Chapter 1041, Section 1037: Diplomatic Mission (First Update)
Even Steve Rogers, because of his uniqueness, didn't consider himself an ordinary person. Only Salomon could get along well with ordinary people, as if he were no different from them. Few people in this world would care for others with such genuine actions, and few would sacrifice so many lives without hesitation to achieve a grander purpose. No one knows the truth, because he refused all psychological counseling, which was Nick Fury's greatest regret. Natasha Romanoff suddenly recalled how she had gradually become acquainted with this young man; perhaps it was this passionate heart hidden beneath his cold exterior that made him so captivating.
"The reason I arranged to meet here is because they have the best pasta in New York. The Bernardello family's eldest son inherited his dessert-making skills from Mrs. Bernardello, which are also absolutely not to be missed. Bayonita really wanted to taste the flavors of home, so I came to them. Have some to try. You obviously haven't eaten yet, so I'll take you to your hotel to rest later. You're heading to England soon!"
Why should I go to England?
"Oh, you'll find out soon enough. Please give my regards; I'm sorry I can't go in person."
Twenty-two hours after the attack on the carrier battle group, Viktor von Dum, who was stationed in the capital of Latvia (now part of the combined territory of Sylcaria and Transylvania), left the heavily guarded administrative offices. After routinely inspecting public infrastructure construction sites, helping farmers catch sheep at newly built livestock farms, and driving unruly children out of collapsed buildings, Viktor von Dum traveled to a military airfield built during the civil war to board a plane for a diplomatic trip.
Viktor von Dum's first stop was neighboring Serbia.
Only two other countries in the world knew about the Mediterranean battle group, and Serbia would be the third. Just as planned, Salomon was responsible for demonstrating extremely powerful personal military force, while Viktor von Dum used political means to persuade and coerce neighboring countries to unite, promising to establish a joint defense system, share advanced air defense systems, and maintain stability in Eastern Europe at all costs—achieving unity first required mutual compromise, and the advanced technology of the Immortal City was an extremely important bargaining chip, while the "Unified Truth" was another bargaining chip and action plan.
If neighboring countries form an alliance but do not recognize the "United Truth," the future troubles will be far more numerous than imagined. This is especially true for countries like Serbia, which are increasingly adopting classical values; a multi-pronged approach is needed to integrate them. Now that the US Mediterranean carrier battle group has disappeared, NATO's presence in Southeast Europe is negligible. After Viktor secretly revealed this information, he immediately obtained a diplomatic request. He believes this news will make neighboring countries seriously consider their position. Latvia is much closer to the US and Western Europe; accepting the "United Truth" or accepting missiles is a very easy choice for them.
Victor had another purpose for this trip, which was to target Albania and Kosovo.
The former is a NATO member in Southeast Europe, while the latter is semi-independent and, with NATO support, is increasingly pushing its own boundaries. This is something the Immortal City cannot tolerate. Allowing the local people to elect a ruling party colluding with conglomerates and naively believing that the future will be better will only exacerbate the current situation of rampant gangs, drug abuse, and human trafficking. These two states, composed of Ilyans and Thracians, will be crucial components of Latvinia's next plan to cripple NATO in Southeast Europe. Serbia will be the best option to share Kosovo's administrative costs, and through political means, unite with neighboring countries to completely eradicate this chaos.
Since the founding of the Immortal City, Salomon has focused its attention on chaotic regions such as Africa, Afghanistan, Eastern Europe, and the Middle East. The sorority's first battle after its formation took place in Eastern Europe. They used heavy firepower to fundamentally disrupt human trafficking chains in Albania and other Eastern European countries, drastically cutting off the economic revenues of monopolistic pharmaceutical giants and underground industries like organ transplantation. Even now, many young Eastern European girls in the academy are learning the necessary skills to join the sorority. This forward-thinking mission is now paying off; the civilian forces they have cultivated, coerced, and influenced in the Balkans over the years will become another force in this diplomatic operation.
Before Viktor von Doom's departure, Latvia had taken over the television broadcasting systems in Albania and Kosovo, reviving its Cold War-era broadcasts and the "United Truth" in an irresistible manner, reviving the country's past ideology. Meanwhile, the Immortal City also aired specially produced, highly inflammatory television programs featuring scandals of almost all officials, including but not limited to profiting from human trafficking and gangs, and their chaotic private lives. While the Immortal City focused on the former, and the local population on the latter, this did not prevent the Immortal City from cramming everything into them and forcing them to accept it all.
The only one conflicted was Stephanie Malik. Restoring order meant a further expansion of her authority, the highest reward for her. But it also meant a mountain of administrative data to process, and a constant, ever-growing threat of murdering her and her subordinates from the endless piles of papers on her desk and the vast amounts of data on her computers. Whenever progress was made, Latvinia's administrative and military institutions were once again overwhelmed. Wild Chapter Commander "Silver Sable" Silver Sablinova was summoned back from the countryside by the administration to maintain order.
The Latverian administrative headquarters are located in what was originally a royal castle, a towering historical building that is a fortress and palace constructed of grey stone. Destroyed during the civil war, the engineers rebuilt it, preserving as much of its original appearance as possible and adding numerous fortifications. Two bipedal war machines patrol the bastion's moats incessantly, working alongside armed, genetically modified warriors to ensure the safety of the staff inside—more precisely, the monarch of the Immortal City and Victor von Doom, though they seem rather indifferent to these measures.
Silver Sablinova handed his weapon to the guard at the gate, which was manned by genetically modified warriors. He squeezed through the red and black uniforms of the Ministry of the Interior, filled with Latin-speaking clerks speaking in various regional accents, and soldiers in grey uniforms from various military departments under the War Council. He traversed towering, wide corridors and hundreds of rooms, finally arriving at the highest level, guarded by the Praetorian Guard and originally belonging to the Grand Duke. To this day, the Praetorian Guard had thwarted two assassination attempts against the monarch by royalists, albeit clumsily and ridiculously. Hammurabi dared not relax his vigilance, as these separatist forces could easily be exploited by foreign intelligence organizations such as the CIA. Therefore, after consulting with Constantine, Hammurabi devised a security plan, requiring all administrative personnel to implement it and providing 24-hour close protection to ensure the monarch's safety within the castle to the greatest extent possible.
As soon as she stepped into the surprisingly spacious Latverian administrative office, she was immediately greeted by the enticing aroma of pasta and sweet cream. The tall, slender female mercenary, her long, snow-white hair swaying, sniffed around until she spotted Diana Lister sitting behind her desk in the corner of the office, surrounded by piles of data storage devices and documents, happily devouring a mountain of desserts. In the most prominent spot of the office stood a massive oak desk, behind which sat the person also enjoying a meal, though this person continued to write something, not abandoning work despite eating.
This wasn't her first time here. "Where's the Regent?"
"Didn't you receive the notification?" Salomon stuffed a rolled-up noodle into his mouth, putting down the production forecast report for the newly established bio-farm. The Immortal City's food reserves had been emptied to feed everyone, but this was far from enough. The Regent had to find a food trade route to alleviate the crisis. Upon seeing Silver's arrival, Diana Lister quickly stood up and pushed out a chair beside her. The former mercenary smiled kindly; although she was much younger than Diana, her demeanor made it seem as if she were the older one.
“Victor has gone on a secret diplomatic mission, and we need someone to stay in Latveria until you and your Wild Chapter complete the task that should have been finished a few days ago,” Salomon said. “What’s your explanation for this?”
