Warhammer: Starting with Industrial Revolution

Chapter 5: The Flying Dragon Rides in the Face

When Ronin returned to the governor's office, Governor Karl could tell from his expression that he must have been rebuffed by Baron Harker.

"Forget it, Brother Ronin. The Harker family's influence on this planet is deeply entrenched; we can't afford to offend them. Let's think of another way. How about expanding the factory again?"

Governor Karl spoke cautiously, a chill running down his spine as he recalled the way Baron Harker had swaggered into the governor's office to present his gifts.

He understood that in the eyes of local tyrants like Harker, he, the newly appointed governor, was a joke, and the so-called gift-giving was actually a form of demonstration.

Their family monopolized the planet's mineral resources, and the enormous profits had long since turned Hack himself into a monster.

He possesses an independent mercenary legion, and even the guards of the hive have been bribed by Hack. He also maintains close ties with the upper echelons of the sector.

His mines have essentially become an independent nation on the planet Vatos VII.

Ronin knew about these things, but he did not stop his actions despite listening to Governor Karl's words.

He opened the area map on his desk and carefully observed the enormous mine that surrounded the entire city, resembling a monster.

Hark's recklessness stemmed from his confidence; he knew he held the lifeline of the planet in his hands.

After all, for this hive world, the Empire's only requirement is the production of ammunition resources.

This single requirement, however, makes them completely dependent on the mine.

"What are you looking at?" Governor Karl followed, looking blankly at his desk, completely unaware of what Ronin was thinking.

After a moment of silence, Luo Ning slowly said, "Mineral resources, such vital resources, should no longer be controlled by outsiders."

"Ronin? What do you want to do?" Hearing Ronin's words, Governor Karl's heart almost jumped into his throat. "Impossible. The Harker family has been running the mine for so long. They won't hand it over. Don't mess with him. At worst, we'll raise the purchase price a little and make him send us better quality ore."

"Doing so would play right into their hands," Ronin sighed helplessly. "If we give in today, they'll dare to switch the ore for stones tomorrow! One day, these vampires will drain me dry before the tax collectors even get a chance to do so."

Governor Karl understood what Ronin was saying; although he was an ordinary man, he was not stupid.

But what can they do?

Ronin looked up at Karl, his tone calm yet carrying an undeniable authority.

"Governor, we have nowhere to retreat. If we can't pay our tithes in three months, we'll still be burned alive. Why not take a gamble with me? If we win, we can completely control the fate of this planet."

Looking at Ronin's expression, Governor Karl had a rough idea of what he was planning to do.

But unexpectedly, this time he did not hesitate or struggle, but slowly nodded, abandoning his usual flamboyance.

For the next two weeks, Luo Ning did not go to the mine again.

Baron Harker lay in his room, enjoying the company of beautiful women and fine wine while listening to reports from his subordinates.

In the past few days, they have continuously reduced the quality of the ore sent to Chaodu. The latest batch of goods is so bad that it is not even worth the cost of smelting.

But neither the governor nor his assistant Ronin came to negotiate with him again, which was unexpected for Baron Harker.

Until his subordinates reported Luo Ning's movements:

The Governor's Office launched a space debris cleanup plan. Ronin led the garrison to hunt down nearby space pirates and dragged all the broken spaceship wreckage back to the capital, attempting to smelt metal from the debris.

Upon hearing this, Baron Harker burst into unrestrained laughter, his obese body trembling with mirth: "A cornered dog will actually jump over a wall! Scavenging space junk? I'd like to see how long he can survive on this worthless rubbish!"

The henchman chimed in, "The Baron is right. Using spaceship wreckage to forge metal is a complete waste of money. Once he's exhausted PDF's resources, he won't be able to resist even if the tax collectors come knocking, or even if Hiro's pirate crew attacks."

Baron Harker's lips curled into a sinister smile as he ordered his men to contact the commanders he had bribed and instruct them not to cooperate with Ronin's operations.

The space pirates named Shiro are the largest force in this star system, and the weak armies of peripheral planets like Vatos VII can only barely repel them.

But behind the scenes, the biggest benefactor of Hero's gang was Baron Harker.

He wants to take the biggest slice of the entire planet's smuggling, plundering, and arms trafficking pie.

Today, Luo Ning once again personally led the team, and each time they set off, the team was smaller than the last.

This time, the fleet consisted of only one-fifth the number of ships as the first day, and most of them were transport ships.

The baron listened to his subordinate's report and grinned, revealing his large teeth.

This governor's assistant was even more incompetent than he had imagined. He never expected that in just half a month, the combat effectiveness of the planet's garrison would be reduced to such a level.

This impoverished planet simply cannot support the frequent operations of the fleet, and coupled with the losses in battle, it seems that the governor's assistant's ingenious ideas are about to run out.

"Your Excellency, the Governor has arrived. He says he wants to see you."

A lackey entered the room to report. Upon hearing the news, the Baron sat up with great interest, a greedy smile spreading across his large face.

"Has it finally arrived?"

He pushed away the beauty in his arms and walked out of the room accompanied by his men.

In the mine's plaza, the governor sat in his car, his fists clenched tightly. He felt every muscle in his body trembling, and every cell in his brain screaming for him to escape.

But seeing Baron Harker approaching from a distance, he eventually got out of the car.

"Governor Karl, it's quite a surprise that you would come to the mine in person."

Baron Harker greeted Governor Karl with a big brother's smile.

"Haha, Baron Harker, it's been a long time." The governor forced a smile, using almost all his strength to keep from running away.

"I wonder what brings you here, Governor Karl?" Baron Harker asked with a forced smile.

"What is it?" Governor Karl asked, changing the subject. Just then, the huge spaceship suddenly broke through the atmosphere and hovered above the mine.

The hatch opened, and Luo Ning, accompanied by his guards, jumped straight out.

"Karl! How the hell do you manage your men? How dare you fly your spaceship into my mine!" Baron Harker roared angrily at the governor, but Ronin stepped forward first and blocked the governor's path.

"Don't be so agitated, Baron. We're just here to negotiate," Ronin said with a smile.

"Stop talking nonsense! What's the matter? Spit it out!"

Baron Harker's expression shifted between light and shadow, his fat face trembling uncontrollably. The threat of a warship suddenly appearing in front of him without warning was simply too great.

"It's the same thing as before. The governor is dissatisfied with the quality of the ore supplied by your mine and hopes you can give us an explanation."

As Ronin spoke, the soldiers on the troop transport ship jumped down and surrounded Baron Hark.

The warship's massive cannons were also aimed at everyone around, and for a moment, even the arrogant and domineering Baron Hark was so nervous that he dared not breathe.
