saw. They hadn't even realized what had happened yet.

Luo Ning replied casually, "In Nest City, even corpses have value, so of course they can't be discarded casually."

Looking at Luo Ning, the gang leaders immediately realized that this kind-looking young man was not as easy to bully as he seemed; he was essentially a cold-blooded killer!

Today's meeting is essentially a trap. If you don't submit to his reforms, you will suffer the same fate as Nigel!

"I'll fight you to the death!" A muscular man suddenly rushed forward. Luo Ning was less than five meters away from him, and he was confident that he could catch Luo Ning before the guards fired.

But in the next second, a huge electric current pierced through his body. He couldn't help but howl, but when the current disappeared, the huge body had already fallen down, without any sign of life.

The air was filled with the aroma of roasting meat, but in this context, it was incredibly terrifying.

Those gang leaders who had been living on the edge of death looked at Luo Ning, who was smiling in front of them, as if they had seen a ghost. Their previous arrogance was instantly suppressed.

Luo Ning was no fool; he would never put himself in danger. The meeting room had already been modified according to his requirements, and within a three-meter radius of him, it was practically a fortress.

"Where were we?" Luo Ning completely ignored the corpses on the ground in front of him, and instead looked up at the people in front of him.

"No objections, Lord Luo Ning, we all agree to your reforms!"

The number of red circles in front of us has obviously decreased, but there are only a few people there, and the red circles have remained unchanged.

"Is that so?" Luo Ning stared at the men whose heads were still surrounded by red circles. Although they had smiles on their faces, Luo Ning could see them clearly.

As Luo Ning raised his hand, the guards rushed in and took down all the gang leaders.

Under Luo Ning's orders, the few people who had initially given him a red light were all escorted into the back room by guards. No matter how much they begged and cried, there was no response.

Now, the number of people remaining in the room is less than half of what it was at the beginning.

Luo Ning fixed his gaze on a long-haired man who hadn't said a word. This man's demeanor was clearly different from the others, and from the beginning, the light above his head had been green.

"Mr. Olga, your gang's name is The Middlemen. Your gang is arguably the second largest in the Lower Nest District. Why haven't you voiced any protests from the beginning?"

Upon hearing Luo Ning's words, the man named Olga chuckled lazily.

"Governor, I'm not an idiot. If the authorities decide to reform the lower levels of the city, then no one can refuse. Besides, it's not necessarily a bad thing."

The smile in his eyes was genuine, making it hard to believe that this person was actually the leader of the second largest gang.

Luo Ning nodded slowly. He was very satisfied with this man. Although there were many mysteries surrounding him, it was clear that he was a smart man.

"Very good, I like smart people. So, Mr. Olga, you and your gang will be among the first teams to cooperate with the authorities. Please sign this contract, and we'll discuss the follow-up matters in detail tomorrow." As he spoke, Ronin handed over a document from the table.

After Olga took it, he looked up at the other gang leaders and said, "As for you, if any of you are willing to cooperate with the authorities, you can come and get a document. From the moment you sign it, everything you own will be taken over by the authorities, and your territory and business will be redistributed."

"Of course, you can go back and think about it again." Luo Ning stood up, not intending to force everyone to sign directly. After all, although there were no more red lights left, it was clear that there were still quite a few people left.

Upon hearing Luo Ning's words, the remaining few hesitated for a moment. Some chose to sign, while others tentatively inquired whether they could really make a decision later.

After receiving Luo Ning's affirmation, they chose to wait and see, feeling apprehensive.

What they didn't know was that in Ronin's plan, he didn't intend to force them to comply.

Unfortunately, they no longer have a place in the lower levels of the hive.
